Headline: NGO Monitor: UN agency regularly manipulates data to make Israel look bad
NGO Monitor on Thursday released a report highly critical of a UN agency deemed so biased in Jerusalem that the Foreign Ministry, according to diplomatic sources, stopped cooperating with it in any meaningful way several years ago. The organization is the Jerusalem-based UN Office for the Coordination of Humanitarian Affairs in the Occupied Palestinian Territories (OCHA oPt). According to the NGO Monitor report, the group “regularly presents data in a manipulative way that erases the context of terrorism and distorts law and morality.” OCHA fails to distinguish between Palestinian civilians and attackers, thereby amplifying Palestinian casualty claims, and drawing a false symmetry between legal Israeli self-defense and illegal attacks by terrorists, the report stated.

Headline: Israel calls on citizens to ‘immediately leave Turkey’
Israel’s Counter-Terrorism Unit once again upgraded its travel warning to Turkey on Friday, urging Israelis currently in the country “to leave Turkey as soon as possible.” The upgraded and urgent warning, set at level two (indicating a high level, concrete threat) comes on the heels of a warning issued by Turkish authorities a week and a half ago of an ISIS plan to attack Jewish targets in the country, including synagogues, Jewish schools and kindergartens. Turkish police arrested six ISIS terrorists in the city of Gaziantep who reportedly planned an attack against the Great Synagogue in Istanbul’s Beyoğlu district, which is located alongside a Jewish community center and school. “There is an immediate threat of attacks in the country, which, we stress, applies to all tourist destinations in Turkey. The Counter-Terrorism Unit asks Israeli citizens to heed the warning and avoid traveling to Turkey.” Israelis who are already in Turkey are asked avoid crowded tourist destinations, “follow instructions of local authorities, and leave the country as soon as possible,” the unit said.

The Palestinian Authority’s (PA) Ambassador to the UN on Friday confirmed reports that the Palestinians are discussing a new draft UN resolution with Arab countries to confront Israel over its construction in Judea, Samaria and eastern Jerusalem, AFP reported. The UN Security Council failed in 2011 to adopt such a resolution after the United States used its veto to block the measure which said this construction is “illegal.” PA Ambassador Riyad Mansour said the resolution would clarify the Security Council position on “settlements.” “We’ve been saying that if that is the assessment of the Security Council, then it is the responsibility of the Security Council to take action to stop settlement activity,” Mansour told AFP. “We feel that this has to materialize in some form of action,” he said, adding, “If you give the prognosis, you have to tell us what the medicine would be.” Talks on the draft resolution were ongoing among Arab countries, with Security Council member Egypt expected to take the lead if the draft resolution is presented for a vote. PA chairman Mahmoud Abbas is to travel to New York later this month to sign the Paris climate accord on April 22 and hold talks on a new French push for peace.

At least 12 fighters died Friday in clashes between loyalists and rebels in Yemen’s Marib province east of Sanaa, two days ahead of a U.N.-announced cease-fire, military sources said. They said the clashes, which according to a preliminary toll killed seven pro-government fighters and five rebels, broke out around the town of Sarwah which loyalists have been trying for months to recapture from Shiite Houthi rebels. Arab-led coalition warplanes circled overhead but did not drop any bombs or fire missiles, an AFP correspondent at the scene said. The rebels said on their website, sabanews.net, that a three-pronged government offensive was repelled with the loss of 35 loyalists. A cease-fire is due to come into effect in Yemen at midnight Sunday, with the United Nations hoping it can be the cornerstone of a peace deal at talks due to start on April 18 in Kuwait.

