Headline: Palestinian Authority wants to sue UK over Balfour Declaration
The Palestinian Authority has urged the Arab League to help it sue Great Britain for the Balfour Declaration, which helped pave the way for the establishment of the State of Israel. Speaking to a gathering of Arab League leaders in Mauritania, PA Foreign Minister Riyad al-Maliki appealed for help to “bring a suit against the British government over the ominous Balfour Declaration which resulted in the Nakba [“catastrophe” – how Palestinians refer to the establishment of Israel – ed.] for the Palestinian people.” It is not clear whether al-Maliki’s call was a serious one, or merely the latest in a long string of hyperbolic verbal assaults on the State of Israel’s legitimacy by PA leaders. The British government has yet to comment on the topic.

Headline: Syrian mortar shell strikes Golan, Israeli jets hit back
The Israeli Air Force struck Syrian regime targets in southern Syria, after a mortar shell struck northern Israel. The mortar shell, which landed in an open area in the Israeli Golan Heights and caused no damage or injuries, appears to have been yet another incident of “spillover” from the Syrian civil war, as opposed to a deliberate targeting of Israeli forces or civilians. Nevertheless, shortly after the incident Israeli jets hit the source of the mortar fire, the IDF said. “Initial reports suggest that… fire from the internal fighting in Syria hit an open area near the security fence in the central Golan Heights. No injuries have been reported,” the IDF’s statement said. The air force “successfully targeted the source of the fire in Syria.”

Headline: Lebanon finds itself in awkward spot at Arab Summit
After Arab foreign ministers vowed to “defeat terrorism” as they prepared the 27th League Summit in the Mauritanian capital of Nouakchott on Monday, Prime Minister Tamam Salam acknowledged that he faced a dilemma over the anticipated final communiqué clause, which observers concluded will label Hezbollah a “terrorist organisation”. Egyptian Minister of Foreign Affairs Sameh Shoukri hinted at what may well be included in the text when he declared: “We must defeat terrorism, it’s a priority”, as ministers apparently agreed to support “all [initiatives] that can help to end the crises of the Arab world, especially the Syrian, Libyan and Yemeni conflicts”. Under the circumstances, Beirut could well face a dilemma, especially if the Arab Summit calls on Hezbollah to withdraw from Syria, and end its interferences in Iraq and Yemen. According to Al Nahar, Salam was ready to “voice reservations over any such resolution without resorting to a confrontational stance”, a clarification that was confirmed by the prime minister on Sunday when Salam told reporters accompanying him to Mauritania that “should the issue of Hezbollah be raised, we will respond by saying that it is one of the country’s main components and that it is represented in the government”. Beyond this choice, which isolated the country within the region, Lebanon stood apart as Saudi Arabia and its Gulf Cooperation Council partners not only led the League in condemning Hezbollah, but also secured censures from various coalitions, including the Organisation of Islamic Cooperation, which was unprecedented.

Headline: Saudis say five guards killed in clashes on Yemen border
At least 80 pro-government and rebel troops have been killed in fighting since last week in northwest Yemen near the border with Saudi Arabia, military sources said on Monday. The clashes began on Thursday when government forces launched an offensive aimed at retaking the towns of Haradh and Midi in Hajja province on the border. “At least 48 (Shiite Houthi) rebels and forces loyal to (ex-president) Ali Abdullah Saleh were killed” in the fighting, said one of the sources. Thirty-four loyalist soldiers were also killed, a pro-government source said. Most of the soldiers were killed in explosions of landmines planted by the rebels, he said, adding that dozens were wounded on both sides. Loyalist forces had succeeded in retaking a border post at the entrance of Haradh and pushing towards the town centre, another military source said. The offensive aims to advance on rebel-held Sanaa from the west after loyalist forces have so far failed to enter the capital from the east.

Headline: Egyptian policeman killed in a Sinai attack claimed by ISIS
Egypt’s interior ministry said a gunman shot dead a police officer in north Sinai in an attack claimed on Monday by ISIS. The gunman shot the police major in El-Arish, the provincial capital of North Sinai, on Sunday night, the ministry said in a statement. The militant group’s Egypt affiliate has been waging an insurgency in the peninsula that has killed hundreds of policeman and soldiers. The group said in a statement circulated on social media that its fighters “assassinated” the major and made off with his car and automatic rifle. The militants have kept up the attacks in Sinai, mostly roadside bombings and ambushes, despite a massive military campaign to uproot ISIS from the eastern peninsula bordering Israel and the Palestinian Gaza Strip.

Syria Headline: Air strikes, rebel fire kill 19 in Syria’s Aleppo
Air strikes and barrel bomb attacks killed 16 civilians in rebel-held parts of Aleppo province on Monday, with rebel rocket fire onto government areas killing three more, a monitor said. The Britain-based Syrian Observatory for Human Rights said 10 civilians had been killed in multiple air strikes on the town of rebel-held Atareb in Aleppo province. The group said the strikes in the early hours of Monday morning were believed to have been carried out by Russian warplanes, and hit several locations including a market area. Footage obtained by AFP of the aftermath of the strikes showed the local civil defense unit trying to put out a fire in the rubble of one collapsed building. Nearby, people combed through the debris trying to extract medicine from what appeared to be the remains of a pharmacy or clinic. Elsewhere, crushed fruit and vegetables were mixed in with pieces of brick and concrete. In Aleppo city meanwhile, at least six civilians were killed in barrel bomb attacks by government forces on eastern rebel-held neighborhoods, the Observatory said. The monitor said the toll was expected to rise because of the number of people with injuries and still trapped under rubble. An AFP journalist at the scene of one of the attacks in the Al-Mashhad neighborhood said civil defense workers were struggling to retrieve survivors who were trapped under heavy pieces of debris. He said rescuers had managed to pull one boy alive from the rubble, but the rest of his family were dead and still trapped beneath the remains of a collapsed building.

Iraq Headline: Iraq car bomb kills 17 in Khalis, in attack claimed by IS
Islamic State (IS) says it carried out a car bomb attack that killed at least 17 people in the central Iraqi town of Khalis. The explosion, about 49 miles (80km) north-east of the capital, Baghdad, was “very strong” a provincial official told a private TV station. Hospital sources said the death toll was expected to rise, Reuters reports.

Terror once again struck the streets of Iraq’s capital Sunday, after a suicide bombing killed at least 21 people in a residential neighborhood in northern Baghdad. ISIS claimed responsibility for the attack on the predominantly Shiite neighborhood of Kadhimiya, which also injured more than 35 others, Iraqi security officials said. Headline: Turkey-US ties will suffer unless Gulen extradited, foreign minister says
Turkey’s Foreign Minister Mevlut Cavusoglu has said that the ties with the US could turn sour unless Washington extradites cleric Gulen, who, according to Ankara, is behind the failed coup. His statement comes ahead of his trip to the US, and he said he would discuss the relations with US officials during the visit. Washington has repeatedly said that Turkey must give clear evidence of Gulen’s link with the attempted coup before discussing any possible extradition. Lawyers have said the process, if launched, may take years. Cavusoglu also said Turkey may remove some ambassadors linked to the coup attempt. Cavusoglu warned the EU that it “can’t threaten Turkey.” “We’re protecting European values. EU officials often say what they think, but when it turns into a threat, it becomes counter-productive.” Earlier on Monday, EU Commission President Jean-Claude Juncker told broadcaster France 2 that he believes that“Turkey, in its current state, is not in a position to become a member any time soon and not even over a longer period.” He added that a country that approved the death penalty would be unfit to be a member of the EU. Since the failed coup on July 15 which saw at least 265 people killed, over 10,000 people have been arrested in Turkey, with the majority of those held by the authorities being military men. Some are also judges and civil servants. More than 37,500 police staff and civil servants have been suspended, and more than 21,000 teachers have been stripped of their licenses.

It is unsurprising that the world should be incredulous at the explanations given by the Turkish Government as to the origins, sponsors, and actions of the putsch which was attempted against it on the night of July 15-16, 2016. Indeed, the great difficulty is to avoid considering the “conspiracy theory” that the entire event had been orchestrated by President Reçep Tayyip Erdoğan himself. The Russian Government knows full well just how mercurial President Erdoğan has been, and how he has tried — and failed — to confront Russia strategically. It was Russia which essentially defeated Turkey in Syria and Iraq, and possibly in the Caucasus and Balkans. To cut through the niceties of the transformation, President Erdoğan has nominally capitulated to Moscow, even though he uses the old Soviet mechanism of “peaceful coexistence” (cooperation publicly; confrontation discreetly) in his new relationship with Russia. Hitler and Stalin each employed this stratagem against each other. Russia today is under no illusions that the Turkish President has suddenly become its friend, and Moscow will not let down its guard. But it cannot ignore the reality that Turkey’s capitulation, for whatever reason, must be seized.

