Headline: Abbas: If Security Council bid fails, we may end security cooperation with Israel
Palestinian Authority President Mahmoud Abbas vowed Tuesday to join the International Criminal Court at the Hague in the event that his efforts at the UN Security Council to set a timetable forcing the withdrawal of Israel to the pre-1967 lines should fail. The Bethlehem-based Ma’an News Agency quoted Abbas as telling reporters in Ramallah: “We started work on the resolution to get a state on the ’67 borders with east Jerusalem as its capital which we will submit to the Security Council.” He said under the plan, “the occupation would be ended in two or three years.” Abbas said he would submit the plan, mandating an Israeli withdrawal within a defined time frame, in two to three weeks to the UN Security Council. Should the US choose to veto the resolution, Abbas said he would then go the ICC route, which could potentially lead to a war crimes probe against Israel, and even against the Palestinians themselves. Abbas also said the Palestinian Authority would reconsider relations with Israel, including security coordination, should the bid fail.

The Arab League on Wednesday reiterated its support for the submitted Palestinian plan to the UN to end the Israeli occupation in accordance with legitimate international resolutions, the peace process and the Arab Peace Initiative. Palestinian President Mahmoud Abbas is to head to the UN Security Council (UNSC) within the next few weeks, Ambassador Mohammad Sabeeh, League’s Assistant Secretary General for Palestinian and Arab Occupied Land Affairs said. “The Palestinian draft plan is still subject to amendments and revisions,” Sabeeh noted, expressing hope that a positive stance by the US is to materialize in this regard, “and not a double-standards one through using the veto, especially since President Abbas has met all US requirements.

Headline: Palestinians: Israeli occupation must end in 2016
The Palestinians are asking the UN Security Council to set a deadline of November 2016 for an Israeli withdrawal from all Palestinian territory in a new push to achieve independence. The circulation of the draft resolution to council members follows Palestinian President Mahmoud Abbas’ announcement to the UN General Assembly last Friday that he would ask the council to set a deadline for a pullout and dictate the ground rules for any talks with Israel. The draft resolution, obtained Wednesday by The Associated Press, would affirm the Security Council’s determination to contribute to attaining a peaceful solution that ends the Israeli occupation “without delay” and fulfill the vision of two states – “an independent, sovereign, democratic, contiguous and viable state of Palestine” living side by side with Israel in peace and security in borders based on those before the 1967 Mideast war. The draft calls for intensified efforts, including through negotiations, to reach a peaceful settlement of the Israeli-Palestinian conflict and “a just resolution” of the status of Jerusalem as the capital of two states and of the Palestinian refugee problem. Its key provision calls for “the full withdrawal of Israel, the occupying power, from all of the Palestinian territory occupied since 1967, including East Jerusalem, as rapidly as possible and to be fully completed within a specified timeframe, not to exceed November 2016, and the achievement of the independence and sovereignty of the state of Palestine and the right to self-determination of the Palestinian people.”

Obama told Netanyahu that the status quo between the two sides, in Gaza and the West Bank, must change in order to advance peace. The meeting opened calmly, with both leaders apparently trying to convey positive messages. They thanked each other and lauded the cooperation between the two states. Netanyahu told Obama at the outset of the meeting that along with these threats there are also opportunities due to the fact that Israel and a number of leading Arab countries have common interests they didn’t have before. “I think we need to seize upon those common interests to advance security and peace in the Middle East,” he said. After he avoided expressing his support for a two-state solution or the establishment of a Palestinian state at his UN General Assembly speech Wednesday, at the meeting with Obama he did just that. “I remain committed to the vision of peace for two states for two peoples based on mutual recognition and rock solid security arrangements. We should make use of the new opportunities think outside of the box and see how we can include the Arab countries to advance this very hopeful agenda,” Netanyahu said.