The first visit to Cairo by Saudi King Salman Bin Abdulaziz Thursday, March 7,heralded a new chapter in the war on the Islamic State in Sinai, one to be fought with petrodollars versus the jihadis’ war chest. The monarch brought President Abdel-Fattteh El-Sisi two large checks: a $20bn guarantee to cover the oil needs of 90 million Egyptians for the next five years, and another $1.5bn listed euphemistically under the heading of “Sinai development.”
Two-thirds of the latter sum – a cool billion dollars – has been wholly earmarked, according to debkafile’s military and intelligence sources, for weaning 13 Sinai Bedouin chiefs from their commitments to supply fighters and other services to the Wilayat Sayna of the Islamic State of Iraq and the Levant – ex-Ansar Bait al-Maqdis. The Egyptian army will also acquire hi-tech intelligence tools for fighting the terrorist group holding the peninsula in its grip. The day before the Saudi king landed in Cairo, it was leaked in Washington that the Obama administration is pondering ending or reducing the US-led Multinational Force and Observers operation in Sinai, since the peacekeepers have become sitting ducks for Islamist terrorists. The White House has still not answered El-Sisi’s urgent plea for US military back-up to support Egypt’s foundering effort to curb ISIS in the peninsula, although US officials constantly declare their strong commitment to the war on global terrorism. Saudi Arabia this week showed itself ready to step into the breach left by Washington’s indifference.

Aleppo Province stands to become the focal point of a new round of violence in the Syrian Civil War even as the Geneva III Talks to end the conflict are scheduled to resume on April 13. Continued violations of an ongoing ‘cessation of hostilities’ by both pro-regime and opposition factions have fueled the largest outbreak of violence in northern Syria since the agreement went into effect on February 27, threatening to drive a wider breakdown of the tenuous ceasefire. Additional violence can also be expected in northern Aleppo Province over the coming weeks as Turkey and the U.S. vie over the course and composition of coalition-led efforts to sever the ground lines of communication between Ar-Raqqa City and the Syrian-Turkish Border. Turkey has worked to empower opposition groups in Aleppo Province in order to foil the territorial gains made by the Syrian Kurdish YPG, which the U.S. relies upon in the counter-ISIS fight. The regime and its allies also retain positions at the Kuweires Airbase from which to contest ISIS-held portions of Aleppo Province. This local competition for control over Aleppo Province – and the larger geopolitical struggle between the U.S., Russia, Iran, and Turkey that it reflects – will reach a critical boiling point in the coming months.

Syria Headline: ISIS massacres 175 cement plant workers captured near Damascus – reports
Islamic State militants have killed 175 workers who were captured at a cement factory situated to the east of Damascus, Sputnik Arabic reported, citing its sources. Reuters had earlier cited the Syrian military as saying that 175 workers from the Badiyah cement factory had been killed by Islamic State (IS, formerly ISIS/ISIL) militants. However, the agency retracted its report shortly afterwards, saying that the sourcing on the story “was misattributed” and the report is “unconfirmed.” Sputnik Arabic’s sources said at least 75 plant workers managed to escape during the IS attack, while 175 others were reportedly killed. On Thursday, Syrian SANA news agency reported a source in the Ministry of Industry who said that more than 300 Syrian civilians were missing following an Islamic State (IS, formerly ISIS/ISIL) attack on the Badiyah cement factory located outside Dmeir, about 50km to the east of the capital Damascus.

Syria Headline: Syrian rebels drive ISIS back from its new southern positions
DEBKAfile’s military sources report that Syrian rebel forces, with US and Jordanian military backing, managed to dislodge the ISIS-linked Yarmouk Brigades from the southern Syrian town of Nawa and surrounding villages,which the Islamic State had just captured in an offensive led by ISIS commanders from Raqqa. The Islamists were pushed back to their former positions in a small enclave near the meeting point of the Syrian, Jordanian and Israeli borders. The US and Jordan armed the rebel forces for the operation with heavy equipment and intelligence .

Iraq Headline: Iraqi forces push ISIS from western town of Hit: state TV
Iraq’s counter-terrorism forces backed by U.S.-led coalition air strikes reached the centre of the western town of Hit, dislodging ISIS militants and evacuating thousands of civilians, state television said Friday. A local commander said the pro-government forces had routed the militants from their stronghold in Hit, which had a pre-war population of nearly 100,000, but fighting was still going on. “We are still pursuing them. They have abandoned their families and fled,” the commander said in a live broadcast. “Within days, God willing, Iraqis will rejoice at the complete liberation of Anbar province”, where Hit is located. The recapture of Hit, strategically located on the Euphrates River near Ain al-Asad air base where several hundred U.S. forces are training Iraqi army troops, would roll back ISIS further west towards the Syrian border.