Afghanistan marked a national day of mourning on Sunday, a day after a suicide bomber killed at least 80 people who were taking part in a peaceful demonstration in Kabul. The attack was claimed by the Islamic State group. Authorities say another 231 people were wounded, some seriously, in the bombing Saturday afternoon on a march by members of the ethnic Hazara community, who are predominantly Shiite Muslim. Most Afghans are Sunni, and the IS group regards Shiites as apostates. The attack was the first by IS on Kabul — and the capital’s worst since a vicious Taliban insurgency began 15 years ago — raising concerns about the group’s reach and capability in Afghanistan. Bereaved families collected their dead from hospitals and morgues across the capital, and began digging graves as the first funerals went ahead in the west of the capital.

Headline: Libya loyalists take ISIS bomb factory in Sirte
Forces loyal to Libya’s unity government said on Sunday they had seized a building used by the Islamic State group to manufacture explosives in its coastal stronghold. The bomb factory is the largest to be captured by fighters allied with the Tripoli-based Government of National Accord (GNA) since they launched an operation to retake Sirte in May, the forces said on Facebook. They said the building was in the southeast of Sirte, the hometown of slain dictator Muammar Gaddafi which ISIS has controlled since June 2015. The pro-GNA forces shared images of the building including several rooms containing explosive devices, cables and mobile phones. The fall of Sirte, 450km east of Tripoli, would be a major blow to ISIS, which has faced a series of setbacks in Syria and Iraq. The two-month battle for Sirte has killed around 280 pro-government fighters and wounded more than 1 500, according to medical sources at the unity forces’ command centre.

Microcephaly is a condition in which babies are born with abnormally small heads and brain damage. The temperature in Mitribah, Kuwait, surged Thursday to a blistering 129.2 degrees (54 Celsius). And on Friday in Basra, Iraq, the mercury soared to 129.0 degrees (53.9 Celsius). If confirmed, these incredible measurements would represent the two hottest temperatures ever recorded in the Eastern Hemisphere, according to Weather Underground meteorologist Jeff Masters and weather historian Christopher Burt, who broke the news. It’s also possible that Mitribah’s 129.2-degree reading matches the hottest ever reliably measured anywhere in the world. Both Mitribah and Basra’s readings are likely the highest ever recorded outside of Death Valley, Calif. Death Valley currently holds the record for the world’s hottest temperature of 134.1 degrees (56.7 Celsius), set July 10, 1913. But Weather Underground’s Burt does not believe it is a credible measurement: “[T]he record has been scrutinized perhaps more than any other in the United States,” Burt wrote. “I don’t have much more to add to the debate aside from my belief it is most likely not a valid reading when one looks at all the evidence.”

Headline: ISIS Trying to Topple Saudi King with Attack on Mohammed’s Mosque
Current and former U.S. officials say a recent ISIS attack on the tomb of Mohammed in Saudi Arabia — Islam’s second holiest site — shows the terror group is now directly challenging the kingdom’s ruling family and trying to topple the monarchy. “The Saudi king’s tiles include ‘Protector of the two Holy Cities,” said one senior U.S. counterterrorism official. “The message of the attack is that that protection doesn’t exist.” The kingdom’s two holy cities, Mecca and Medina, are home Islam’s two holiest sites, the Qabba in Mecca, which millions of pilgrims visit every year, and the Mosque of the Prophet in Medina, which holds Mohammed’s tomb. Syria Headline: Russian warplanes reportedly bombed US base in Syria
Russian warplanes reportedly bombed a secret military base in Syria used by elite American and British forces last month. The Wall Street Journal reported Thursday that the Russian strike on the CIA-linked site was part of a campaign by Russia to pressure the White House to agree to closer cooperation in the Syrian skies, U.S. military and intelligence officials said. Despite the fact that some forces could have been killed and the bombing dampened relations between Russia and the Pentagon and CIA, the White House and State Department still persued a compromise. The U.S. and Russia agreed to a pact last week to target airstrikes against the Al Qaeda affiliate in the region – Nusra Front – despite objections from the Pentagon and CIA. Russia agreed to stop airstrikes on U.S.-backed rebels and restrain the Syrian air campaign. The two sides are still talking about designations where Russia would need U.S. approval to conduct an airstrike. The Russian strike on the base occurred on June 16. The U.S. and British forces help maintain what is described as a buffer zone in Jordan. Forces go into Syria to help protect Jordan from Islamic State, U.S. officials told The Journal. Forces didn’t spend the night, due to security reasons. Nearly a day before the strike, 20 of 24 British special forces pulled out of the base. The U.S. tracked a Russian plane heading toward the base. The warplane dropped a cluster bomb, according to U.S. and rebel officials.

Electrical power was restored Friday to Turkey’s Incirlik Air Base, used by U.S. forces for airstrikes on Islamic State targets. Power to the base in southern Turkey was cut off July 15 during an attempted, unsuccessful military coup. The base was powered by backup generators until Friday, when the U.S. European Command announced it had an adequate supply of electrical power, water, fuel and hot food. The base relies on electrical power for runway lighting and air operations systems, as well as refrigeration, air conditioning and other living requirements. Headline: Armenian leader urges end to Yerevan police station standoff
Armenia’s President Serge Sarkisian has urged gunmen holding four hostages at a police station in Yerevan to free their captives and lay down their arms. The gunmen seized the compound five days ago and have been demanding the release of an opposition leader arrested last month on weapons charges. Supporters of the gunmen have staged rallies nearby and clashed on Wednesday with police, who fired tear gas. Mr Sarkisian urged the gunmen to “sober up” and end their “provocative” action. In comments reported by Armenian Armenpress news agency, he said: “No problem will be solved in Armenia with the use of force, raids and hostage-taking. A pro-government Taureg militia group was reported Thursday to be taking control of Mali’s northern city of Kidal, after fighting broke out between the militia and a coalition chiefly made up of former Taureg rebels. A witness told VOA’s French-to-Africa service that Gatia militia fighters were combing the town to weed out any rebels who might still be hiding. But the situation in Kidal remained generally confused and unsettled, and it was unclear whether there are any casualties. Ambeyri Ag Rissa, a leader of the Taureg coalition, the Coordination of Azawad Movements, told VOA that officials had just finished meeting on a truce signed Sunday that called for sharing control of the city when gunfire broke out. Machine guns could be heard in the background as he spoke. The situation in Kidal had remained on edge even after the truce was signed, and each side blamed the other for the outbreak of fighting.

Munich police said they suspected it was a terrorist attack. Authorities were evacuating people from the Olympia mall but many others were hiding inside. No suspects had been arrested yet, she said. “We believe we are dealing with a shooting rampage,” the spokeswoman said. Bavarian broadcaster BR said six people were dead and many wounded in the shopping mall. NTV television had reported the Bavarian Interior Ministry as saying three people were dead, but the ministry said later it would not confirm this. More than one gunman was believed to be involved, the police spokeswoman said.

Last June, jihadist Seifeddine Rezgui killed 39 people on Sousse beach, Tunisia, before he was struck down by police. His autopsy revealed the presence of Captagon, a synthetic drug used particularly in Gulf countries; significant quantities of the substance have been circulating around Saudi Arabia, Lebanon, Syria and other areas in the region for several years now. The main factories producing the drug are found in regions that are today controlled by ISIS, reports Konbini. Captagon improves the performance of combatants, makes them resistant to fatigue and fear, and removes any form of empathy. In other words, the “ideal” drug to facilitate inhuman acts. During the Paris attacks on November 13, those who managed to flee the scene have since provided descriptions of the terrorists that could point to the use of Captagon: with empty stares, pallid, expressionless faces, the attackers are said to have looked like the “walking dead”. Forensic analysis will provide answers as to whether the terrorists were drugged at the time of the attacks.

A series of internal Turkish government emails released by the Wikileaks site include what appear to be instructions to Palestinian terrorists on how to conceal their rockets from Israeli airstrikes. In one of the emails, entitled “Our missile tactics in Palestine,” a sender from Turkey – who appears to be named Osman Kastamonulu, but who uses the name of a Turkish singer as his email address – emails “palestine.copenhagen@gmail.com” to advise on how to hide rockets from Israeli jets. The email is dated August 2014, during the war between the IDF and Palestinian terrorists in Gaza, who rained thousands of rockets on Israeli civilian population centers. “Cover missile with carpet 3 times and cover with double glazing(no air between glazing, deaerated) there must be cylindrical and round edges and agonic missile,” the email informs in broken English. “Our target is insulating and sound-absorbing missile and it mustn’t reflect sound and electromagnetic waves back” In other email he writes: “Our missile must be painted with light blue or grey . So, israil radars won’t find missile with electromagnetic waves and especially we must paint our missile’s corners and so, we can do insulator missile and israil radars can’t find it.” Intriguingly, both emails were forwarded to the Turkish President’s office and the head office of the AKP party. Until relatively recently, much of Hamas’s military leadership were in fact based in Turkey, where the Islamist AKP government provided safe refuge and support.

