Headline: Palestinians launch new confrontation tactic of “localized” terror against Israel
Three dates have emerged as the landmarks of a new outbreak of armed Palestinian violence against Israel: On Aug. 30, an army-police squad, on a routine operation for rounding up terrorist suspects, was waylaid in the Jenin refugee camp on the West Bank by fierce gangs armed with rocks, iron bars and firebombs. Then, on Sept. 13, an Israeli car was stoned in Jerusalem, killing the driver Alexander Levlovitch, 64. He was driving home on New Year’s Eve. Palestinian rocks against Israeli cars are part of the regular landscape on roads in and outside Jerusalem, but this time it ended in murder. The next day, the 14th, gangs of rampaging Palestinian youths fought Israeli police guards on Temple Mount for control of the Al Aqsa Mosque doors with rocks, blocks of concrete and iron bars, which had been hoarded inside the mosque. debkafile’s counterterrorism analysts diagnose these and allied events as the opening shots of a Palestinian uprising against Israel under a different guise. Security forces are beginning to talk about “armed localized terror.” Its most prominent features are the collaboration for ad hoc operations betwen two or more Palestinian rival groups, and their localized nature. They tend to be planned in advance for a specific arnea. The collaborators in the Jenin outbreak were Hamas and Islamic Jihad. For the New Year attacks, Fatah (whose leader is Mahmoud Abbas) and Hamas joined hands.

Israeli police clashed with Palestinian protesters Tuesday in a third straight day of unrest at Jerusalem’s most sensitive holy site. Police spokeswoman Luba Samri said police entered the Al Aqsa mosque compound early Tuesday morning to disperse a group of protesters who had holed up inside the mosque overnight. The protesters threw rocks, fireworks, concrete blocks and a firebomb at officers, she said, adding that two Palestinians were arrested and five police officers were lightly injured. She said that a firebomb thrown from within the mosque at police ignited planks of wood stockpiled by the protesters. Mosque officials later extinguished the fire, she said. Police released photos showing piles of charred rubble outside the mosque. Police later managed to restore calm and open the site for visitors, Samri said, but a group of protesters remained inside the mosque. Following is a summary of the Tuesday overnight attacks:
Just before midnight, Palestinian Arabs firebombed a vehicle near the Jewish community of Itamar in Samaria.
At around the same time, dozens of Arabs were rioting in Judea near the Tomb of the Biblical Matriarch Rachel. One of the rioters was shot by IDF soldiers when he threw an IED (improvised explosive device) at the soldiers who were deployed at the site.
About a half hour after midnight, Arab terrorists launched a rocket from Gaza at southern Israel, but the projectile fell short, and instead exploded in Gaza territory.
The rocket landed in the area of Deir al-Balah, according to the Hebrew-language HaKol HaYehudi website.

Headline: Top Islamist Declares Religious War
Sheikh Kamal Hatib, Deputy Chairman of the Northern Wing of the Islamic Movement in Israel, declared that a war between “Palestinians” and Israel over the Temple Mount is set to begin, in a weekend interview with Lebanese television station Al Mayadeen Tuesday. “The Israeli establishment under the leadership of a right-wing government believes that this is the time for building the Temple and opening a religious war in which Israel cannot win,” he told the network, which is close to Hezbollah. Speaking from his home in the Lower Galilee town of Kafr Kana, Hatib accused Israel of exploiting the difficult predicament of the Arab world, the division within Palestinian society and the security cooperation with the Palestinian Authority (PA), in order to “attack Al Aqsa” for the third day running. He called for the PA’s security cooperation with Israel to stop, and asked Arab states to pressure the PA to let the Palestinians go out and protest for “the holy mosque.” Indeed, he said, Muslims all over the world should do the same.

The Palestinian Authority invited hundreds of world leaders to celebrate the raising of its flag for the first time at the United Nations headquarter in New York on September 30th.
“It will be a glorious day, a proud day for us. We expect hundreds of leaders to be with [PA] President [Mahmoud] Abbas to celebrate that moment,” PLO Ambassador to the UN Riyad Mansour told reporters in New York on Tuesday. On that same day, Mansour said, millions of Palestinians everywhere will fly the flag as an informal referendum in support of an independent Palestine and against Israel’s continued “occupation” of the West Bank. “There will be hundreds of thousands, maybe millions of Palestinian flags raised in every house, every school, every institution,” Mansour said and added that they would be even flown atop cars. He spoke just days after the UN General Assembly voted 119 to 8, with 45 abstentions to allow its two non-member states — Palestine and the Holy See — to fly their flags in front of UN buildings along with those of member states. Israel’s outgoing Ambassador to the UN in New York Ron Prosor made his final speech to the General Assembly against raising the Palestinian flag prior to the resolution of the Israeli-Palestinian conflict through the resumption of direct negotiations. “Make no mistake; the goal of this resolution is a photo op. The Palestinians want to bring together world dignitaries and the media to gather around and watch as Mahmoud Abbas raises a flag. They plan to use the prestige of the UN as a backdrop for this charade,” Prosor said. “No vote can turn an empty symbolic gesture into a state,” Prosor said.

