Headline: Hamas: Ceasefire Talks Will Restart Within a Week

Hamas senior member Mousa Abu Marzouq on Wednesday told the Palestinian Authority-based Ma’an news agency that indirect ceasefire negotiations between Palestinians and Israel will restart within the next week. Abu Marzouq said that while the exact date had not yet been set, “it would definitely be before the 24th of the current month.”The Hamas leader also said that the United Nations will take charge of the reconstruction of Gaza in coordination with Israel and the Palestinian Arab unity government, adding that Hamas would not object to any methods taken by the UN in reconstruction. Abu Marzouq added that he is waiting for a phone call from the head of the Fatah delegation in Cairo, Azzam al-Ahmad, to set a time and place for an awaited meeting between Fatah and Hamas leaders. “The movement does not mind meeting in Cairo if it agrees, but if it doesn’t, the meeting will be held in Gaza,” he told Ma’an.

Fighting between Israel and Hamas will resume unless steps are taken to alleviate the humanitarian crisis in the Gaza Strip, a spokesperson for the Islamist organization told Palestinian media on Thursday. “The circumstances that led to the explosion of the situation in the Gaza Strip still exist,” Sami Abu Zuhri is quoted as telling the Safa news agency.

Headline: Hamas considering ‘alternatives’ to ‘failed’ Palestinian unity government

A senior Hamas official on Thursday said the Gaza-based group are considering alternatives to the “failed” Palestinian unity government, as relations continue to sour with President Mahmoud Abbas’ Fatah party. “The Palestinian unity government has failed in its missions until now. We will think of alternatives after the end of its legal period,” Mahmoud al-Zahar told Anadolu Agency. The unity government was formed on 2 June ending a seven year long rift between Hamas and Fatah. The two had governed separately, Hamas in the Gaza Strip and Fatah in the West Bank, since elections won by the former in 2006 led to a violent power struggle a year later in Gaza. It is not clear when the “legal period” of the unity government ends, although Zahar may be referring to a condition in the agreement that stipulated elections must be held six months from June this year – this would mean the government’s mandate ends on 2 December.

Headline:  Fears of Rise in Extremism in Tripoli over IS, al-Nusra Front ‘Infiltration’

There are rising fears that the northern city of Tripoli will become a hub for Islamic State and al-Nusra Front fighters, who have engaged in gunbattles with the Lebanese army in a border town and beheaded two soldiers. As Safir daily on Thursday quoted security officials as saying that extremists have been spending huge amounts of money to lure young men and encourage them to be armed. Tripoli is back to the “point of disorder” after the “infiltration” of the extremists, the officials said. The city has been relatively calm since the army and security forces implemented a plan to end gunbattles between rival groups earlier this year. Scores of civilians, soldiers and fighters have been killed and injured in dozens of rounds of fighting between the impoverished neighborhoods of Bab al-Tabbaneh, which is majority Sunni, and Jabal Mohsen, whose residents are from the Alawite sect of Syrian President Bashar Assad. The security officials told As Safir that the army, security agencies and al-Mustaqbal movement ministers are preparing “preventive steps” to stop Takfiris from expanding in Tripoli and to thwart their plans. Militants from the IS and al-Nusra Front have already engaged in deadly clashes with the Lebanese army in the northeastern border town of Arsal. They took with them hostages from the army and security forces last month and later beheaded two of them. On Tuesday, gunmen crossed the border from Syria and kidnapped a soldier from his parents’ farm on the outskirts Arsal. The IS also threatened to behead another army soldier over what it described as the Lebanese government’s “lies” and “procrastination” in the negotiations over the abducted troops. The presence of the militants on the border and among the more than 1.1 million Syrian refugees across the country has raised fears over Lebanon become another Syria and Iraq where the IS has controlled thousands of square kilometers of territory.