The Israeli army refused to comment on the report. Hezbollah, meanwhile, said that the explosions in the Golan Heights were caused by Nusra Front and not an Israeli strike. Later, Hezbollah’s Al-Manar TV said Syrian government troops retaliated, hitting a Nusra Front vehicle from which the rockets were fired. According to Reuters, it was not immediately clear what the exact target of the strike might have been, but rebels operating in the region say the Hezbollah, which fought a month-long war with Israel in 2006, has a presence there. The Syrian Observatory for Human Rights monitoring group reported a large explosion in the provincial capital, Baath City (Madinat al-Baath- New Quneitra). On Sunday, the Israeli military unsuccessfully tried to intercept an unmanned aerial vehicle that breached its airspace. The drone entered 4 kilometers deep into Israeli territory before returning to Syria.

Syria Headline: US-led airstrikes on Syria kill dozens of civilians including children
According to a report released by a monitoring group in Syria, at least 56 civilians including 11 children were killed during US-led airstrikes outside a ISIS-occupied Syrian village. “Apart from the already dead civilians, a dozen others were also seriously injured in the airstrikes. Conditions of some are very critical,” this was stated in the report made public by the British based Syrian Observatory for Human Rights (SOHR). Observatory director Rami Abdel Rahman said, “Residents were fleeing Al-Tukhar village in Aleppo province when the strikes hit. The strikes appeared to have been carried out in error, with the civilians being mistaken for IS fighters”. SOHR, in its report, further informed that the strikes in Al-Tukhar come a day after US-led coalition air strikes killed 21 civilians in and around Manbij, a northern Syrian town. “At least 15 civilians were killed at Hasawneh neighbourhood,” SOHR further informed. It may be mentioned here that Al-Tukhar is 14 km north of Manbij and both are in Aleppo province, which in the recent past has witnessed some of the worst fighting in Syria.

Kurdish Headline: Turkish Airstrikes Hit Kurdish Rebels in Iraq
Turkish state media report at least 20 Kurdish militants were killed in Turkish airstrikes on northern Iraq early Wednesday. Turkey’s F-16 fighter jets targeted members of the outlawed Kurdish Workers Party (PKK) in the mountainous region of Hakurk near Iraq’s border with Turkey, according to Anadolu news agency. A two-year-old cease-fire and peace process between Turkey’s government and the PKK collapsed in July 2015. Turkish warplanes have been carrying out frequent bombing raids on PKK camps in northern Iraq and in Turkey’s mainly Kurdish southeast. The rebels have responded with a string of bloody attacks on security forces. This is Turkey’s first attack on the PKK since the failed coup attempt last week.

Headline: How Turkey Could Become the Next Pakistan
The U.S. must recognize the risk a NATO ally may become a safe haven for al Qaeda as Erdogan consolidates power. The failed coup attempt by elements of the Turkish Armed Forces on July 15 will enable President Recep Tayyip Erdogan to establish himself as an authoritarian ruler in Turkey. His priorities in the next few months will be to solidify the loyalty of the Turkish military establishment and complete the constitutional reform necessary to replace Turkey’s parliamentary democracy with an executive presidency, his longstanding goal. A post-coup Erdogan is much less likely to submit to American pressure without major returns. Erdogan immediately demanded the extradition of political rival Fethullah Gulen from the U.S., accusing Gulen of plotting the coup and condemning the U.S. for harboring him. Erdogan will likely deprioritize the fight against ISIS, undermining the counter-ISIS mission in Syria, as he focuses on consolidating power. He may even revoke past concessions to the U.S., including permission to use Turkey’s Incirlik airbase for counter-ISIS operations. Erdogan has more dangerous options now that his rule is secure, however. A partnership with al Qaeda could grant him a powerful proxy force to achieve national security objectives without relying on the Turkish Military. American policymakers must recognize the dangerous possibility Erdogan will knowingly transform Turkey into the next Pakistan in pursuit of his own interests.

Turkey has taken action to block access to the WikiLeaks website after a cache of around 300,000 government emails was released following last weekend’s attempted coup against President Recep Tayyip Erdogan, Reuters reports. WikiLeaks managed to publish the 294,548 emails on Tuesday, despite its website being subject to a massive cyberattack. “WikiLeaks has moved forward its publication schedule in response to the [Turkish] government’s post-coup purges,” WikiLeaks said in the release. “We have verified the material and the source, who is not connected, in any way, to the elements behind the attempted coup, or to a rival political party or state,” added the whistleblowing site, which has previously insisted that it is neither pro- nor anti-government, but rather serves “the truth.” All emails which were released were attributed to ‘akparti.org.tr’, the primary domain of the main political force in the country, and cover a period from 2010 up until July 6, 2016, just a week before the failed military coup.

Some 1,500 US airmen and their families have been locked in the southern Turkish air base of Incirlik together with a stock if tactical nuclear bombs since President Reccep Erdogan crushed an attempted coup on Saturday, July 16. In the four days up until Wednesday, July 20, therefore, no air strikes against ISIS in Syria and Iraq have been staged that Turkish base. This extraordinary situation, reported here by debkafile’s military sources, whereby a large group of American military personnel are held virtual captive by an allied government, was almost certainly raised in the phone call that took place Tuesday between President Barack Obama and Erdogan. But the most outlandish aspect of this affair is that no American official has raised it in public – nor even by the administrations most vocal critics at the Republican convention which nominated Donald Trump as presidential candidate. The situation only rated a brief mention in some Russian publications under the heading: “Turkish investigators enter & search Incirlik air base where US nukes are housed.” Our military sources report that deep bunkers located near the base’s running strips house B61 tactical nuclear gravity bombs. In the course of the massive sweep-cum-purge Erdogan is conducting in every corner of the country, hundreds of police officers accompanied by Ministry of Justice and Attorney General Office investigators are the only people permitted to enter the strategic air base, and only emergency cases may leave, after coordinating with the Turkish authorities. The base is under virtual siege by large police contingents, cut off from electric power for several days except for local generators which will soon run out of fuel.

South Sudan’s government on Wednesday organized a protest against the deployment of foreign troops to secure its capital after recent clashes between opposing army factions left hundreds dead. The African Union this week called for a “regional protection force” to bolster a 12,000-strong U.N. peacekeeping mission in the East African country and separate warring parties. U.N. Secretary-General Ban Ki-moon has supported reinforcing the mission. The spokesman for South Sudan’s former rebel leader Riek Machar, now first vice president, says Machar has also called for a “third force” to secure the capital, Juba, after President Salva Kiir’s forces bombed his house during the fighting that raised fears of a return to civil war. The spokesman, James Gatdet Dak, said Machar fled Juba and will not return, despite Kiir’s invitation, until such an outside force is in place. Hundreds marched Wednesday denouncing the intervention of foreign troops. “If the international community continues to bring in all their alleged military in South Sudan, we will fight them whether they come by air or by road,” protest organizer Ajongo Ajongo said. “We will be malicious. South Sudan will become even worse place than Afghanistan. Let the peace come from us. Don’t impose things on us. Three French soldiers have been killed in Libya, according to the country’s defense ministry. “Defense Minister Jean-Yves Le Drian regrets the loss of three French officers who died while on mission in Libya,” the ministry said in a statement. “He lauds the bravery and devotion of the French military personnel who, each day, are carrying out dangerous missions against terrorists.” The ministry did not elaborate on how exactly the soldiers were killed, but the soldiers are the first reported Western military casualties from since it became known earlier this year that special forces operators were working on the ground in Libya. France has had jets flying reconnaissance missions over Libya. The French military, along with the British and US militaries, has been backing Libya’s unity government in battling jihadists from the Islamic State group since earlier this year.

