Headline: Hamas ‘working to double its arsenal of rockets for next war with Israel’

A senior commander of Hamas’ military wing said on Monday that while his organization has no interest at the moment in fighting Israel, the Gaza-based Islamist group wants to double its arsenal of rockets and missiles in anticipation of the next round of fighting. Marwan Issa told a gathering Gaza City that Hamas continues to manufacture rockets and forge alliances with whoever can assist its cause.

Headline: US officials warns tensions with Israel could last, as Kerry lobbies Saudis on Iran

A top US official Tuesday warned that the current tensions between traditional allies US and Israel could last until the end of the Obama administration in 2016. “There are moments of significant agreement and then there are moments of tactical disagreement,” US deputy secretary of state Antony Blinken told French radio station Europe 1. “That’s the nature of things and I imagine that will continue for the last two years of the Obama administration,” added Blinken, who spoke in French. Iran and the United States Tuesday returned to the negotiating table for a second day of talks, as a political storm over the issue unfolded thousands of miles away in Washington. By the shores of Lake Geneva in the town of Montreux, US Secretary of State John Kerry met with his Iranian counterpart Mohammad Javad Zarif as they try to pin down a political framework for a deal to rein in Tehran’s nuclear programme by a March 31 deadline. US officials said they began their talks at 9:30 am (8:30 am GMT).

Israeli Prime Minister Benjamin Netanyahu said Wednesday he offered a “practical alternative” to the deal being negotiated over Iran’s nuclear program, after President Barack Obama criticized his address to Congress as containing “nothing new.” Obama said Netanyahu didn’t offer any “viable alternative” and that “as far as I can tell, there was nothing new” in the Tuesday speech. “In my speech before the Congress, I presented a practical alternative,” Netanyahu said upon landing at Israel’s Ben-Gurion Airport. He said his alternative would impose tougher restrictions on Iran’s nuclear program and delay how quickly the Islamic Republic could assemble a nuclear weapon.

Headline: Abbas refuses to drop ICC lawsuits against Israel

The Palestinian Authority will not go back on its demands for an International Criminal Court investigation into war crimes allegedly committed by Israel, despite the fact that the Israeli government offered to return hundreds of millions of dollars in Palestinian tax revenues in exchange for dropping the lawsuits, PA President Mahmoud Abbas said Wednesday. “The International Criminal Court is the only place where we can raise complaints about the occupation,” Abbas said at a meeting of the Central Council of the Palestine Liberation Organization. “They told us that if we do not go to The Hague they will return us the money. We are against barter in return for us not appealing to the court,” he said. “How are they allowed to take away our money? Are we dealing with a state or with a gangster?” Abbas added, according to Reuters.

Headline:Temple Mount Police Openly Defy Court Ruling on Jewish Prayer

The Israeli courts may have once again ruled in favor of Jewish prayer on the Temple Mount, but a senior Jerusalem police officer made it clear to Jews visiting the holy site that the police would not be following that ruling. The officer, who is well known to Jewish visitors and responsible for clearing Jewish visits (amid severe restrictions), told a group Wednesday morning that as far as he and the police force as a whole were concerned “this court ruling doesn’t exist.” Rabbi Chaim Richman, International Director of the Temple Institute and long-time advocate for Jewish rights on the Temple Mount, recounted the “astonishing” conversation to Arutz Sheva after returning from his visit. The fact that a police officer was willing to so brazenly deny the court’s authority “reveals the depths of the subterfuge” involved in banning Jews from worshipping at their holiest site, he said.

The Lebanese Army has expanded its targets along the northeastern border with Syria, pounding jihadi militants on the outskirts of Arsal, security sources said Tuesday. The sources said the new preemptive measure began late-Monday night with artillerymen shelling ISIS and Nusra Front positions around Wadi Hmeid and Wadi Hosn on Arsal’s outskirts. The Army had maintained a near-daily pattern of pounding militant positions on the outskirts of Ras Baalbek, which nestles in the barren mountainsides embracing the Bekaa Valley, for about 10-15 minutes every few hours in a bid to repulse possible jihadi attacks. It was the first time the Army shelled Wadi Hmeid and Wadi Hosn – the farthest east points in Arsal, close to the border with Syria. The policy of preemptive shelling was put in place after eight soldiers, including an officer, were killed and 22 others were wounded in fierce clashes with ISIS militants on the outer edge of Ras Baalbek in January.