Headline: Netanyahu, Putin to discuss continued Israeli air force freedom of action over Syria
Kremlin spokesman Dmitry Peskov confirmed Wednesday, Sept. 16, that Prime Minister Binyamin Netanyahu would pay a “short working visit and hold talks with President Vladimir Putin in Moscow on Monday, Sept. 21.” The announcement from the Prime Minister’s Bureau in Jerusalem was somewhat more informative: “The Prime Minister will express his views on the threat to Israel as a result of the deliveries of modern weaponry to Syria due to the possibility that they could end up in the hands of Hizballah or other terrorist organizations.” If that is to be the sole topic of their talks, debkafile’s military and intelligence sources doubt the prime minister will accomplish anything much, outside of a polite exchange of views. Putin will not remove the Russian troops and advanced weaponry which giant Antonov-24 Condors have been landing in Syria since the last week of August. These deliveries have been planned down to the last detail in coordination with Tehran – as Moscow’s rejoinder for US President Barack Obama’s cherished nuclear deal with Iran. Tehran has not only refrained from endorsing the accord, but has joined Moscow in a move to outmaneuver Washington in the Middle East by a major military buildup in Syria. Putin will no doubt parrot Obama in assuring Netanyahu of Russia’s abiding commitment to Israel’s security. But he will not waver in his steps for strengthening Iran’s foothold in Syria, any more than Obama has. Another issue which may come up in their talks in six days’ time is Israel’s Mediterranean gas field, in which the Russian leader has expressed an interest. Since the projected Israel-Turkish pipeline for exporting the gas to Europe will verge on the economic water zones of Lebanon and Syria, Russia is the only power realistically capable or providing it with military protection.

Headline: ‘It’s a matter of time until ISIS in Sinai attempts terror attack against Israel’
It is only a matter of time before Islamic State’s affiliate in Egypt’s Sinai Peninsula attempts to carry out a terror attack against Israel, Col. Yehuda Hacohen, the commander of the IDF’s Sagi Battalion which operates on the border said in an interview with Army Radio on Wednesday. The organization formerly known as Ansar Bayt al-Maqdis pledged allegiance to Islamic State last year, changing its name to the Sinai Province. It has waged a war against Egyptian security forces in the Sinai Peninsula, which, according to Hacohen, has contributed to its decision not to attack Israel. “Their decision not to launch terror attacks against Israel is a rational decision…they are focusing today on fighting against Egypt. They are in a state of constant friction with the Egyptian forces. They prefer not to open up another front, certainly not a front with Israel. They know that the price they would have to pay there would be heavy,” Hacohen said. The IDF commander, however, does not envision the quiet on the border being maintained. “In the end it must be remembered, this organization was formed by terrorists that dream of a terror attack against Israel, and it will come. It’s clear that there will be a terror attack against Israel, I believe that it will happen during my tenure,” he warned.

Headline: Dozens arrested in Beirut clashes
Dozens of activists held a protest on Tuesday outside a Finance Ministry building in Lebanon’s capital, after failing to storm it — part of a recent series of anti-government rallies stemming from a trash collection crisis. The protesters attempted to enter the building early on Tuesday, as employees were arriving. But the security forces quickly prevented them, closing the doors to the protesters and other staffers arriving. The protesters chanted against corruption in state institutions. They said they are taking their protests to the Finance Ministry, asking that it stop paying salaries for lawmakers who have been unable to convene. The protesters complain the parliament, elected in 2009, is illegitimate. Members of parliament have illegally extended their term twice and the legislature remains deadlocked over an election law and choosing a president. Lebanon has been without a president for over a year.