Clashes have erupted between protesters and police in the Armenian capital of Yerevan. People erected barricades next to a police station that was hijacked by armed men on July 17 and which is still under their control. People have been throwing stones at police, while law enforcement officials lobbed stun grenades in return. Several protesters were injured during the stand off with police, TASS reported. There are also “numerous” casualties among police ranks, Armenia’s deputy police chief told Interfax. Protesters are said to be the supporters of hijackers who are currently inside the police station, News Armenia reported, as cited by Russia’s RBK news outlet. Police have meanwhile managed to bring the situation under control, TASS reported. The agency cites police as saying that dozens of people were detained following the violence. A group of armed men seized a police station and hostages in Yerevan on Sunday, killing one law enforcement officer and injuring two others. The attack was launched to demand the release of Armenian opposition figure Jirayr Sefilyan, who was detained last month after authorities allegedly uncovered a plot to seize several buildings and telecommunication facilities in Yerevan. According to the latest statement from Armenia’s National Security Service, its special forces are ready to take action, but only when a need for it emerges.

Headline: Mali attack: Gunmen kill 17 soldiers at military base
At least 17 soldiers have been killed and 30 wounded in an attack on a military base in Mali, officials say. Heavily armed men overran the base, in the central town of Nampala, and set parts of it on fire. Two separate groups have claimed responsibility for the attack. President Ibrahim Boubacar Keita called a security meeting with the prime minister, defence minister and commanders of the armed forces after being made aware of the deaths. There are a number of armed groups in Mali, encompassing ethnic and jihadist concerns. A recently formed group said it attacked the base in response to the Malian army attacking the Fulani ethnic group. But the Islamist militant group Ansar Dine also said it was responsible.

Islamic State has claimed an Afghan teenager who attacked passengers on a train in Germany with an axe on Monday night as one of its ‘fighters’. Earlier on Tuesday, the interior minister said a hand-drawn Isil flag was found in the room of the 17-year-old, whose attack left three seriously injured. Police shot dead the suspect as he attempted to flee the scene. The assault in Wurzburg was the latest suspected terror attack to shock Europe following the atrocity in Nice last Thursday. Isil’s online Amaq news agency released a statement claiming the attack. “The perpetrator of the stabbing attack in Germany was one of the fighters of the Islamic State and carried out the operation in answer to the calls to target the countries of the coalition fighting the Islamic State,” the statement said. “It is quite probable that this was an Islamist attack,” said a ministry spokesman on Monday, adding that the attacker had apparently shouted “Allahu akbar” (God is greatest) as he stabbed people. The attacker was said to have been carrying “weapons for slashing and cutting”, according to German media reports, including an axe. Three people were “seriously injured,” 14 people were left in shock, and one other person suffered minor injuries. Among those injured were four member of a Hong Kong family.

North Korea fired three ballistic missiles on Tuesday which flew between 500 and 600 km (300-360 miles) into the sea off its east coast, South Korea’s military said, the latest in a series of provocative moves by the isolated country. The U.S. military said it detected launches of what it believed were two Scud missiles and one Rodong, a home-grown missile based on Soviet-era Scud technology. North Korea has fired both types numerous times in recent years, an indication that unlike recent launches that were seen as efforts by the North to improve its missile capability, Tuesday’s were meant as a show of force. “This smells political rather than technical to me,” said Melissa Hanham, a senior research associate at the U.S.-based Middlebury Institute of International Studies at Monterey, California. “I think the number and distance of the missiles lets them remind the ROK (Republic of Korea) of what they are up against,” she said, referring to South Korea by its official name.

Israel on Thursday was outraged to learn that the U.N.’s heritage body was planning to adopt a resolution declaring the Temple Mount sacred to “Muslims only.” The United Nations Educational, Scientific and Cultural Organization’s (UNESCO) 21-member World Heritage Committee is set to vote on the resolution, a joint Palestinian-Jordanian initiative, during its annual meeting in Istanbul, which began on Sunday and runs through next week. The resolution calls for a return to the “historic status quo” on the Temple Mount, which it sees as favoring Muslims. n June, UNESCO adopted a resolution deciding to refer to the holy Jerusalem site only by the name of the Muslim mosque on its grounds—Al-Aqsa—in all official documents. The current resolution is far more radical, and to Israel’s surprise, it has received the European Union’s blessing. “Israel is very concerned by the EU intent to propose a resolution negating the Jewish people’s link to the Temple Mount. This would be an alternative proposal to the Palestinian draft currently being discussed by UNESCO’s World Heritage Committee during its meeting in Istanbul,” the Foreign Ministry said in a statement. “The EU’s proposal continues to deny the Jewish people’s historic ties to Temple Mount, despite France’s apology in April, admitting it was wrong to support UNESCO’s decision to address the Temple Mount only as Al-Aqsa mosque.”

Headline: Deadly attack in Mukallah leaves nine Yemeni soldiers dead
Yemeni security officials say two car bombs targeting security checkpoints killed at least nine soldiers in the southern city of Mukallah, which was recently recaptured from al-Qaeda. The first attack on Monday was carried out by a suicide car bomber who rammed his vehicle into a checkpoint, killing at least nine soldiers. The officials had no immediate details about the second attack. The officials spoke on condition of anonymity because they were not authorized to speak to the press. Although no group has claimed responsibility for the attack yet, al-Qaeda in the Arabian Peninsula (AQAP) have been known for previous attacks on soldiers in Mukallah. The attack comes following the resumption of UN-sponsored Yemen peace talks on Saturday in Kuwait where a joint meeting was attended by delegations of the warring sides.

Syria Headline: Syrian forces besiege rebel-held parts of Aleppo
Syrian government forces closed the only road leading into and out of rebel-held parts of the northern city of Aleppo on Sunday, besieging hundreds of thousands of people and giving President Bashar Assad’s forces one of their biggest successes since the five-year conflict began. Sunday’s push raised fears among the city’s civilian population of a humanitarian crisis as many feared food and medicine will run out in Aleppo within a short time. The Britain-based Syrian Observatory for Human Rights said government forces and members of Lebanon’s Hezbollah group reached the Castello road early Sunday, closing it and raising fears of a humanitarian crisis. “Aleppo is under full ground siege after the regime took some points on the road,” Aleppo-based activist Bahaa al-Halaby told The Associated Press by telephone. He added that as of Sunday, food and medical supplies will not be able to reach rebel-held parts of the city and seriously wounded people will not be taken for treatment in other parts of northern Syria or Turkey. The Observatory said 16 militants were killed in Sunday’s fighting alone.

Iraq Headline: Iraqi army clashes with IS near Qayyarah, south Mosul
Islamic State (IS) insurgents responded with snipers and VBIEDs after the Iraqi army launched an offensive on a village near Qayyarah, south of Mosul, a military commander said on Monday. At 4:00 a.m. on Monday, the Iraqi army attacked the village of Osaja located in the southeast of Qayyarah town, south of Mosul. “The offensive is directed from the north and south of the village. The army is advancing inside Osaja,” Amin Shekhani, an Iraqi Army Commander in the area, told Kurdistan24. Osaja is a large village, about 65 kilometers away from Mosul in the south. The village has been under the control of IS since June 2014. IS responded to the Iraqi army by sending vehicle-borne improvised explosive devices (VBIEDs), said a military source. “[IS] snipers are targeting the tiers of Iraqi army’s vehicles to prevent the units’ advance toward the village,” an Iraqi army soldier stated. He added that the VBIEDs had wounded a commander and four other troops. The soldiers told a Kurdistan24 reporter that the army had entered Osaja and clashes continue inside the village.

DEBKAfile reports that 42 Turkish Air Force planes have vanished with their crews and ordnance – and so has the pair of F16 warplanes which bombed parliament in Ankara and nearly intercepted the incoming flight carrying President Reccep Erdogan back home Saturday. Their disappearance appears to be prompting the president and prime minister to urge citizens to continue turning out in town squares support of the government, in case the coup threat is not over. Hundreds of police descended Monday on the big Incirlik air base which houses the US jets which carry out air strikes over Syria and Iraq, along with thousands of US air force personnel and their families. Former Turkish air force commander Gen Akin Ozturk was quoted by the state news agency Anadolu as having confessed to interrogators that he “acted with intention to stage a coup.” He was shown with several injuries to his head and upper body. Ozturk was one of 70 generals and admirals who were detained. Eleven had so far been placed under arrest. More than 8,000 police officers were also suspended and forced to hand over their weapons. A sweeping purge of state institutions has been underway since Erdogan took charge Saturday.

An unknown armed assailant charged into the office of Cemil Candas, Deputy Mayor of Istanbul’s Sisli district, and opened fire, leaving Candas in critical condition, according to Turkish broadcaster NTV. It is as yet unclear if the shooting of the Jewish politician is connected with Friday night’s failed coup against Turkish President Reccep Tayyip Erdogan, which resulted in the deaths of more than 200 people. Erdogan has begun a “purge” of the army and political spheres in Turkey, saying he will remove the “virus” of opposition to his rule, causing some experts to speculate that the coup, which was plagued by poor execution, was staged in order to enable the President to further consolidate power. More than 7,000 people – including over 100 generals – have been arrested following the coup, and Turkish Prime Minister Binali Yildirim has suspended the annual leave of more than three million civil servants nationwide until further notice.