King Abdullah will head to Moscow on Wednesday in a working visit, during which he is scheduled to meet Russian President Vladimir Putin and other senior officials to discuss the latest regional developments. The visit is part of King Abdullah’s coordination efforts with world decision-making capitals over the situation in the Middle East, including means to combat terrorism groups that threaten the region and the world, according to a Royal Court statement. In addition, His Majesty and the Russian officials will discuss ways to bring about peace between the Palestinians and the Israelis according to the two-state solution as well as the developments in Syria and Iraq, the statement said. The Monarch paid a visit to Russia in April this year, during which he and Putin underlined their commitment to institutionalising mechanisms of cooperation to best serve the interests of the two countries. Jordan’s military chief revealed Tuesday that what was previously identified as an archaeological dig near Aljoun University in northern Jordan was in fact a joint Jordanian military and Israel Defense Forces intelligence operation to remove Israeli listening devices placed there in 1969. In a press conference at Jordanian Prime Minister Abdullah Ensour’s home, the country’s military chief, Gen. Mashal al-Zaben, said the listening devices had been connected to Jordanian communication lines. Explosives had been planted next to the devices in case they were discovered. “After an explosion which took place February 2013 on the Al-Khalidiya highway, the Jordanian military began to investigate the cause of the blast,” the general said, according to Israel Hayom. “Jordanian special forces searched throughout Jordan, and we found that there are five sites with listening devices in them. Because they are located in populated areas, we turned to the Israelis for information on them. … Over the past year and half we have neutralized and destroyed most of the sites ourselves using controlled explosions,” said al-Zaben.

Headline: Islamist militants release Lebanese soldier seized in August
Islamist militants have released a Lebanese soldier they seized last month from a town at the border with Syria where they have clashed with the Lebanese army, security sources and state media said on Wednesday. It was not immediately clear why the soldier, identified by Lebanon’s state news agency as Kamal al-Hujairi, had been released. He was seized while visiting his family’s farm near the border town of Arsal last month, the National News Agency said. Militants are believed to be holding about 15 Lebanese soldiers and 15 other members of the security forces captured during an incursion by gunmen – including some linked to the Islamic State group – into Arsal in August. Islamic State militants have beheaded two captive soldiers and the Al-Qaida-linked Nusra Front has killed another.

The United States plans to sell Patriot missile batteries to Saudi Arabia worth $1.75 billion and long-range artillery to the United Arab Emirates valued at about $900 million, the Pentagon said Wednesday. The Defense Department informed Congress of the potential arms sales this week as fighter jets from both of the Gulf states took part in a U.S.-led air campaign against the Islamic State (IS) group in Iraq and Syria. The Saudi government had requested the purchase of 202 Patriot Advanced Capability (PAC)-3 missiles — the most sophisticated version of the Patriot anti-missile weapons — as well as a flight test target, telemetry kits and other related equipment, the Defense Security Cooperation Agency said in a statement. “The proposed sale will help replenish Saudi’s current Patriot missiles which are becoming obsolete and difficult to sustain due to age and the limited availability of repair parts,” the agency said. “The program will contribute to the foreign policy and national security of the United States by helping to improve the security of a partner which has been, and continues to be, an important force for political stability and economic progress in the Middle East,” it added.

The offer was the latest sign of intervention by competing Arab powers in Libya – a haven for Islamist militants and close to becoming a failed state – while Western governments are preoccupied with Iraq and Syria. Egypt’s deadliest militant group has vowed fresh deadly attacks against security forces next week during the country’s major Muslim feast. In a video released online, Ansar Beit Al-Maqdis, threatened killings against the police would take place Saturday, the first day of the Eid Al-Adha feast, saying it “will be a black day on the infidel interior minister and his associates.” The video showed a map of Egypt with graphic bombs exploding, along with the group’s black flag logo. Ansar Beit Al-Maqdis (Supporters of Jerusalem) has orchestrated some of the worst militant attacks against police and army forces since the army-backed ouster of Islamist president Mohamed Morsi in July 2013, including a failed assassination attempt on Egypt’s interior minister in Cairo last year.

Syria Headline: Islamic State crisis: New strikes in Syria near Kobane
US-led forces have carried out air strikes on Islamic State (IS) militants battling Kurdish fighters around the northern Syrian border town of Kobane. A BBC correspondent saw explosions outside the town in the morning. At least 10 people were killed overnight, Syrian activists said, as the jihadists moved to within 2 to 3km (1.2-1.9 miles) of Kobane. Tens of thousands of people have fled across the border into Turkey since IS launched an offensive two weeks ago. The jihadists’ advance has put pressure on the Turkish government to take a more significant role in the US-led coalition formed to combat IS. Ministers submitted a proposal to parliament late on Tuesday to allow Turkish troops to conduct operations in Syria and Iraq, and to allow foreign forces to use Turkish military bases. Parliament is expected to debate the proposal on Thursday, and the ruling AK Party’s majority means it is likely to be approved.