A Lebanese security agency has issued a highly unusual statement implying that ISIS had infiltrated grassroots #YouStink protests in Downtown Beirut in a bid to sow strife. General Security announced Tuesday that it had arrested two Lebanese men—identified only by their initials Kh.Sh. and Aa.A—for being members of an ISIS cell aiming to “carry out bombings and prepare IEDs to target Lebanese army and security force centers and vehicles.” However, in an strange turn, the statement went on to claim that the cell “assigned infiltrators to join the latest civil society demonstrations in Downtown Beirut.” General Security added that infiltrators were tasked to “curse officials and write offensive and obscene phrases on the tomb of [former PM] Rafiq Hariri with the aim of spreading sectarian strife.”

The battle for the Qalamoun mountains bordering Lebanon is tipping in favor of Hezbollah and the Syrian regime, with the gateway town of Zabadani now effectively encircled. Trapped inside, residents and rebels face certain death, Abu Adi, a citizen journalist from the Ahrar Zabadani media network in nearby Madaya, tells Ammar Hamou.
The fates of the Zabadani rebels and the opposition’s military leaders in the area are one and the same: death. There are only two other options: either a miracle from God or the breaking of the siege from outside Zabadani, which I think is unlikely since everyone has betrayed us. As for the civilians in Zabadani, they fled to nearby Madaya and are being subjected to regime bombardment there. We have asked the groups active on the Qalamoun front and Zahran Alloush, the commander of Jaish al-Islam, to mobilize since the beginning of the offensive [but our calls] fell on deaf ears. Zabadani is now completely cut off from surrounding areas; there is no exit or tunnel. If there were still tunnels like this, our position would be completely different.

Syria Headline: Kremlin calls on U.S. for talks on resolving Syria
Kremlin spokesman Dmitry Peskov said on Tuesday that dialogue between Moscow and Washington on solving the Syria crisis was indispensable. Peskov made the comments when asked whether talks on Syria were possible between Russian President Vladimir Putin and U.S. President Barack Obama. However, Putin also said on Tuesday that it’s impossible to defeat the extremists from the Islamic State of Iraq and Syria (ISIS) group without cooperating with the Syrian government. Speaking on Tuesday at a meeting of a Moscow-dominated security alliance of ex-Soviet nations in Tajikistan, Putin said that Moscow has provided military assistance to President Bashar Assad’s government and will continue to do so.
He shrugged off allegations that Moscow’s support for Assad has sparked a flow of refugees, saying in a televised statement that without Russia’s support for Assad’s regime the number of Syrian refugees heading to Europe would have even bigger.

Syria Headline: ISIS advance pushes France to begin Syria airstrikes: defense minister
ISIS fighters have made considerable progress near the contested northern Syrian city of Aleppo and are threatening to rout core elements of Western-backed Syrian rebel forces there, France’s defense minister said Wednesday. The Islamist militant group launched an offensive in northern Aleppo province last month, in a blow to the rebels in an area where the United States and Turkey are planning to open a new front against the movement. Jean-Yves Le Drian told France Inter radio that one of the reasons why Paris had decided to join airstrikes in Syria over the coming weeks was because ISIS was expanding rapidly. “What is certain is that things have changed drastically. For several months Daesh (ISIS) has considerably extended its presence on Syrian territory,” he said. “It’s true in Aleppo, but also on the Homs-Damascus line. Today Daesh has progressed in a way that it is threatening the Syrian resistance in Aleppo region, but also Lebanon if it manages to break through the Damascus-Homs axis.” France until now had only taken part in airstrikes against ISIS in neighboring Iraq.

Syria Headline: Syrian rebels shot down warplane, advance against pro-Assad forces in Aleppo
Syrian rebels shot down a warplane for the pro-Assad air force near the Nairab military airport in Aleppo province in northern Syria, military sources reported on Tuesday. The Nairab airport has been under a siege by rebel factions for more than a year. Rebel fighters of al-Shamiya Front dropped an M6 warplane for the Syrian air force after taking off from Nairab military airport on Tuesday afternoon. This comes amid continues clashes between forces loyal to the Syrian President Bashar al-Assad and rebel groups in Aleppo city and its countryside. Speaking to ARA News, spokesman of al-Shamiya Front Mustafa Sulaiman said their forces made new gains in the war-torn city. “Our forces seized control of major parts of Hamdaniyah district after fierce clashes with pro-Assad militias,” Sulaiman said. At least fifteen regime soldiers were killed in the clashes, the source reported. “The Front also bombed pro-Assad security headquarters in Salahaddin neighborhood.” The regime forces responded with dropping more than six barrel bombs on the rebel-held neighborhoods of Dahiya and Shekhan in Aleppo. More than ten civilians were reported dead.