Afghanistan’s Taliban launched new assaults in at least two northern provinces near the border with central Asian countries, but government officials have denied insurgent claims of battlefield advances. The deputy governor of northeastern Badakhsan province, Gul Mohammad Baidar, said Monday insurgents mounted a three-pronged attack overnight on the remote Khash district but security forces repulsed it. He told VOA timely deployment of reinforcements from the provincial capital of Faizabad and Kabul enabled security forces to defend the area, killing dozens of assailants in fighting that last several hours. He declined to comment on losses to government forces, saying there were no confirmed figures available immediately. Taliban spokesman Zabihullah Mujahid claimed its fighters have besieged the district center after overrunning villages and security outposts around it, inflicting heavy casualties on government forces. It is not possible to independently verify claims made by either side because of the remoteness of the war zone. Fighting in Badakhshan erupted after a lull of several months. Officials also confirmed Taliban insurgents assaulted security outposts around the Qala-e-Zal district in northern Kunduz province early Monday.

Headline: IGAD Demands Rival Military Forces Leave South Sudan’s Capital
The regional group IGAD (Inter Governmental Authority on Development) in East Africa has called on forces loyal to South Sudan President Salva Kiir and First Vice President Riek Machar to leave Juba and be replaced by a protection regional force that would take over security in the capital. Uganda’s Minister of State for Foreign Affairs Henry Okello Oryem said the IGAD-PLUS meeting on the sidelines of the African Union summit in Kigali also expressed its support for the recommendations by U.N. Secretary-General Ban Ki-moon to reinforce the U.N. Mission in South Sudan. “Today had a meeting on South Sudan, and they re-emphasized the position that was reached in Nairobi. But more importantly, today they emphasized the need for neutralizing Juba.” In a statement over the weekend, U.N. Secretary-General Ban urged the Security Council to impose an immediate arms embargo on South Sudan, enact additional targeted sanctions on leaders and commanders working to unravel the peace process, and fortify the U.N. Mission in South Sudan, UNMISS. Ban said any restoration of the Transitional Government of National Unity in South Sudan will depend on the full demilitarization of Juba.

Valery Osipyan, according to local news websites. The confrontation resulted in one death on Sunday during the initial capture of the building. A police officer, Col. Television reports from the scene showed blocked streets in the Yerebuni district, on the outskirts of Yerevan, with armored vehicles and police cars circling the police building. Officials expressed optimism about negotiating a peaceful release of the remaining hostages, believed to be about five, but the talks have dragged on for more than a day. The statement from the National Security Service called on the hostage-takers to lay down their weapons, while noting that negotiations alone might not suffice.

A Missouri man ambushed and killed three law officers and wounded three others in Baton Rouge on Sunday during a time when police nationwide and in the Louisiana city in particular have been on high alert after five officers were killed in a Dallas ambush July 7. Louisiana State Police announced last week that they had received threats of plots against Baton Rouge police. On Sunday, a man identified as Gavin Long of Kansas City went on a shooting rampage on his 29th birthday that left two police officers and a sheriff’s deputy dead, police sources said. Long, who was African-American, was a former Marine who spent time in Iraq and was discharged at the rank of sergeant in 2010, according to the U.S. military. Police officers who responded to Sunday’s shootings killed Long in a gunbattle after the other officers were ambushed, police sources told CNN. The murder weapon was an AR-15 style semi-automatic rifle, law enforcement sources told CNN.

Suspected militants killed at least four policemen and one civilian in Kazakhstan’s financial capital Almaty on Monday, security and hospital sources said, the second attack on the security services in less than two months. Beijing has announced that it is closing off part of the South China Sea for military exercises this week, warning that freedom of navigation patrols by foreign navies could end “in disaster.” Hainan’s maritime administration said an area southeast of the island province would be closed from Monday to Thursday, but failed to give any details about the nature of the exercises, AP reported. The navy and Defense Ministry gave no immediate comment. The announcement came during a three-day visit to China by US Chief of Naval Operations Admiral John Richardson to discuss the South China Sea dispute and ways to increase interaction between the two militaries, which continue to have a tense relationship. Beijing also stated on Monday that it would not halt the construction on islands and reefs in the South China Sea, state news agency Xinhua reported the head of the country’s navy as saying, adding that China will not leave the outcropping that is under construction half finished. However, despite the meeting between the US and Chinese militaries, Sun Jianguo, an admiral and deputy chief of the Joint Staff Department of China’s Central Military Commission, said behind closed doors on Saturday that freedom of navigation patrols by foreign navies in the South China Sea could end “in disaster,” according to comments seen by Reuters on Monday.

Christians in central Egypt gathered for protests and prayers Monday after officials said a Muslim mob attacked priests with knives and batons over a personal feud, leaving one person dead in the chaos. The fighting may have stemmed from an argument over whether Christian or Muslim children had priority to pass through a street, the English-language site Ahram Online reported. The attack came months after an armed Muslim mob stripped an elderly Christian woman and paraded her naked on the streets while looting and torching seven Christian homes in the same area, security officials said. Sunday’s attack killed 27-year-old Fam Khalaf in the village of Tahna al-Gabal. Investigators did not disclose that victim’s possible relationship to either of the Coptic Christian priests, who were with their families at the time. Three people, including the father of one of the priests, were wounded, investigators said. Police arrested four people after the attack.

Headline: Suicide car bomber in southern Yemen targets 2 top officials
Yemeni officials say a suicide car bomber has targeted the convoy with the governor and police chief of the southern port city of Aden but the two survived the assassination attempt unharmed. The officials say the attack took place early on Friday as Gov. Aidarous al- Zubaidi and security chief, Shalal al-Shayaa, were en route to the district of al-Buriqa. The officials say a guard was wounded and noted unconfirmed reports of civilians killed. They spoke on condition of anonymity because they aren’t authorized to talk to reporters. The two Aden officials have been targeted in the past. Their predecessors were killed in suicide bombings by the ISIS group.

Two days before the anniversary of the nuclear agreement between Iran and world powers, the Islamic Republic attempted to launch a new type of ballistic missile using North Korean technology, multiple intelligence officials tell Fox News. The test, in violation of a UN resolution, failed shortly after liftoff when the missile exploded, sources said. The effort occurred on the evening of July 11-12 near the Iranian city of Saman, an hour west of Isfahan, where Iran has conducted similar ballistic missile tests in the past. It would be at least the fourth time Iran has launched or attempted to launch a ballistic missile since the nuclear accord was signed on July 14, 2015. Iran is barred from conducting ballistic missile tests for eight years under UN Resolution 2231, which went effect July 20, 2015, days after the nuclear accord was signed.

Eighty-four people — including several children — died in the French city of Nice after a terrorist plowed a truck, which was “loaded with” grenades and other arms, into a large crowd during Bastille Day celebrations Thursday night, according to officials and the French president. As of Friday 8 a.m. local time, 18 individuals were in critical condition, 50 were lightly injured, and 120 were receiving treatment, according to a spokesman for the Ministry of the Interior. Prior to the announcement Friday morning that 84 had died, the death toll had been 80. The attack left an “apocalyptic” scene, according to eyewitnesses, on the city’s famed Promenade des Anglais, which runs along the Mediterranean Sea. The French Riviera city was subsequently put on lockdown. The exact nature of the attack was unclear, but the Paris anti-terrorism prosecutor’s office was put in charge of the investigation. French President Francois Hollande extended the country’s state of emergency for three months and were mobilizing reservists. He said it was unclear if the attacker had any accomplices.

Headline: White House: Budget deficit to rise to $600B
The White House on Friday predicted that the government’s budget deficit for the soon-to-end fiscal year will hit $600 billion, an increase of $162 billion over last year’s tally. The disappointing figures, while expected, come after the deficit has steadily declined since the huge $1.4 trillion deficit Obama inherited after the deep 2007-2009 recession and the associated fiscal crisis. The improving economy, tax increases on higher-income earners and cuts to annual agency budgets have helped close the gap over Obama’s tenure. Many economists say the longer-term picture is troubling and warn that the rising debt will be a drag on the economy in the future. The budget and economic update also officially downgrades the White House’s view of the economy, predicting growth of 2.2 percent this year instead of the 2.7 percent growth rate it predicted in its February budget. But it also says inflation will stay in check, predicting a 1.1 percent increase in consumer prices versus the 1.4 percent it forecast in the winter.