At least 41 Syrian children aged under 12 were killed Wednesday in a double bombing by a lone assailant at a school in the government-controlled city of Homs, a monitor said. They were among 48 people who died in the attacks in the Akrameh neighbourhood, the Syrian Observatory for Human Rights said, updating an earlier toll. “At least 41 schoolchildren were killed in the double bombing at the Akrameh al-Makhzumi school in Homs city today. Iraqi military pilots mistakenly gave food, water and ammunition to enemy ISIS militants instead of their own soldiers, a senior security official and a brigadier-general told NBC News. The supplies were supposed to help besieged Iraqi army officers and soldiers who had been fighting Islamist extremists for a week in Saglawyah and the village of Al-Sijar in the country’s western province of Anbar. “Some pilots, instead of dropping these supplies over the area of the Iraqi army, threw it over the area that is controlled by ISIS fighters,” said Hakim Al-Zamili, a lawmaker in the Iraqi parliament who is a member of the security and defense committee and acts as a security liaison for service members and commanders formed by anti-American cleric Muqtada al-Sadr. “Those soldiers were in deadly need of these supplies, but because of the wrong plans of the commanders in the Iraqi army and lack of experience of the pilots, we in a way or another helped ISIS fighters to kill our soldiers.”

Iraq Headline: Iraqi Prime Minister Haider al-Abadi ‘totally’ opposed to Arab airstrikes in Iraq
Iraqi Prime Minister Haider al-Abadi voiced his opposition to Arab nations participating in U.S.-led airstrikes against Islamic State militants in Iraq. In an interview with the BBC, Abadi said he is “totally” opposed to their involvement and noted that Western countries have “filled many gaps” in Iraq’s capacity to fight back against the terror group’s lightning offensive. Although several Arab countries have joined the 40-nation coalition to counter IS, only the U.S., Britain and France have so far carried out airstrikes inside Iraq. Abadi discussed his concerns about anti-IS airstrikes during a meeting with reporters on the sidelines of the U.N. General Assembly last week. “I have raised the issue of sovereignty of Iraq,” said Abadi of his meetings with U.S. officials on the targeted airstrikes. “We don’t want to happen in Iraq what happened in Yemen and Pakistan,” he noted, referring to U.S. drone strikes in those countries. Any U.S. airstrikes in Iraq would require approval by the Iraqi government, he said. In addition, Abadi placed constraints on his support for U.S.-led coalition strikes against IS, also referred to in Arabic as Daesh, in neighboring Syria. “As a neighbor, I don’t want to be party to the disintegration of Syria or to have diminished sovereignty of Syria.”

Iraq Headline: Car bomb kills 11 in Shi’ite Baghdad neighborhood: police, medics
A car bomb exploded in a mostly Shi’ite Muslim neighborhood of southeastern Baghdad on Wednesday, killing 11 people, police and hospital sources said. The violence came a day after Baghdad witnessed one of its bloodiest days since U.S.-led air strikes against Islamic State insurgents in Iraq began in August. The sources said the explosion, which also wounded 27 people, occurred near a local market. Eight of those killed were civilians and three were policemen. Another bomb exploded in Mahmoudiya, a predominantly Shi’ite town south of Baghdad, killing one civilian and wounding seven, police and medical sources said.

Kurdish Headline:Islamic State militants kidnap 100 Kurdish civilians in northern Syria
The Islamic State (IS/ISIS), an al-Qaeda offshoot, took more 100 Kurdish citizens as hostages over the past few days in Ain Issa of Tel Abyad suburbs in the province of Raqqa, northeastern Syria. The Syrian opposition-linked Media Office in Raqqa reported that the organization kidnapped entire Kurdish families as captives from the northern countryside of the town of Ain Issa, pointing out that they are held captives by the IS militants in Tel Abyad. The source also pointed out that the city of Raqqa is witnessing the exodus of a large number of IS militants with their families towards the town of Ain Issa, following the confiscation of Kurdish citizens’ houses in the town. This comes amid intensified air strikes by the fighter jets of the international coalition hitting the IS headquarters in the province of Raqqa and its surroundings. Speaking to ARA News in Raqqa, activist Baz al-Furati said that for the first time the IS group used thermal rockets against the coalition’s aircrafts after more than seven air raids on Raqqa suburbs on Tuesday.