A Saudi suicide bomber with the ISIS group called on fellow Saudis to wage jihad and expressed hope that the group would expand into Saudi Arabia and “expel the disbelievers from the Arabian Peninsula,” the SITE monitoring service said. It said the man, identified as Abu Hajer al-Jazrawi, had carried out a suicide bombing in August in Syria’s Raqqa, a bastion of ISIS. The video was posted on an ISIS internet feed late Wednesday. Addressing his countrymen in an apparent call for attacks not only on the ruling family and Westerners in Saudi Arabia, but also on the kingdom’s senior Muslim scholars who have denounced ISIS, Jazrawi said: “It is time to say ‘we will expel the disbelievers from the Arabian Peninsula’. The fire begins with a small spark. That spark will ignite an explosive fire directed at the Saud Family and to their rabbis and priests.” He called on self-declared Caliph Abu Bakr al-Baghdadi to lead the advance on the birthplace of Islam.

The House on Wednesday approved President Barack Obama’s request to arm and train Syrian rebels in the fight against the “Islamic State” (IS) group, CNN reports. With significant opposition to the proposal in both parties, the vote was 273-156, according to the report. Many Republicans argue the strategy isn’t tough enough to defeat IS; many Democrats worry the plan could drag the United States into another long military engagement. The proposal would authorize the Pentagon to provide assistance to “appropriately vetted” members of the Syrian opposition and require the administration to give Congress a detailed plan for helping the rebels before that assistance could begin. The Senate could vote as early as Thursday, noted CNN. Congress is expected to debate a broader war authorization after the midterm elections.

Israel believes Syria has retained caches of combat-ready chemical weapons after giving up raw materials used to produce such munitions under pressure from foreign powers, a senior Israeli official said on Thursday. Summarizing Israeli intelligence estimates that were previously not disclosed to avoid undermining the Syrians’ surrender of their declared chemical arsenal, the official said they had kept some missile warheads, air-dropped bombs and rocket-propelled grenades primed with toxins like sarin. “There is, to my mind, still in the hands of Syria a significant residual capability … that could be used in certain circumstances and could be potentially very serious,” the official told Reuters on condition of anonymity. While saying Israel had a “high degree of confidence” in its information, he declined to give figures for chemical weapons allegedly kept by Syria, citing secrecy concerns as well as the possibility some had been destroyed or used by President Bashar al-Assad’s forces. “What we are saying is that there are a number of questions here that still have to be clarified, still have to be looked at very closely” by international inspectors, the official said.

Syria Headline: Local Kurdish sources say ISIL militants captured the new areas in a major advance towards the city of Ayn al-Arab bordering Turkey on Thursday

The new wave of operations by the ISIL militants started on Wednesday, during which 16 Kurdish villages were seized. Sources say the ISIL terrorists used heavy weaponry, including tanks and artillery, during the raids. Nawaf Khalil, a spokesman for Syria’s powerful Kurdish Democratic Union Party, the Kurdish fighters withdrew or lost up to 20 villages in the Kobani region and evacuated civilians with them. “The battles that are taking place in Kobani are the most violent,” Khalil said adding that Islamic State group fighters were using tanks in their offensive. Khalil called on Kurds around the world to come to Syria to defend Kobani.

Syrian warplanes continued their week-long attack on rebel positions near the capital of Damascus, concentrating on the rebel-held city of Douma. At least 10 people, including civilians, were killed Wednesday in the airstrikes, bringing the death count to at least 105 people since Sept. 11, the British-based Syrian Observatory for Human Rights reported. The area known as Eastern Ghouta, including Douma and nearby communities of suburban Damascus, is regarded as the core of opposition to the Syrian regime of President Bashar al-Assad. It is the area where Syrian forces allegedly used chemical weapons to kill about 1,300 people in August 2013. Troops from the Syrian army and the Lebanese Hezbollah militia have increased operations in Ghouta in recent weeks. The Syrian government line is that the rebels are gradually being pushed out of the districts beyond the ring road which they have held for almost two years. While it is true that some areas have been wrested back from rebel control, thanks to merciless pounding by artillery and aircraft, new areas have fallen. Kashkul, on the south-eastern edge of Damascus, used to be a typical new settlement of five-storey buildings gradually encroaching on farmland. Some were fully inhabited, others still under construction. Shops were always busy and the streets full of cheap cars and pick-up trucks. Now the asphalt is marked by criss-cross patterns imprinted by tank tracks, and troops stand beside armoured personnel carriers, awaiting their orders. “We are suffering from the government side and from the opposition. Both sides are destroying the city. Both use rockets and both are inaccurate. There is no solution. This will only end when there are no Syrians left”, he said desperately. “Too much blood has been spilt. How can there be forgiveness? Some families have lost five members or more.  The situation is terrible.”