Headline: IS group doubles number of fighters in Libya: US
The number of Islamic State group fighters in Libya has doubled to up to 6,000 in as little as a year, the head of US forces in Africa warned Thursday. Despite the vast increase the IS group is not likely to settle and seize swathes of territory inside Libya, as it has done in Syria and Iraq, said General David Rodriguez, head of the US Africa Command. According to the US intelligence community, about 4,000 to 6,000 IS fighters are now in the country, a number that has doubled in the last 12 to 18 months, Rodriguez said. The Islamic State group has exploited the turmoil in Libya since the overthrow of dictator Moamer Kadhafi five years ago, raising fears that it is establishing a new stronghold on Europe’s doorstep. But Rodriguez said it is significantly harder for IS extremists to grab large areas of Libya and then consolidate.

Two ethnic Armenian troops died in fighting with Azerbaijani forces Friday as the arch foes accused each other of breaching a cease-fire that halted the worst outbreak of violence in decades over a disputed breakaway region. The latest clashes are the first serious violation of a Moscow-mediated cease-fire which took effect on Tuesday, ending several days of fighting over the Nagorny Karabakh region that claimed at least 90 lives. Azerbaijan and Armenian-backed separatists said on Friday they had struck a temporary deal to allow each side to safely search for the bodies of their soldiers killed in clashes over the breakaway region of Nagorno-Karabakh. The warring parties agreed a cease-fire, with Russian help, after four days of shelling and artillery strikes which killed dozens. The truce has largely held, though both sides have reported some violations.

Just a day after Governor Alejandro Garcia Padilla signed a law that enables him to temporary halt debt payments, dramatically raising the risk of widespread defaults, Puerto Rico securities had the biggest one-day drop in more than eight months. Today’s plunge is the biggest decline since July 28, 2015, a day after PR indicated that it was set to skip interest and principal payments on some securities for the first time. As The NY Times reports, Gov. Alejandro García Padilla of Puerto Rico on Wednesday signed a bill that would allow him to declare a state of emergency and give him authority to halt payments on the island’s crushing $72 billion debt. The measures capped two days and nights of marathon debate in Puerto Rico’s legislature, where lawmakers from the main opposition party called any unilateral debt moratorium dangerous and members of the governor’s party insisted that doing nothing would be even worse. “This legislation provides us with the tools to address the highest priority of needs — providing essential services to our people — without fear of retribution,” the governor said in a statement on Wednesday. He accused Puerto Rico’s creditors of hampering federal assistance by “misinforming the public and dissuading Congress from doing what is right for our 3.5 million American citizens.” The Puerto Rican Senate approved the measure at about 3 a.m. Tuesday. The House, after becoming embroiled in a dispute over whether certain types of bonds should be excluded, approved it around 1 a.m. Wednesday. The bill did not specify a starting date for a moratorium, leaving that decision to the governor. But a big debt payment, $422 million, is due on May 1, and there have been many signs that Puerto Rico is not able or willing to pay it.

Headline: Fingerprints to be tested as ‘currency’
Starting this summer, the Japanese government will test a system in which foreign tourists will be able to verify their identities and buy things at stores using only their fingerprints. The government hopes to increase the number of foreign tourists by using the system to prevent crime and relieve users from the necessity of carrying cash or credit cards. It aims to realize the system by the 2020 Tokyo Olympic and Paralympic Games. The experiment will have inbound tourists register their fingerprints and other data, such as credit card information, at airports and elsewhere. Tourists would then be able to conduct tax exemption procedures and make purchases after verifying their identities by placing two fingers on special devices installed at stores. The Inns and Hotels Law requires foreign tourists to show their passports when they check into ryokan inns or hotels. The government plans to substitute fingerprint authentication for that requirement. A total of 300 souvenir shops, restaurants, hotels and other establishments will participate in the experiment. They are located in areas that are popular among foreign tourists such as Hakone, Kamakura, Yugawara in Kanagawa Prefecture, and Atami in Shizuoka Prefecture.