Government-controlled areas of Iraq’s Anbar province are threatened by water shortages. ISIS has been blocking the flow of the Euphrates River from Syria in a renewed bid to turn the vital waterway into a strategic weapon against the Iraqi government. “ISIS closed the Tabqa Dam in Syria almost a week ago, causing the water level of the Euphrates River to drop in Anbar’s towns,” a member of the Anbar Provincial Council said Sunday. Hamid al-Dulaimi warned in an interview with Iraqi Kurdish Bas News that the closure poses a “disaster to Anbar and other provinces” in Iraq. Meanwhile, a source close to ISIS told Al-Jazeera that the group was using its control over the dams to “put pressure on the Iraqi government as part of the open war between it and the group.” As concerns rose in Iraq, one official called on the international coalition fighting ISIS to conduct air strikes against the dam, although any such move would threaten water storage and raise the potential of devastating downstream floods. “We call on the international coalition forces to strike one of the gates of the Tabqa Dam in Syria to allow water to flow into Iraq,” Anbar Provincial Council member Eid Ammash said in a statement carried by Iraqi broadcaster Sumaria News on September 5.

Kurdish Headline: US confirms special forces on ground in Syria aiding Kurds
US special operations forces are on the ground in Syria assisting Kurdish forces fighting the Islamic State, the head of the US military’s Central Command reportedly told a Senate committee on Wednesday. General Lloyd Austin revealed to the Senate Armed Services Committee that US Special Operations Forces are “engaged with YPG” Kurdish forces in the war-torn country, NBC reported. Austin said that the special operations team was there to “advise and assist” and that they were “not engaged in any combat operations”. Kurdish fighters in the People’s Protection Units (YPG) in northern Syria have been at the forefront of the fight against IS and now autonomously control a vast swathe of territory captured from the group and Syrian government. The news is likely to complicate relations with US ally Turkey, who is currently engaged in a conflict with the Kurdistan Workers’ Party (PKK), who are ideologically and strategically aligned with the YPG in Syria. Though US President Barack Obama has previously pledged there would be no “boots on the ground” in Syria, US forces have carried out a number of targetted operations in the country.

Thirteen Turkish soldiers were wounded when their convoy was hit by a roadside bomb explosion in the largely Kurdish eastern province of Mus, security sources said on Tuesday. Two police officers were also wounded in the attack during the afternoon in Hakkari province on the road to Van province, near the border with Iran, they said. On Tuesday night, three officers were killed and a fourth was seriously injured in an attack on a police vehicle travelling in the town of Nusaybin, near the Syrian border, a senior security official told AFP. The Vatican released a statement Tuesday officially welcoming the nuclear agreement between the P5+1 world powers (U.S., UK, China, France, Russia, Germany) and Iran, stating that the Holy See believes Tehran will reduce its nuclear capabilities in exchange for sanctions relief. In calling for a Middle East free of nuclear weapons, the Vatican also appeared to target Israel, given that it is the lone nuclear power in the region. The Vatican “values positively this agreement because it considers that the way to resolve disputes and difficulties should always be that of dialogue and negotiation,” Archbishop Paul Gallagher said in a statement. In addressing the 59th General Conference of the International Atomic Energy Agency, the Vatican’s chief diplomat added: It is clear that the agreement requires further efforts and commitment by all the parties involved in order for it to bear fruit. We hope that the full implementation of [the nuclear deal] will ensure the peaceful nature of Iran’s nuclear program under the [Nuclear Non-Proliferation Treaty] and will be a definitive step toward greater stability and security in the region.

The ISIL militant group on Monday called on residents of Libya’s coastal city of Sirte – which it captured in January – to pledge their allegiance to the group and “repent for their sins” before the end of this month. ISIL seized control of Sirte in January following the withdrawal of forces dispatched by Libya’s Tripoli-based government to secure the city. In a message broadcast on a local radio station, Hassan al-Karami, a local ISIL leader in Sirte, said that a “religious court” would be established in the city in early October tasked with trying perceived offenders. Yemeni Prime Minister Khaled Bahah returned to the southern port of Aden on Wednesday in a step towards restoring a government on home soil after months of working from exile with Gulf Arab allies to combat Houthi domination of the country. Government spokesman Rajeh Badi said Bahah, who is also vice president, was accompanied by seven ministers when he arrived in Aden, which loyalist fighters backed by Saudi-led troops recaptured from Iranian-allied Houthi forces in July. “Khaled Bahah and the ministers who arrived with him are in Aden to stay permanently,” Badi said. Bahah’s return from Saudi Arabia follows that of several other Yemeni ministers who relocated to Aden from the kingdom in the weeks after the city was retaken in July. Bahah made a brief visit to Aden on Aug. 1. President Abd-Rabbu Mansour Hadi fled Aden for the Saudi capital Riyadh in March as Houthi forces closed in. Since its recapture, loyalist forces supported by Saudi-led coalition air strikes have pushed northwards and driven back the Houthis. Gulf Arab ground forces and loyalists are now waging an offensive westwards through Marib province towards Sanaa in a campaign to eventually oust the Houthis from the capital, which the movement seized in September 2014.