Kurdish Headline: IS militants behead captured Kurds; UK warns citizens
Activists say Islamic State militants have beheaded nine Kurdish fighters, including three women, captured in clashes near the Syria-Turkey border. The Britain-based Syrian Observatory for Human Rights said Wednesday that the nine Kurds were captured during fighting over the northern Syrian town of Kobani, also known as Ayn Arab. There have been fierce clashes around Kobani since mid-September, when the Islamic State group launched an assault to seize the area. The Observatory also says that dozens of militants and Kurdish fighters were killed in clashes overnight.

Headline: France ups military deployment against IS group
France is deploying an anti-aircraft frigate and more fighter jets in the Persian Gulf region to boost its ability to carry out airstrikes against Islamic State militants in Iraq. The Defense Ministry said Wednesday that three Rafale jets will shortly join six others already based at a French air base outside Abu Dhabi in the United Arab Emirates. It said French military liaison officers will also join allied command structures in the region. At least ten people have been killed in fresh shelling of the eastern Ukrainian city of Donetsk where the army is fighting pro-Russia forces, regional authorities say. According to a statement by the pro-Kiev Donetsk regional government, a shell landed in a school in the city’s northern part on Wednesday, leaving four people dead and eight others wounded. Another shell hit a minibus nearby and killed six more Ukrainians, the statement added.Regional authorities blamed pro-Moscow activists for the incidents, saying in a statement, “The Donetsk People’s Republic used rocket launchers to shoot at a school…. The shell exploded five meters away from the building.”The fresh attacks in Donetsk come as Kiev and the pro-Russians inked a Russian-proposed truce pact in early September aimed at putting an end to heavy clashes in Ukraine’s eastern provinces.

Headline:Ukraine rebels close in on Donetsk airport
Pro-Russian rebels in eastern Ukraine advanced Wednesday on the government-held airport in Donetsk, pressing to seize the key transportation hub even as the two sides bargained over a troop pullout under a much-violated truce. Fighting for the airport has raged for months as the insurgents have tried to dislodge the government forces using it to shell rebel positions in Donetsk, the largest rebel-held city. At least nine people were killed in the crossfire Wednesday in residential areas near the airport. Civilian and military casualties have continued to rise in eastern Ukraine despite a cease-fire Sept. 5 and a second agreement Sept. 20 that spelled out how to create a buffer zone. While that helped to enforce the cease-fire in areas where Ukrainians troops and rebels chose to retreat, non-stop fighting has continued at the airport and other strategic locations. While the Donetsk airport building has been gutted by shelling, its long runway would let the rebels handle heavy cargo planes carrying supplies, instead of relying solely on truck convoys from Russia. While it was impossible to get close to the airport Wednesday because of the fighting, an AP reporter in Donetsk saw that artillery fire hitting the airport was coming from government-held positions outside the city — an indication that Kiev may no longer hold the airport.

Headline:Russia allegedly deploys paratroopers to eastern Ukraine
Russia has deployed paratroopers with the 76th air assault division into eastern Ukraine, a Ukrainian NGO reported Wednesday. According to the Information Resistance Group, whose mandate is “to counteract external threats to the informational space of Ukraine,” the units were deployed near the Ukrainian town of Stakhanov in the Luhansk region. The unspecified number of Russian paratroopers were being transported by special transport in groups of 10 over the past 24 hours, said IR leader Dmytro Tymchuk. He also claimed that a Russian communications jammer was detected in the vicinity.

Headline: US Ambassador: UN Could Impose Sanctions on South Sudan
U.S. Ambassador to the United Nations Samantha Power said the world body could join the United States and the European Union and impose sanctions on leaders on both sides of the South Sudan conflict if peace talks for the young nation do not make substantial progress soon. Speaking to reporters in New York, Power said the United States stands firmly behind the regional bloc, the Intergovernment Authority on Development (IGAD), which has been trying for months to get the warring sides in South Sudan to reach a lasting peace deal. But, she said, “IGAD is running out of patience.” “They are sitting down with the parties and making very clear that if this round of talks — and particularl once the leaders are brought back into this round of talks — do not succeed, IGAD and the Council are going to need to move out on these long-threatened sanctions.”