Headline: Saudi Arabia, South Korea sign nuclear cooperation agreement to build reactors

The leaders of Saudi Arabia and South Korea agreed to cooperate to build more than two small and medium-size nuclear reactors in projects worth as much as $2 billion, The Korea Herald reported Tuesday. South Korean President Park Geun-hye arrived in Riyadh on Tuesday and met with King Salman to discuss ways to enhance bilateral relations. Before visiting Saudi Arabia, Park concluded a three-day visit to Kuwait. She is scheduled to continue to the United Arab Emirates and Qatar. The two leaders signed a memorandum of understanding to build the Asian country’s SMART reactors, designed by the Korea Atomic Energy Research Institute specifically for Middle Eastern countries to generate electricity and desalinate seawater, said the report. The agreement calls for a feasibility study to construct the reactors in Saudi Arabia, which should be completed by 2018.

Headline: Arab League to Discuss Creation of ‘Unified Arab Force’

The Arab League will consider setting up a defense unit to battle the spread of the Islamic State (ISIS) group at its annual summit later this month, an official said Tuesday. Deputy chief Ahmed Ben Helli told reporters that the March 28-29 meeting in Egypt’s Red Sea resort of Sharm el-Sheikh will discuss an Egyptian initiative to create a “unified Arab force,” reports AFP. Egyptian President Abdel Fattah al-Sisi has called for such a unit to confront security threats in the region where ISIS holds swathes of Syria and Iraq and has gained a foothold in Egypt’s neighbor Libya. Last month Sisi ordered air strikes in Libya after ISIS jihadists there beheaded 21 mostly Egyptian Christians. Ben Helli said a united Arab force was needed, even as a “symbolic” show of deterrence at times of “conflict or disasters.” “Such forces should be ready and present so that they could symbolically show that the Arab countries have a deterrent force and a peacekeeping force that could step in at times of conflicts,” he said.

Syria Headline:     Syrian Rebels Bomb Key Aleppo Intelligence HQ

Dozens were killed Wednesday when Syrian rebels set off a powerful tunnel explosion targeting an intelligence headquarters in Aleppo and clashed with regime forces, a monitor said. The Syrian Observatory for Human Rights said the blast hit a building housing the air force intelligence offices in the west of Syria’s second city and was followed by heavy clashes, reports AFP. “The explosion and the fighting caused dozens of deaths on both sides,” the Britain-based group said, adding that part of the building had collapsed. At least 20 regime forces and 14 rebels were killed in the fighting according to the monitoring group. They added that the attempt to conquer the regime headquarters failed, and sporadic fighting had started to dwindle. The clashes pitted rebels from several factions against government troops supported by fighters from Lebanese Shi’ite terrorist group Hezbollah, an Iranian proxy and a key backer of Syrian President Bashar al-Assad, it said. An AFP journalist in eastern Aleppo said the blast was loud enough to be heard across the city and some residents said it had felt like an earthquake. A Syrian military source confirmed the explosion and said clashes were continuing.

Fierce fighting pitting Hezbollah and Iranian-led troops against rebels in southern Syria has intensified, leaving dead an Afghan commander close to Iranian Revolutionary Guards (IRGC) Qods Force commander Qassem Soleimani. “Daraa [outskirts] have witnessed violent clashes over the past few days between opposition forces and the Al-Nusra Front on one side and Lebanon’s Hezbollah supported by Iranian and Syrian regime forces on the other,” the Syrian Observatory for Human Rights reported Tuesday. The monitoring group added that the regime was seeking to seize “full control” over the triangle of territory stretching from the western outskirts of Damascus down to Quneitra in the southwest and Daraa in the southeast.

Syria Headline:  Pro-Assad forces target civilian cars near Turkish border

On Tuesday, pro-Assad military forces reportedly targeted with thermal rockets civilian cars which were carrying displaced families near the Turkish border. Dozens of casualties were reported, including children. Civil rights activist Ghias Ali told ARA News that the regime’s warplanes try to prevent displaced civilians from crossing into Turkey by targeting their vehicles near the borderline. While fleeing to the Turkish territory, the villagers are also facing vigorous difficulties due to the ongoing clashes between rebels of the Free Syrian Army (FSA) and al-Nusra Front (Syria’s branch of al-Qaeda) in the countryside of Aleppo in northern Syria. Speaking to ARA News, Talib Ismail from the village of Maarat Nasan said that he has been trying to move his family out of the war-torn village for a few days without success. “The roads are closed due to the thermal rockets launched by Syrian warplanes,” he said, pointing out that the only road open is through Afrin area, “which we cannot cross because of the security checkpoint by different armed forces.” “Severe shortages of food hit the village (Maarat Nasan) over the last few days due to the closed roads. People can hardly survive under such conditions,” Ismail added.

