President Mhamoud Abbas Tuesday signed letters of accession to 15 international agreements and organizations following Israel’s refusal to commit to the agreed upon release of the final batch of pre-Oslo prisoners. US Secretary of State John Kerry, who cancelled plans to fly in for talks with Abbas in Ramallah after the PA leader signed the treaty applications on Tuesday night, telephoned Abbas on Wednesday and was reported to have asked him to “keep the doors of negotiations open.” The US State Department said that Kerry spoke with Prime Minister Benjamin Netanyahu as well as to the Palestinian leader on Wednesday morning. Israeli officials were quoted earlier Wednesday saying Abbas had “torpedoed” a nascent, complex, three-way deal under which Israel would have freed a final batch of 26-30 long-term Palestinian terror convicts and also released 400 more Palestinian security prisoners not guilty of violent crimes, peace talks would have extended beyond the current April 29 deadline, and the US would have released American-Israeli spy Jonathan Pollard.

Housing and Construction Minister Uri Ariel (Jewish Home) launched sharp criticism at the Palestinian Authority (PA) Wednesday evening, after news surfaced that Ramallah had turned to the UN to apply for legitimacy and recognition, in breach of the conditions of peace talks. “The Palestinians applying to the UN breaks all the rules,” Ariel wrote on a Facebook post, “and we have to respond in kind – by canceling the Oslo Accords, which have only brought terror and murder.” “The Palestinians have proven once again that there is no reason to give them false gifts, and release terrorists and murderers for a process whose conclusion is well known in advance,” he continued. Ariel continued by emphasizing that the US is “obligated” to release Jonathan Pollard this year – whether in the framework of negotiations or not. A senior Israeli official stressed that if the application is not rescinded and the negotiations are not extended, Israel will take a number of punitive measures against the Palestinian Authority. The Palestinians issued six main demands in connection to the core issues at the meeting:
1. A letter of commitment from Benjamin Netanyahu, in which the Israeli prime minister recognizes the 1967 borders and recognizes East Jerusalem as the capital of the Palestinian state.
2. The release of 1,200 Palestinian prisoners, including Marwan Barghouti, Ahmed Sa’adat and Fuad Shubaki.
3. Implementation of the border crossing agreements and an end to the blockade of the Gaza Strip.
4. The return of the Palestinians who were expelled from the West Bank in 2002 after a siege in Bethlehem’s Church of the Nativity.
5. A freeze on construction in Jewish settlements, including Jerusalem, the reopening of Palestinian institutions in East Jerusalem and family reunification for 15,000 Palestinians.
6. Prohibition of the entry, for the purpose of carrying out arrests and assassinations, of Israeli security forces into areas of the West Bank that are under Palestinian control, and the transfer of Area C to Palestinian control.
Jewish Home Chairman, Economics Minister Naftali Bennett, pithily rejected Thursday the Palestinian Authority (PA) demand that Israel give a commitment that the future Palestinian state would include eastern Jerusalem. “You wanted a commitment? Here it is: Eastern Jerusalem will never be your capital,” wrote Bennett on his Facebook page.

Headline: Three rockets fired at southern Israel from Gaza
Alarm sirens blared in Sderot on Thursday evening, as three rockets were fired from Gaza Strip toward the area around the southern city. No injuries or damage was initially reported, and the area where the projectiles fell has yet to be detected. The past three weeks have seen relative quiet along Israel’s border with Gaza after a brief flareup last month. On March 12, at least 60 rockets hit Israel and Israeli warplanes pounded Gaza in response, in the worst violence around the territory since an eight-day conflict between Israel and Hamas in November 2012.

Headline: IDF Training for Ground Invasion of Lebanon
The IDF is rehearsing scenarios of mass rioting combined with guerrilla warfare, which it may encounter if and when it invades Lebanon and takes over villages there. The disclosure was made by IDF officers in a report featured on the IDF’s official website – and can safely be assumed to be an intentional warning to Lebanon and Hezbollah that the IDF is capable of a ground invasion of Israel’s northern neighbor. The report says that the IDF is preparing for the possibility that in a spontaneous reaction to the conquest of a village by Israeli forces, the residents will stage a massive riot. “We are preparing for a similar reality to the one Americans are encountering in Afghanistan,” 7th Regiment Commander, Col. Nadav Lotan, explained recently, according to the IDF Website report. “That is – we take over a village, and the riots begin.” The rioting is expected to involve local-level violence as well as more professional weaponry and tactics.

Egyptian security officials say two roadside bombs have targeted riot police deployed outside Cairo University’s engineering faculty, killing at least one person and wounding four. The officials say the bombs went off seconds apart on Wednesday. Their target was the riot police deployed in the area daily in anticipation of protests by students loyal to ousted Islamist President Mohammed Morsi. Egyptian state TV says the bombs were crude and homemade.