Headline:Libyan Army Declares Ceasefire After UN-Brokered Talks
The Libyan army has declared a halt to military operations “on all fronts,” local media said Wednesday, two days after rival parliamentarians at a UN-sponsored meeting called for a ceasefire in the troubled country. Military spokesman Colonel Abu Zaid al-Mismari told the Al-Wasat news site that the army would halt operations and implement a ceasefire on all fronts. The military however retained the right to respond to anyone firing on its forces or civilians, he said. Al-Mismari said the decision was taken out of respect for the Islamic feast of Eid al-Adha, which starts within days, and in response to the parliamentarians’ ceasefire call. The UN mission in Libya on Monday brought together members who have been attending the recently-convened House of Representatives, based in the eastern port town of Tobruk, with others who have been boycotting its sessions. A UN statement after the talks said the lawmakers also agreed on confidence-building measures including addressing humanitarian needs and re-opening the country’s airports. Further meetings are due to take place after Eid al-Adha.

Turkey will fight against ISIS and other “terrorist” groups in the region but will stick to its aim of seeing Syrian President Bashar Assad removed from power, Turkish President Tayyip Erdogan said Wednesday . The advance of ISIS insurgents to within sight of the Turkish army on the Syrian border has piled pressure on Ankara to play a greater role in the U.S.-led coalition carrying out air strikes against the insurgents in Syria and Iraq. “We will fight effectively against both [ISIS] and all other terrorist organisations within the region; this will always be our priority,” Erdogan said in a speech at the opening of parliament. “We will continue to prioritise our aim to remove the Syrian regime, to help protect the territorial integrity of Syria and to encourage a constitutional, parliamentary government system which embraces all citizens.”

Headline:Turkish police arrest 3 IS suspects after protesters clash in Istanbul
Turkish police on Wednesday detained three students at Istanbul University suspected of being sympathisers of the Islamic State (IS) group following clashes at an anti-militant campus protest, reports said. Police stormed the university’s faculty of humanities and science in Istanbul’s Beyazit district after Islamist students armed with sticks and stones attacked another group protesting against IS. Three students were detained after being identified by police as IS supporters because they were wearing black masks and hats during the fight earlier Wednesday, Hurriyet newspaper reported on its website. “We are Muslim students. Long live Muslim students. We Muslims are one body,” they reportedly chanted during the protest. Dozens of riot police officers as well as armoured vehicles and water cannon trucks were deployed around the university after the early morning raid. Istanbul University has in the last few days been the scene of clashes between leftist students denouncing the brutality of the IS militants and the group’s sympathisers. On Friday, an anti-IS protest turned violent when masked assailants attacked a group of students with sticks studded with nails. One student was injured in the head when a glass bottle was thrown at him. The assailants also tore down a banner that read “[Islamic State], get out of the Middle East”.

Thousands of demonstrators have taken to the streets of Barcelona, vowing to disobey Spain’s blocking of Catalonia’s independence referendum. Some 5,000 angry Catalans gathered in one of the city’s main squares on Tuesday, waving Catalan independence flags and chanting ‘We will vote”. “Not rain nor snow nor any court will stop us,” said Carme Forcadell, leader of the Catalan National Assembly, adding, “On November 9, we will vote and we will win.” Pro-independence demonstrations were also held in several other Catalonian towns. The protests follow a Monday decision by Spain’s constitutional court to suspend Catalonia’s referendum on independence after a request from the Spanish Prime Minister Mariano Rajoy. The Spanish government lodged a formal appeal with the constitutional court, asking it to declare the independence referendum illegal.