With the U.S. military poised to strike, ISIS militants in Syria’s Deir al-Zor province have abandoned some of their bases and redeployed their forces to other positions, activists said Wednesday. ISIS has “started to empty out many of their bases and positions in Deir al-Zor province,” said Abu Osama, an activist from the eastern region, which is mostly under jihadist control. Speaking via the Internet, Abu Osama said all of ISIS’ known positions in Ashara, a town about 60 km east of the provincial capital, had been “shut down.” Abu Osama also said the jihadists had emptied out the former governorate building in Deir al-Zor city, which ISIS was using as its main weapons storage depot in the area. And in the city of Mayadin near the Iraqi border, “ ISIS pulled out of eight bases, leaving only three open – the [former] post office, the military intelligence building and the religious court,” he told AFP. “Even the oil fields are being emptied out. The families of the foreign jihadists who had been living in the residential buildings by the fields have been evacuated,” he added.

A suicide car bombing on a security post outside Baghdad and explosion on a crowded commercial street in the Iraqi capital killed at least 11 people Wednesday, officials said. The deadliest attack took place after sundown when a suicide bomber drove a car packed with explosives into an abandoned building used by security forces in the town of Tarmiyah, some 50 kilometers (30 miles) north of Baghdad, police officials said. Five soldiers and three policemen were killed, and at least 16 members of the security forces were wounded, the officials said. The second bombing struck a commercial street in Baghdad’s northern district of Khazimiyah, killing three people and wounded eight, police said. Medical officials confirmed the causalities. All of the officials spoke on condition of anonymity because they were not authorized to brief the media. Meanwhile, A series of attacks, including several bombings in commercial areas of Baghdad, killed at least 15 people in Iraq on Thursday, officials said. The deadliest attack struck a shopping street in the Toubachi neighborhood in northwest Baghdad, where a bomb blast killed four people and wounded 10, police said. Elsewhere in the capital, a bombing near a car repair shop downtown killed three and wounded eight, while an explosion in a wholesale produce market killed three more people and wounded 11, police officials said. A roadside bomb also struck an army patrol, killing two soldiers and wounding four. Major military preparations are underway by Islamic State (IS) militants in their stronghold of Mosul in northern Iraq in anticipation of a major assault by US and Kurdish forces, according to sources inside. The militants are in full military gear and seen digging trenches and building barriers, said a source in Mosul, capital of Nineveh province. They are also reinforcing defenses on major roads connecting Iraq’s second-largest city to Kurdish-held areas. Fighters – particularly foreign jihadis – are believed to have been deployed around the city, said the source, speaking on condition of anonymity. The Islamic militants are particularly concentrated on the borders of Duhok province in the south, and on the frontline south of Kirkuk. A major attack by the US air force and Kurdish ground troops is anticipated on Mosul, the first city in Iraq to fall to the militants in June. Meanwhile, the Iraqi air force dropped leaflets over Salahaddin province on Wednesday, warning people to stay away from IS installations and wherever the militants are gathered.

Kurdish Headline: Shiite Militia Groups Attack Kurds in Amerli

Clashes have intensified this week between the Iranian Army and Kurdish Peshmerga forces, where a number of Iranian soldiers have been killed. According to an announcement made by the Kurdistan Revolutionary Party, intense fighting broke out between the Iranian Army and Peshmerga forces on 11 September. The clashes took place near a Kurdish Iranian city Sardasht, located on the border of Iran and the Iraqi Kurdistan Region. The announcement mentioned that as a result of the skirmish, three Iranian soldiers were killed and four others injured. They received their medical treatment at Sardasht Hospital. On 13 September 13 another confrontation took place between the two groups in Shene and Gorasher villages which resulted in the death of three Iranian soldiers killed and five injured. After the clashes, Peshmerga forces were forced to retreat toward Kurdistan Region border. On the same day, fighting also took place in the Kurdish city of Mariwan located on the border of Iran and the Kurdistan Region. The clashes continued for three hours but the unmber of casualties have not yet been revealed, though it is known that two Iranian soldiers were injured. Based on the information obtained by BasNews, a militant group called East Protectors confirmed and took the responsibility of the clash between Peshmerga forces and Iranian Soldiers and still they have not revealed their casualties.