Headline: First Known Case Of Female-To-Male Zika Transmission Announced
Zika has thwarted scientists’ assumptions once again: New York City health officials have just reported that the Zika virus has been sexually transmitted from a woman to a man. While researchers have known that the virus is sexually transmissible from the beginning of this year, all of the cases have involved men passing the virus onto their partners. Right now, the official CDC statement on Zika still states that we “don’t know if a woman with Zika can pass the virus to her partners, during vaginal or oral (mouth-to-vagina) sex.” There’s a pretty high chance that statement is going to change over the next few days. A report released by the CDC today describes a case study in which the New York City Department of Health and Mental Hygiene identified a woman who, after visiting a country with known Zika transmission, passed the virus onto her partner. After returning to New York after her trip, the woman began to experience all of the common symptoms of the virus: Fever, fatigue, a rash, and numbness in her hands and feet. Her primary care provider tested her blood and urine and confirmed she had Zika. Just six days later, her male partner started to develop similar symptoms. After similar rounds of testing, it was confirmed that he had the virus, too.

Antibiotic-resistant cases of the sexually transmitted illness gonorrhea have more than quadrupled in the United States. This new data, from the U.S. Centers for Disease Control and Prevention, should serve as a warning that “the future of current treatment options may be in jeopardy,” the agency said in a news release issued Thursday. “The confluence of emerging drug resistance and very limited alternative options for treatment creates a perfect storm for future gonorrhea treatment failure in the U.S.,” said Dr. Jonathan Mermin, who directs the CDC’s National Center for HIV/AIDS, Viral Hepatitis, STD, and Tuberculosis Prevention. “History shows us that bacteria will find a way to outlast the antibiotics we’re using to treat it,” Mermin said. “We are running just one step ahead in order to preserve the remaining treatment option for as long as possible.” For now, the multidrug therapy that the CDC recommends for gonorrhea “still works,” the agency said, and there’s not yet been a U.S. case where treatment completely failed. However, agency researchers report that the number of U.S. cases of gonorrhea where strains showed “decreased susceptibility” to a key antibiotic, azithromycin, jumped from 0.6 percent in 2013 to 2.5 percent a year later.

The U.S. State Department sent nearly $350,000 to an advocacy group that worked to oust Israeli Prime Minister Benjamin Netanyahu, according to a Senate report released Tuesday. OneVoice Movement, a group that supported peace negotiations between Israeli and Palestinian factions, received grants from the State Department during a 14-month period ending in November 2014, according to the Senate Permanent Subcommittee on Investigations report. Shortly after the U.S. grants ended, OneVoice merged with an Israeli group Victory 15, which launched a political campaign in Israel with a goal to elect “anyone but Bibi,” a nickname for Netanyahu. The chairman of the committee, Sen. Rob Portman, R-Ohio, claims that means that U.S. money was involved in foreign politics. “The United States should not be engaged in that kind of activity with taxpayer dollars,” he said. “What it did probably was to make it even more difficult to come together after the election and continue to build on the relationship between Israel and the United States.”

The report by the Middle East Quartet — the European Union, Russia, the United Nations and the United States — calls on Israel to halt settlement expansion and the Palestinians to stop inciting violence. Arab diplomats agreed during a recent meeting to try to block any move by the council to adopt a US-drafted statement backing the long-awaited report’s recommendations, Riyad Mansour told reporters. Egypt, which represents the Arab group on the council, was told “not to allow a statement to be adopted welcoming and endorsing the recommendations,” Mansour said as the council met to discuss the report. UN Secretary General Ban Ki-moon urged the council to throw its weight behind the Quartet’s findings despite strong resistance from Israel and the Palestinians. Israel has rejected the Quartet’s criticism of settlement construction while the Palestinians argue that the report failed to single out Israeli policies as the leading cause of the violence. The report’s findings and recommendations are supposed to serve as the basis for reviving the Israeli-Palestinian peace process that has been comatose since a US initiative collapsed in April 2014.

They are building a line of fortifications and anti-tank trenches 300-500 meters inside the DMZ. This is the first time in the six-year Syrian war that the IDF has openly operated on the Syrian side of the border. The force has not so far run into opposition- or indeed any word of protest – or even mention – by Assad regime officials in Damascus. The sole reference to Israeli military movements in the DMZ has come from a small Syrian rebel group which described them. debkafile’s military sources report that the IDF operation was still going forward Wednesday, July 12, on a patch of terrain facing the Israeli Golan village of Ein Zivan, on the one hand, and the Syrian town of Quneitra, on the other. The enclave splitting the Golan between Syria and Israel is defined in the 1974 armistice agreements as a demilitarized zone under the military control of the UN Disengagement Observer Force (UNDOF) and Syrian civilian administration. It is bounded by two strips of land around 10km deep where each side is permitted to maintain diluted military strength. No ground-to-air missiles may be deployed inside a 25km radius from the DMZ.

At least eight people were killed when jets believed to be Russian bombed a Syrian refugee camp on the border with Jordan on Tuesday, activists say. Dozens more were injured when tents at Hammad, a remote desert area close to the far larger refugee camp at Hadalat, were struck around noon (09:00 GMT). Most of the casualties were reportedly families of members of a rebel group known as the Eastern Lions, which is fighting so-called Islamic State (IS). There was no immediate comment from Russia, which backs Syria’s government. However, a senior Western diplomat told the Reuters news agency that initial information suggested Russian aircraft carried out the raid. Said Seif, a local activist, told the Local Co-ordination Committees (LCC) network that cluster munitions were used in Tuesday’s air raid on the makeshift camp at Hammad. Syria Headline: Air strikes kill 11, including children, in Syria’s Idlib
At least 11 civilians, including three children, were killed in air strikes on a rebel-held town in Syria’s northwestern Idlib province on Wednesday, a monitor said. The Britain-based Syrian Observatory for Human Rights monitor said it was unclear if the strikes on the town of Ariha in Idlib province were carried out by Syrian government or Russian war planes. The town is controlled by the Army of Conquest, a rebel alliance of mainly Islamist groups including ISIS affiliate Al-Nusra Front that holds almost all of Idlib province. Video uploaded by activists purportedly showed the aftermath of the strikes, with residents and civil defense workers picking though debris looking for survivors. Idlib has regularly been targeted by both Syrian government air strikes and raids carried out by its Russian ally.

Iraq Headline: Daesh suicide bomber kills four at Iraq checkpoint
A suicide bomber detonated an explosives-rigged vehicle at a checkpoint near Baghdad on Wednesday, killing at least four people, officials said, an attack claimed by the Daesh group. The bombing at a checkpoint leading to the Husseiniyah area, northeast of the capital, also wounded 21 people, the officials said. Daesh issued a statement saying an Iraqi carried out a suicide bombing targeting a checkpoint, but gave the location of the attack as Shaab, an area adjoining Husseiniyah. The blast is the latest in a series of deadly attacks in and around Baghdad, including a bombing in a crowded shopping district on July 3 that killed 292 people, one of the deadliest ever to hit Iraq.

On Tuesday, Iraqi Kurdistan’s President Masoud Barzani received a United States military delegation headed by Ms. Elissa Slotkin, the acting assistant Secretary of Defense for International Security Affairs. This meeting was followed by a telephone conversation between President Barzani and Mr. Ashton Carter, the U.S. Secretary of Defense. “President Barzani and Ms. Slotkin discussed the liberation of Mosul and the status of the preparations and readiness from the U.S., Iraqi and Kurdistan Region perspectives,” the Kurdistan Region Presidency said in a statement. On Monday, John Kirby, the spokesperson for the US State Department said that the United States “recognize the service, the sacrifice, the courage, the bravery, the skill on the battlefield that the Peshmerga have demonstrated every single day.” “And we’re mindful of the toll that this fight has taken up in the north and the significant role that the Kurdish Regional Government has played in terms of trying to deal with it as well. That’s why, when you see [US-led coalition envoy] Brett McGurk traveling to the region, he never fails to stop in Erbil and have discussions with KRG representatives,” he said. “Due to the current financial crisis and troubled relations between KRG and the central Iraqi government it has become impossible for KRG to fund its war against ISIS,” Ceng Sagnic, a researcher with the Tel Aviv-based Moshe Dayan Center for Middle Eastern and African Studies told ARA News. “The military memorandum between KRG and the US was initiated as a legal framework for the US to be able to fund Peshmerga forces without intervening in the KRG-Baghdad relations by forcing the central Iraqi government to deposit the full amount of Kurds’ share from funds allocated for this country,” she added.