Headline:Mosquito Virus That Walloped Caribbean Spreads in U.S.
A mosquito-borne virus that can cause debilitating joint pain lasting for years has spread to the continental U.S. after infecting hundreds of thousands of people in the Caribbean and Central America. The virus is called Chikungunya, an African name meaning “to become contorted.” While the illness, first identified in Tanzania in 1952, has long bedeviled Africa and Asia, the only recorded cases in the U.S. before July involved patients who contracted the virus abroad. Now, 11 cases have been confirmed as originating in Florida, spurring concern this may be the beginning of the type of explosive growth seen elsewhere from a disease that has no vaccine or cure. Medical and environmental experts are debating how best to quell the outbreak before it takes off. “In a way it’s surprising it hasn’t been here yet,” said Scott Weaver, a professor at the University of Texas Medical Branch at Galveston.

A former Food and Drug Administration chief scientist and top infectious disease specialist said that several people were exposed to the Ebola virus by the unidentified patient in Dallas, America’s first case, and it’s likely that many more will be infected. Dr. Jesse L. Goodman, now a professor of medicine at Georgetown University Medical Center, said while the nation shouldn’t panic, it’s best to prepare for the worst. “It is quite appropriate to be concerned on many fronts,” he said in a statement provided to Secrets. “First, it is a tragedy for the patient and family and, as well, a stress to contacts, health care workers and the community at large. Second, it appears several people were exposed before the individual was placed in isolation, and it is quite possible that one or more of his contacts will be infected,” he added. What’s more, he conceded that it was “only a matter of time” that the swift-killing African virus arrived in the U.S. “If anyone did not agree before, bringing the epidemic in Africa under control is an absolute emergency and requires a massive effort and global commitment now long overdue. This is a matter not just of preventing death and suffering in Africa, but, as this case brings home to the U.S., of global safety and security,” he warned. He also strongly suggested that the one case will not be the end.

Vulnerable countries, especially in Africa, need to defend themselves against the possible seasonal spread of Middle East Respiratory Syndrome (MERS) in the first half of 2015, the World Health Organization said on Wednesday. A WHO Emergency Committee recommended steps “to strengthen infection prevention control practices, build capacity of heath care workers and provide protective equipment in vulnerable countries, especially African countries.” Poor infection control and a lack of expertise and equipment are widely seen as key reasons for the rapid spread of the deadly Ebola virus in three West African countries. The committee, whose experts issue an update on the disease every three months, also called for improved MERS awareness among pilgrims going to Saudi Arabia for the annual Muslim haj journey and for surveillance of pilgrims during and after haj. The committee said although there had been significant efforts to strengthen preventative measures against MERS, also known as MERS coronavirus (MERS-CoV), more was needed.

A Rhode Island child hospitalized with Enterovirus D68 has died of a bacterial infection in what state public health officials described on Wednesday as an unusual and dangerous combination. The child, a 10-year-old girl who was not named, died last week as a result of a staphylococcus aureus sepsis alongside the respiratory virus, the Rhode Island Department of Health said in a statement, calling it a “very rare combination that can cause very severe illness in children and adults.” She had been hospitalized for less than 24 hours when she died, and doctors do not know how or when she acquired the bacterial infection, said Christina Batastini, a spokeswoman for the state health department. “What we do know is that she presented with some sort of respiratory issues, difficulty breathing,” Batastini said. “Her parents did all the right things, they took her to emergency room immediately by ambulance and by the time she got to the hospital, the conditions became dire.” Staphylococcus aureus is one of the most common bacteria and can be found in hospitals and other health care settings. Public health experts have long been concerned about it, especially in its drug-resistant form. Officials were careful to remind the public that very few people who contract the Enterovirus D68 will develop symptoms beyond a runny nose and low fever. “Many of us will have EV-D68. Most of us will have very mild symptoms and all but very few will recover quickly and completely,” said Michael Fine, director of the state Department of Health, in a statement. Officials declined to identify the hospital that had treated the girl or name the city where it was located. The EV-D68 virus has been confirmed in 472 people, mostly children, in 41 states plus the District of Columbia, according to the U.S. Centers for Disease Control and Prevention.

A moderate earthquake, with a magnitude of 5.9 on the Richter scale, occurred at 11.38am today in the New Britain region of Papua New Guinea, the Malaysian Meteorological Department reported. It said in a statement that the epicentre of the quake was 80km southwest of Kimbe, Papua New Guinea, and 3,642km southeast of Semporna, Sabah. No tsunami threat was reported, it added.