Ukraine will renew its calls for lethal defensive weaponry from its Western allies if the Minsk peace deal fails, the country’s top official to NATO said on Tuesday, urging help to reestablish control over its eastern border with Russia. Providing lethal weapons to the Ukrainian army is one of the most sensitive issues for Western governments, Russia having warned this would mark a serious escalation of the conflict and pose a threat to its security. But Ukraine’s acting ambassador to NATO, Yehor Bozhok, said there may be no alternative. “If heavy weapons are withdrawn on our eastern border under the Minsk deal, then fine. But if the situation escalates, then we will again raise the issue of sophisticated defensive weaponry with our western partners,” Bozhok told Reuters in an interview. “We are not going to attack anybody, but we would like to protect ourselves,” he said, listing anti-artillery, anti-mortar and anti-tank weapons as those most needed and saying the request “had already been on the table for some time”.

North Korea says its main nuclear facility, the Yongbyon complex, has resumed normal operations. The country was improving its nuclear weapons “in quality and quantity”, state-run news agency KCNA reported. Yongbyon’s reactor was shut down in 2007 but Pyongyang vowed to restart it in 2013, following its third nuclear test and amid high regional tensions. The reactor has been the source of plutonium for North Korea’s nuclear weapons programme. Experts believe that if re-started, the reactor could make one bomb’s worth of plutonium per year. The announcement about Yongbyon is the first official confirmation from North Korea that it has restarted operations there. A US think-tank said earlier this year that satellite images suggested that work had started at the plant. KCNA said on Tuesday that the North was ready to face US hostility with “nuclear weapons any time”. However, the full scope of North Korea’s nuclear capabilities is unclear. Pyongyang claims it has made a device small enough to fit a nuclear warhead on to a missile, which it could launch at its enemies.

A Michigan resident has contracted the rare, life-threatening bubonic plague — the first documented case in Michigan’s public health history, state officials confirmed. The Marquette County adult is recovering after apparently contracting the flea-borne illness during a trip to Colorado. Officials are reassuring the public there is no cause for alarm, despite the disease’s connection to the microorganism that caused the Black Death plague in Europe in the 1300s, killing millions and reshaping history. “It’s same organism but, in this case, the infection resides in a lymph node,” said Dr. Terry Frankovich, medical director for the Marquette County Health Department. The bubonic plague, in fact, is notably marked by one or more swollen, tender and painful lymph nodes, usually in the groin, armpit or neck. The plague is rare, with an average of seven human cases reported across the U.S. each year, according to the CDC. However, the western U.S. is experiencing an increase in reported cases of plague in 2015, with 14 human cases, including four deaths reported. The reason for the increase is not known.

The Indian capital, Delhi, is in the grip of the worst outbreak of dengue fever in five years, officials say. More than 1,800 cases have been recorded in recent weeks, compared to 1,695 cases for all of 2010. Five deaths have been reported so far. The mosquito that carries the dengue virus breeds in containers with clear, stagnant water. Dengue cases usually jump during and just after the rainy season, which normally lasts from June to September. Hospitals and clinics across the city have been inundated with patients, putting a strain on emergency services. News channels are showing patients sharing beds and scores of people queuing up at clinics for free fever tests. The government in Delhi has ordered 1,000 extra bed in hospitals to treat dengue patients after the suicide of a couple whose seven-year-old son died from the tropical illness after being allegedly refused treatment at a number of city hospitals. Delhi Health Minister Satyendar Jain has also ordered the setting up of “fever clinics” at hospitals to deal with the rush of patients.

In the small city of Hildale, Utah, hundreds of volunteers were helping search for one person still missing, Washington County officials said, after floodwaters swept through streets. “It was an act from God,” Hildale Mayor Phillip Barlow told reporters of Monday’s tragedy, according to the Deseret News. “This is something we can’t control. … It happened too fast.” Crews have worked since Monday evening monitoring flood crossings and searching the banks of Short Creek amid sporadic rain showers. Contractors using heavy equipment have worked to clear thousands of tons of mud and debris, and the National Guard has been called in to help with the cleanup.