According to different reports, the Islamic State has launched a new video with captured journalist John Cantlie. But instead of decapitating their victim, the Islamic State indents to use him for promotional purposes. In the video, Cantlie says he was “abandoned” by the UK government and claims he will seek to counter the “manipulated truths” told by world media against the Islamic State in a number of videos. “I know what you’re thinking. You’re thinking ‘he’s only doing this because he’s a prisoner – he’s got a gun at his head and he’s being forced to do this,” Cantlie says. “Well, I am a prisoner – that I cannot deny – but seeing as I’ve been abandoned by my government and my fate now lies in the hands of the Islamic State, I have nothing to lose.” “Over the next few programs, I am going to show you the truth as the Western media tries to drag the public back to the abyss of another war with the Islamic State,” he concludes. In the new video, titled “Lend Me Your Ears, Messages from the British Detainee John Cantlie,” the man identified as Cantlie says he was captured by the Islamic State after arriving in Syria in November 2012. He says he worked for newspapers and magazines in Britain including the Sunday Times, the Sun and the Sunday Telegraph. “After two disastrous and hugely unpopular wars in Afghanistan and Iraq, why is it that our governments appear so keen to get involved in yet another unwinnable conflict?” the man says in the video.

A series of anti-terror raids across Sydney and Brisbane were sparked by a senior Islamic State militant ordering “demonstration killings” in Australia, Prime Minister Tony Abbott said Thursday. “The exhortations, quite direct exhortations, were coming from an Australian who is apparently quite senior in ISIL to networks of support back in Australia to conduct demonstration killings here in this country,” he said. “So this is not just suspicion, this is intent and that’s why the police and security agencies decided to act in the way they have.” Australian police detained 15 people Thursday in a major counterterrorism operation, saying intelligence indicated a random, violent attack was being planned on Australian soil. About 800 federal and state police officers raided more than a dozen properties across Sydney as part of the operation — the largest in Australian history, Australian Federal Police Deputy Commissioner Andrew Colvin said. Separate raids in the eastern cities of Brisbane and Logan were also conducted. One person was charged with serious terrorism-related offenses and was scheduled to appear in court later Thursday. Colvin declined to detail the exact nature of the charges. The Australian Broadcasting Corporation said court documents were expected to reveal that the plan involved snatching a random member of the public in Sydney, draping them in an Islamic State flag and beheading them on camera.

To tighten its grip on extremists who seek to join the ranks of the Islamic State (IS), the Moroccan government reportedly asked Turkey to require a visa for Moroccans wishing to visit or pass through Turkey, Moroccan newspaper Akhbar Al Youm said in its Thursday edition. According to the same source, the Moroccan authorities aim to curb the flow of Moroccans joining IS, most of whom travel to Syria and Iraq through Turkish territory. The fact that Moroccans don’t need a visa to enter Turkey makes it easier for some extremists to get through its borders and join the ranks of this terrorist organization. The same source added that Turkey does not seem to be enthusiastic about the Moroccan request for political and economic reasons. The political reason is related to Ankara’s reluctance to fully engage in the international coalition led by the United States to destroy IS. The second reason is related to the importance of the Moroccan market for the Turkish tourism sector. More than 100,000 Moroccans visit Turkey every year. This has a positive impact on the country’s economy, which relies heavily on tourism. The document highlights a substantial shift in tone on the part of the Turkish authorities, who have reacted angrily to criticisms from European officials since last year over their handling of anti-government protests and a widespread corruption scandal which has swirled around Erdogan’s inner circle. Despite tensions, relations between Ankara and its European partners have apparently been cemented in recent months over efforts to tackle the flow of so-called “foreign fighters” heading to and from Europe to join militant groups such as Islamic State in neighboring Syria and Iraq. “The recent dramatic changes, from Syria to Ukraine and Middle East to North Africa, require Turkey and the EU to act jointly against the global and regional threats,” the 12-page document laying out Turkey’s strategy, stated. The program is due to come into operation in November and will focus on “Political Reform Process, Socio-Economic Transformation in the Accession Process and EU Communication Strategy,” the document said. Groups affiliated with the terrorist Kurdistan Workers’ Party (PKK) set six more state schools on fire in Yüksekova, a district of Hakkari province, on Tuesday and Wednesday night, escalating tension that erupted following the government shutting down three newly opened private schools offering education in the Kurdish language in three southeastern provinces. After setting fire to five schools in Cizre, a district of Şırnak province, on Tuesday evening, members of the Patriotic Revolutionary Youth Movement (YDG-H) and some PKK supporters threw Molotov cocktails at four other state schools located in various parts of Yüksekova on Tuesday night. The schools — Esenyurt, Hamit Kesici, Uğur Sıtkı and Gazi primary schools — were seriously damaged by the petrol bombs. The YDG-H also set fire to two other schools in the same district on Wednesday night. With the start of the 2014-2015 school year on Monday, three Kurdish-language schools opened in Diyarbakır’s Bağlar district, Cizre and Yüksekova, with each holding its own inauguration ceremony. Headline: Roadside Bombs Kills 4 UN Peacekeepers in Mali