Headline: Syria accuses rebels of planning gas attack near Damascus
Syria is charging in a letter to the United Nations that opposition groups are planning a toxic gas attack in a rebel-held area near Damascus so they can then blame it on government security forces. In a letter dated March 25 and circulated by the U.N. this week, Syria’s U.N. envoy, Bashar Ja’afari, said his government had intercepted communications between “terrorists” that showed a man named Abu Nadir was secretly distributing gas masks in the rebel-held Jobar area. “The authorities also intercepted another communication between two other terrorists, one of whom is named Abu Jihad,” Ja’afari said. “In that communication, Abu Jihad indicates that toxic gas will be used and asked those who are working with him to supply protective masks.” Ja’afari said in the letter addressed to U.N. Secretary-General Ban Ki-moon and the U.N. Security Council that this information “confirms that armed terrorist groups are preparing to use toxic gas in Jobar quarter and other areas, in order to accuse the Syrian government of having committed such an act of terrorism.” A senior Western diplomat, speaking on condition of anonymity, said of the Syrian intelligence: “I don’t give any credence to that.”

Headline: Syrian media: Mortar fire kills 6 near Damascus
Mortar fire killed at least six people in a suburb of the Syrian capital Thursday, activists and state media said, amid reports that clashes in a coastal province killed a top foreign fighter who was a former Guantanamo Bay detainee. Syria’s state news agency said four mortar rounds slammed into Harasta, a district northwest of Damascus, killing six children and wounding five more. Another five people were wounded when a mortar struck the upscale central neighborhood of Maliki, the agency said. The Britain-based Syrian Observatory for Human Rights said shells also struck central Damascus, including Ummayad Square, which is close to the state TV and radio stations, as well as the army command. It said there were no casualties. The mortar fire came as activists reported heavy clashes and government air raids in the Damascus suburb of Mleiha, as well as the capital’s Jobar neighborhood. Both areas are controlled by the rebels. The Observatory said at least 10 rebels were killed in the Mleiha fighting.

However, he was at one time a member of the group Students Following the Imam’s Line, which was behind the occupation of the US embassy in November 1979 and the holding hostage of 52 Americans for 444 days.

Headline: Attacks against Iraqi security forces claim 15 lives
At least 15 people have been killed in deadly attacks that targeted Iraqi security forces on the second day of campaigning for the country’s upcoming general elections. Six people were killed and more than a dozen others injured on Wednesday in a bomb explosion that ripped through the entrance of an army recruitment center in the northern province of Kirkuk. Elsewhere in Kirkuk, bomb attacks on military personnel took the lives of six soldiers and left 14 others wounded. Two policemen were also killed in separate attacks in the eastern city of Kut, southeast of the capital, and the main northern city of Mosul. Another policeman was killed in a gunfire exchange with militants south of Baghdad. Violence across Iraq is at its highest level since 2008, with al-Qaeda-linked militants regaining momentum in the country, especially in the western province of Anbar.

Acting Interior Minister Arsen Avakov also charged that his predecessor employed gangs of killers, kidnappers and thugs to terrorize and undermine the opposition during Ukraine’s tumultuous winter of discontent. The preliminary findings revealed by Kiev’s new leadership examined the months of anti-government protests that culminated in the deaths in February over 100 people in Kiev, mostly protesters. That violence forced a truce between the opposition and the government, but the arrangement quickly collapsed and President Viktor Yanukovych fled to Russia. In the weeks since the bloodshed, Russia seized and then formally annexed Crimea, Ukraine’s strategic Black Sea peninsula, and the U.S. and the European Union slapped sanctions on those responsible, mainly Russian President Vladimir Putin’s inner circle.

The European Central Bank over the next months will consider various options of ‘quantitative easing’ – also known as money printing – to counter a very low inflation rate, ECB chief Mario Draghi said Thursday (3 April) in a press conference. “The ECB Governing Council is unanimous in its commitment to using all unconventional instruments within its mandate, in order to cope effectively with risks of a too prolonged period of low inflation,” he said. Draghi said quantitative easing was part of a “rich and ample discussion” on Thursday among the central bankers from all 18 eurozone countries on what to do to counter the lower-than-expected inflation. Quantitative easing, popularly known as money printing, is the purchase of financial assets from banks to increase the amount of money in circulation when there is a risk of deflation.

An atheist legal group has filed a motion accusing commissioners in Maryland of repeatedly defying a judge’s order prohibiting them from praying during public meetings. The American Humanist Association is accusing Carroll County, Md., commissioners of again violating a preliminary injunction after the board apparently invited Bruce Holstein, a campaign manager for one of the commissioners, to speak at Monday’s meeting. Holstein reportedly read a statement that criticized the judge’s order and uttered a prayer explicitly invoking Jesus Christ’s name. Since none of the commissioners stepped in to stop the speech, the association is now taking action. “We regret this action had to be taken, but the commissioners have now broken the law twice,” attorney Monica Miller said in a statement. The move comes after commissioner Robin Bartlett Frazier also ignored the order and opened last Thursday’s budget meeting with an invocation referencing Jesus Christ, saying she was willing to go to jail over her religious views. “We thought Commissioner Frazier’s recitation of a sectarian prayer was a one-time incident,” Miller continued. “It’s now clear that she and the other Carroll County commissioners insist on continuing the practice of sectarian prayers at board meeting regardless of the court order.” The American Humanist Association is asking that the court impose a $30,000 fine on Carroll County to be paid in full to the secular group. The organization is also asking for $10,000 for each additional infraction.