Turkey has said it wants to re-establish good relations with Syria – in an apparent reversal of its policy towards its war-stricken neighbor. Up to now Turkey’s government has been pressing hard for the overthrow of the Syrian President, Bashar al-Assad. But Turkish Prime Minister Binali Yildirim insisted good ties with Syria were needed “for the fight against terrorism” and stability in the region. There has so far been no public response from the Syrian government. Turkey has recently moved to end rifts with both Russia and Israel. In comments broadcast live on television on Wednesday, Mr Yildirim said: “It is our greatest and irrevocable goal: developing good relations with Syria and Iraq, and all our neighbours that surround the Mediterranean and the Black Sea.” “We normalised relations with Russia and Israel. I’m sure we will normalise relations with Syria as well. For the fight against terrorism to succeed, stability needs to return to Syria and Iraq.”

The troops, from the U.S. Africa Command’s Crisis Response Force, will protect the U.S. Embassy and help evacuate non-essential embassy staff, said Samantha Reho, spokeswoman of the U.S. Africa Command. The U.S. State Department announced an “ordered departure” of the embassy of non-essential employees, earlier this week, as fighting between rival ethnic groups loyal to South Sudan’s president and vice president erupted again as the country reached the fifth anniversary of its independence from Sudan. The U.S. embassy’s ability to help any U.S. citizen currently in South Sudan is limited, State Department spokesman John Kirby said. “[The troops] are here to protect the embassy and to help us provide support for those Americans who want to depart from South Sudan at this time,” U.S. Ambassador Molly Phee to South Sudan said in an interview with the U.N. Mission in South Sudan. “The reason [the troops] are here is to provide me and my team with support so we can continue to help resolve the crisis and provide humanitarian assistance to the people of South Sudan.”

Libyan forces allied with the UN-backed government have been shelling and carrying out airstrikes on the center of Sirte city in a siege of Daesh there, an official said on Tuesday. Terrorists defending last Daesh stronghold in Libya have been keeping Libyan forces back with sniper fire and mortars in Sirte where they are now surrounded after a two month campaign to take the city. The fall of Sirte would be a major blow to Daesh, which took over the city a year ago in the chaos of a civil war between rival factions. “Our forces have…targeted enemies with artillery and air force around Ouagadougou complex, Ghiza Asskariya district, and in the city center,” said Rida Issa, spokesman for Misrata forces fighting in Sirte. “They have targeted Daesh members, vehicles, ammunition stores, and control rooms.” He said one Misrata fighter was killed and 20 others wounded in a mortar strike on their position in the Zaafran frontline, near the roundabout where Daesh once crucified victims. The bodies of around 13 Daesh terrorists were found, but Misrata forces were driven back by sniper fire.

According to officials, at least 32 people, from both sides, were also wounded in the clashes. In order to curb the years-long violence in a nation battered by ethnic divisions and al-Qaeda-linked militancy, Bamako is struggling to enforce a year-old controversial peace accord signed by the government, loyalist militias and a coalition of autonomy-minded groups including ethnic Arabs and Tuaregs, known as the Coordination of Azawad Movements (CMA). Protesters say introducing the imposed authorities would give power to armed groups and would not benefit local people. Demonstrators, most of which reportedly armed with knives, set fire to tires and hurled stones at police while they marched toward the police station. Riot police resorted to firing tear gas and later using live rounds to disperse the infuriated crowds.“The security forces opened fire with heavy weapons and tear gas, it’s criminal,” said Oumar Maiga, a member of a youth group that organized the protest.

China raised tensions in the South China Sea on Wednesday by threatening to declare an air defence identification zone (ADIZ) over disputed waters where a tribunal has quashed its legal claim. The Permanent Court of Arbitration in The Hague ruled on Tuesday that China had “no legal basis” for its “nine-dash line”, which lays claim to almost all of the South China Sea. After considering a case brought by the Philippines, the court ruled against China on virtually every substantive point. President Xi Jingping responded by saying that China would “refuse to accept” the decision. On Wednesday, Liu Zhenmin, the vice foreign minister, said: “If our security is being threatened, of course we have the right to demarcate a [air defence identification] zone.” If such an ADIZ were to be imposed, China would require all aircraft entering the designated airspace to identify themselves. Venezuela is going through a deep economic crisis despite having the world’s largest oil reserves. Basic products are increasingly hard to find and many say they struggle to feed their families. The Venezuelan Bishops Conference said the rise of the military is a “threat to tranquillity and peace”. Mr Maduro says the measure is to fight the “economic war” he claims is being waged against his government by political foes and businessmen, with US backing. But the opposition says the government has mismanaged the economy, and has called for a referendum to oust the president.

Police said at least 33 people were hospitalized Tuesday after showing signs of overdosing on synthetic marijuana in Brooklyn, CBS New York reported. The incident happened in the neighborhood of Bedford-Stuyvesant, in the same area where the station reported on the problem last month. CBS New York reported that police rushed Tuesday from one street corner to another, finding people strung out on K2 synthetic marijuana, also known as “spice.” Victims were slumped over on the sidewalk with blank stares, some barely standing, others strapped on to stretchers. The scene was so bad that Bed-Stuy resident Brian Arthur started live streaming it on his Facebook page. “As I was walking up a block, I see anybody laying out on the floor, and everybody’s just stumbling all over the place,” Arthur said. “It looked like a scene out of a zombie movie.” Walter Quinones was standing on the street when he saw people start dropping. Right next to him was a wooden sign that someone has painted reading, “No smoking K2.” “They were pouring out in the street. Israel has conducted numerous drone strikes against terrorists in Egyptian territory in recent years, Bloomberg quoted a former senior Israeli official as saying on Monday. The report came amid improved ties between the countries which saw Egyptian Foreign Minister Sameh Shoukry meet with Prime Minister Benjamin Netanyahu in Jerusalem on Sunday. Shoukry’s visit marked the first by an Egyptian foreign minister to Israel since 2007. According to the former Israeli official quoted by Bloomberg, the Israeli drone strikes against militants in the Sinai peninsula were carried out with Cairo’s blessing. A senior IDF official warned last year that it was “only a matter of time” before terrorists in Sinai attempt to strike Israel and that forces stationed on the border have trained for such a scenario. Egypt has worked to stop the flow of terrorists between Gaza and Sinai, flooding the smuggling tunnels linking the two areas. In order to help Egyptian President Abdel Fattah al-Sisi battle the terrorist presence in Sinai, Israel has allowed Egypt to increase the number of forces it deploys to Sinai. The number is capped under the Camp David peace accords signed between the two states in 1979 and any Egyptian troop increase in the area requires Israeli approval.

A roadside bombing in Egypt’s Sinai Peninsula killed two policemen on Monday, the interior ministry said. The ISIS group’s self-styled Amaq news agency said a bomb planted by militants targeted a police mine clearing vehicle, but it was not clear whether it was referring to the same incident. The interior ministry said a police lieutenant and a sergeant were killed when a roadside bomb tore through a convoy, also wounding two officers and a conscript.

Syria Headline: Rebels launch attack in Syria’s Aleppo after government cuts road
Rebels launched an attack against government positions in the historic center of Aleppo on Monday in response to an offensive that cut a road leading into the opposition-held sector of the city, monitors and insurgents said. The attacks, which involved the shelling of government-held neighborhoods and intense street fighting, came just days after the advance by the government side towards the Castello Road. Rebels were relying on the road for supplies and access, and its severing effectively put opposition-held areas under siege, where at least 250,000 people live. The assault was “a response to the (government) attempts to advance,” Zakaria Malahifji of the Aleppo-based Fastaqim group told Reuters. He said insurgent fighters had already made gains, and that much of the fighting was taking place in Aleppo’s historic Old City. A witness said there were fierce clashes at close range near the ancient citadel. A Syrian state TV correspondent said there had been heavy fighting since the morning, and that the army had seen off rebel attacks, killing many fighters. Syrian warplanes bombarded rebel-held areas in the city, the British-based Observatory said. A pro-Damascus TV channel said Russian warplanes, backing the government, were bombing areas north of the city, near the Castello Road. A statement from the political office of the Jabha Shamiya rebel group dated Sunday said the government advance near the road came with the support of government “allies of various nationalities, with Russian air cover and with firepower of an unprecedented intensity.”

Iraq Headline: U.S. to send more troops to Iraq ahead of Mosul offensive
The United States is stepping up its military campaign against Islamic State by sending hundreds more troops to assist Iraqi forces in an expected push on the city of Mosul, the militants’ largest stronghold, later this year. U.S. Defense Secretary Ash Carter made the announcement on Monday during a visit to Baghdad, where he met U.S. commanders, as well as Iraqi Prime Minister Haider al-Abadi and Defence Minister Khaled al-Obeidi. Most of the 560 additional troops will work out of Qayara air base, which Iraqi forces recaptured from Islamic State militants and plan to use as a staging ground for an offensive to retake Mosul, Iraq’s second biggest city. Government forces said on Saturday they had recovered the air base, about 60 km (40 miles) from the northern city, with air support from the U.S.-led military coalition. “With these additional U.S. forces I’m describing today, we’ll bring unique capability to the campaign and provide critical support to the Iraqi forces at a key moment in the fight,” Carter told a gathering of U.S. troops in Baghdad. The new troops were “ready to come” and it would be a matter of “days and weeks, not months,” he said.