A roadside bomb in northern Mali killed four U.N. peacekeepers and wounded three on Thursday, a spokesman said of the latest in a string of deadly attacks on the force. A car carrying Chadian troops hit the explosive north of Aguel’hoc, which is near the embattled city of Kidal, said Olivier Salgado. Earlier this month, four U.N. peacekeepers were killed and several were wounded when their convoy hit a mine in the same region. Another mine killed a peacekeeper earlier this week. There was no immediate claim of responsibility and Salgado did not speculate on who was responsible for the bomb. Previous land mines have been blamed on Islamic extremists linked to al-Qaida, and they have taken responsibility for some. Northern Mali fell under control of Tuareg separatists and then al-Qaida-linked Islamic extremists following a military coup in 2012. A French-led intervention last year scattered the extremists, but some remain active in the countryside and there have been continued bursts of violence. U.N. troops are now trying to stabilize the north, and peace talks have begun between the Malian government and Tuaregs, who maintain a heavy presence in Kidal and have resisted the authority of the Bamako-based government. Al-Qaida is not participating in those discussions.

Shortly after the Department of Health report, the University of Minnesota said it had confirmed 11 cases at its children’s hospital in Minneapolis, Minnesota Public Radio News reported. A hospital spokeswoman told The Associated Press she did not know the conditions of the patients. The Health Department said the results confirmed suspicions that enterovirus is circulating in Minnesota. Some hospitals have reported an increase in children being brought in for respiratory problems. At least 12 other states have confirmed cases of the virus, many in the Midwest. It can cause mild to severe illness, and may even require breathing help for patients with the worst cases. But no deaths have been reported.

The ministers of defense and health signed a deal Thursday for a joint project to produce cannabis derivative drugs for pain relief. The famous spiky-leafed plants will be cultivated and treated at a military pharmaceutical plant in Florence. “The aim is to produce medicine for extremely serious pathologies, such as multiple sclerosis, or for pain relief,” Health Minister Beatrice Lorenzin told a press conference. “The project has no ideological or cultural value, it’s just in the interest of the sick.” The project should produce around 80 to 100 kilos of active principle – the extract from marijuana plants used in medicines – each year. Defense minister Roberta Pinotti said the Italian military’s medical skills are “often unsung or underestimated. In Florence we have everything we need to begin production.”

Last month was the hottest August on record for global average temperatures over land and ocean surfaces, the US National Oceanic and Atmospheric Administration said on Thursday. If the trend continues, 2014 could set new records for planet-wide heat, a development that would raise new alarm over the pace of global warming and the burning of fossil fuels. The month’s temperature was 1.35 degrees Fahrenheit above the 20th century average, the agency said in its monthly climate report. “It was the largest departure from average of any month on record,” said Jake Crouch, a climate scientist at NOAA, noting that record-keeping began in 1880. The month’s average land and ocean surface temperature was 61.45 Fahrenheit (16.35 Celsius). The 20th century average for August is 60.1°F (15.6°C). The period of January to August was also the third warmest on record, said the report. “If we continue a consistent departure from average for the rest of 2014, we will edge out 2010 for the warmest year on record,” Crouch told reporters.