Headline: Fatalities rise following renewed clashes in Turkey
Unconfirmed reports suggest that at least 5 Turkish soldiers have been killed and eleven more wounded over the past week after Kurdish guerrillas reportedly launched renewed attacks on military bases across the country’s Kurdish southeast. There are also reports of dozens of Kurdish fighters killed in Turkish air power targeting locations that supposedly belong to the Kurdistan Workers’ Party (PKK), which Ankara accuses of reescalation of violence. The Turkish army said their bases were attacked on Sunday by a car bomb in the town of Ardishi near main city of Van, which they blamed on PKK guerrillas. The PKK has not claimed responsibility for the action. The recent confrontations follow a faltering ceasefire that ended major clashes in May, which had been started in June last year and claimed hundreds of lives on both sides of the conflict. Four cities, 11 towns and dozens of smaller localities in the Kurdish southeast were the scenes for the violent carnage that forcefully demoralized peace efforts in the country. The Turkish army has said it targets PKK bases on both sides of the Iraq-Turkey border in retaliation for the guerrillas operations in Turkey. The military has attacked several Kurdish villages in Kurdistan region, which according to them harbored PKK fighters.

Headline: South Sudan: Clashes erupt in Juba hours after UN plea
Renewed fighting has broken out in South Sudan between forces loyal to the president and vice-president. A reporter in the capital, Juba, told the BBC gunfire and large explosions could be heard all over the city. He said heavy artillery was being used. More than 200 people are reported to have died in clashes since Friday. The latest violence came hours after the UN Security Council called on the warring factions to immediately stop the fighting. In a unanimous statement, the council condemned the violence “in the strongest terms” and expressed “particular shock and outrage” at attacks on UN sites. It also called for additional peacekeepers to be sent to South Sudan. Residents of Juba have told the BBC they are staying indoors amid the sound of gunfire from the streets. “Soldiers are now looting some property,” charity worker Ladu David Morris said. “They pretend to be patrolling but once they notice that no people are inside they break in.”

Protests continue to spread across US cities against the killing of black men by police, following recent deaths in Minnesota and Louisiana. Roads were blocked and missiles thrown in Minnesota, while armed New Black Panther Party members confronted police in Baton Rouge, Louisiana. Dozens of arrests have been made but the rallies were mostly peaceful. The situation is also tense in Dallas, where five officers were killed by a black man during a protest rally. This is the fifth night of protests in Baton Rouge where there is not just anger, there is rage. Each night the gathering has intensified and police have responded with officers in riot gear. The two sides faced each other, often blocking the main highway outside police headquarters. Occasionally the force would line up and rush into the crowd to make several arrests. Earlier, hundreds marched to the Louisiana State Capitol and stood on the steps with clenched fists raised up high – a salute to black power.

The government troops and the African Union peacekeepers who have been controlling the town left at dawn, giving al-Shabab militants a port on the Somalia coast. “The AMISOM and government troops withdrew from the town at dawn this morning and now heavily armed al-Shabab militants are manning the city’s major check-points,” one of the residents told VOA on condition of anonymity. “The militants took up the strategic locations and hoisted their flag,” another resident said. In an interview with the VOA Somali, Abdifitah Ibrahim Geesey, the security minister of the South Western Somali Federal State confirmed that the militants have taken the control of the town. This is the second time the militant took over the town since February this year. Hundreds of protesters tried to storm a military air base in Indian Kashmir on Monday, the third day of deadly clashes between government forces and demonstrators angered by the killing of a popular young separatist. Police said 30 people had now died in the violence, most of them protesters killed by gunshot wounds as government forces fired live ammunition and tear gas to try to enforce a curfew imposed across the Kashmir Valley. Thousands again defied the curfew to take to the streets on Monday. Police said several hundred protesters tried to storm an Indian Airforce base about 25 kilometers (15 miles) south of the capital Srinagar as the worst civilian unrest since 2010 spread. “A few hundred protesters stormed the airforce base,” said a senior officer on condition of anonymity.
“We do not know if firearms were used, but the protesters were pushed back,” he said, adding there were no immediate reports of casualties. Protesters also set police stations and vehicles on fire. On Sunday one police officer drowned when his armored vehicle was pushed into a river. The demonstrations follow the killing on Friday of Burhan Wani, a 22-year-old commander of Kashmir’s largest militant group Hizbul Mujahideen (HM), during a gunbattle with government forces.

North Korea vowed to “physically” respond to the deployment of a U.S. anti-missile defense system in South Korea, a first remark from Pyongyang regarding THAAD since a decision was announced on Friday. “We once again warn the enemies that it is the steadfast will of the Korean People’s Army to make merciless retaliatory strikes to reduce South Korea to a sea of flames and debris once an order is issued,” read the statement from Pyongyang’s general staff department’s military artillery bureau. North Korea said military strikes would be delivered from the moment THAAD is placed in the South. The bureau is in charge of operating the 300-mm multiple rocket launcher and other forms of artillery, South Korean television network MBC reported. North Korea also said the United States is trying to gain “military hegemony” over the countries of Northeast Asia in a statement that agreed with Russia and China’s critical view of THAAD deployment in the South.

The cards have been tipped, and it appears Italy’s Prime Minister may have been right. In the aftermath of Brexit, much of the investing public’s attention has turned to Italian banks which are in desperate need of a bailout as a result of €360 billion in bad loans growing worse by the day (and not a bail-in, as European regulations mandate, as that would lead to an immediate bank run) to avoid a freeze and/or collapse of Italy’s banking sector. This has pushed stock prices – and default risk – on Italian banks to record levels. So far Italy’s bailout requests have mostly fallen on deaf ears, as Germany’s political leaders have resisted Renzi’s recurring pleas for a taxpayer funded rescue. However, as we have alleged, and as the Italian Prime Minister admitted last week, the core risk for Europe is not just the Italian banking sector but the biggest bank of all in Europe: Deutsche Bank. Recall last Thursday, when speaking at a joint news conference with Swedish Prime Minister Stefan Lofven, Matteo Renzi said other European banks had much bigger problems than their Italian counterparts. “If this non-performing loan problem is worth one, the question of derivatives at other banks, at big banks, is worth one hundred. This is the ratio: one to one hundred,” Renzi said. He was, of course, referring to the tens of trillions of derivatives on Deutsche Bank’s books. Today, we got the most definitive confirmation yet that the noose is tightening not only around Italy, but Germany itself (where as we reported on Thursday, Europe’s Bank Crisis Arrives In Germany as €29 Billion Bremen Landesbank On The Verge Of Failure) when none other than David Folkerts-Landau, the chief economist of Deutsche Bank, has called for a multi-billion dollar bailout for European banks. Speaking to Germany’s Welt am Sonntag, the economist said European institutions should get fresh capital for a recapitalization following a similar bailout in the US. What he didn’t say is that the US bailout took place nearly a decade ago, in the meantime Europe’s financial sector was supposed to be fixed courtesy of “prudent” fiscal and monetary policy. It wasn’t.

For just the second time in the U.S., researchers have found evidence of E. coli bacteria that are genetically resistant to a last-resort antibiotic, according to a new report published today in the medical journal Antimicrobial Agents and Chemotherapy. The superbug has a gene that makes it resistant to treatment with colistin, an antibiotic often used by doctors as a last resort for antibiotic-resistant infections, the report states. In this case, the bacteria were genetically resistant to colistin but not to other forms of antibiotics that could be used to kill the E. coli. However, researchers are concerned that these bacteria could transfer genes to other E. coli and different bacteria that are already resistant to all forms of antibiotics except colistin, leading to the chance of a fully antibiotic-resistant strain of bacterium. Researchers are especially concerned about the possibility that the gene could be transferred within the Enterobacteriaceae family of bacteria, which includes E. coli. Different bacterial strains in that family are already largely resistant to many kind of antibiotics in the U.S. Researchers found the strain by testing 13,562 E. coli strains collected at hospitals across the globe. They found 19 strains had the gene mcr-1 that makes E.coli resistant to colistin. In a single case, that strain was found in the U.S. Researchers said the global findings are alarming because it means there may be an increasing likelihood of having outbreaks of E. coli bacteria that are totally resistant to antibiotics.