Iraq Headline: ISIS Unleashes Guerrilla Tactics in Bitter Battle for Tikrit

An American jihadist carried out a suicide truck bomb attack against Iraqi forces involved in an operation to recapture the city of Tikrit, the Islamic State group said Tuesday. “The brother Abu Dawud al-Amriki (may Allah accept him) launched himself with his explosives-laden truck against a gathering” of Iraqi forces and militiamen, an IS radio bulletin said. The report gave no details on the man’s identity.  It claimed that dozens of Iraqi forces were killed and wounded in the blast, but no other sources could immediately confirm. Pro-IS social media accounts said the attack was carried out Monday near Samarra, the other main city in Salaheddin province, and released a picture they said was of Abu Dawud al-Amriki. He is masked with only a pair of dark eyes visible. He also wears a microphone, suggesting the group may issue a video of the militant later. Samarra is controlled by the government and has been the launchpad for a broad military operation which officially began Monday to wrest back Tikrit — further north up the Tigris River — from the jihadists.

Iraq Headline: Iranian-backed Shiite militias lead Iraq’s fight to retake Tikrit

The Iraqi Security Forces, supported by several Iranian-backed Shiite militias and Sunni tribal fighters, have launched an offensive to retake Tikrit from the Islamic State, which has held the central Iraqi city since June 2014. Massive columns of Shiite militas, including some groups that are listed by the US as Foreign Terrorist Organizations, have been leading the fight in Tikrit. The operation, which involves more than thirty thousand Iraqi security personnel and militia forces, started on the morning of March 2. According to Al Jazeera, Iraqi forces and allied militias attacked the city from three sides while Iraqi aviation launched an aerial bombardment. As of yet, the US has not launched any airstrikes in support of the operation. The US has refused to support the Tikrit offensive because Iranian Revolutionary Guards Corps (IRGC) elements are actively supporting the operation, anonymous US officials have told The Wall Street JournalAlthough the US military has refused to provide air support for the offensive due to Iran’s involvement, General Martin Dempsey, chairman of the Joint Chiefs of Staff, told the Senate Armed Services Committee that Iran’s involvement could be “a positive thing” if the Shiite militias do not lash out at Sunnis in and around Tikrit.

Iraq Headline: Iraqi forces advance to free Salahudin province from IS militants

Iraqi security forces on Wednesday continued their biggest offensive for the third day in Salahudin (Salah al-Din) province to free the northern parts of the province from the Islamic State (IS) militants, security sources said. The troops and allied Sunni and Shiite militias, covered by Iraqi air support, attacked Ajil oilfield area in east of the provincial capital city of Tikrit, some 170 km north of Baghdad, sparking heavy clashes with the IS militants, a provincial security source told Xinhua on condition of anonymity. The troops continue their fight during the day to free the oilfield within the coming few hours of the day, the source said. Late on Tuesday, the troops recaptured the nearby oilfield of Allas, after they drove away the extremist militants, he said, adding that both the small oilfields apparently were used to fund the extremist militants’ activities. Meanwhile, the security forces are still progressing slowly and cautiously from their positions around the towns of Dour in south of Tikrit and Alam in east of the city, because the militants planted dozens of bombs in the roads leading to the towns, while sporadic clashes and sniper shots were also behind the slow advance of the troops who sustained some casualties.

The top U.S. military officer expressed openness Tuesday to providing U.S. weapons to Ukrainian forces, joining a growing number of senior American officials who say greater U.S. involvement may be needed in Kiev’s fight against Russian-backed separatists. “I think we should absolutely consider providing lethal aid,” said Army Gen. Martin Dempsey, chairman of the Joint Chiefs of Staff. “And it ought to be in the context of our NATO allies because [Russian President Vladimir] Putin’s ultimate objective is to fracture NATO.” Dempsey’s comments came in response to a question from Sen. John McCain (R-Ariz.), a strong proponent of arming Ukrainian forces, as Dempsey and Defense Secretary Ashton B. Carter appeared before the Senate Armed Services Committee to defend President Obama’s proposal for military spending in fiscal 2016. Although he stopped short of saying he would definitely support providing weapons to the Ukrainian military, it was the first time that Dempsey publicly backed consideration of such a move.

Headline:  Afghan forces kill 121 Taliban militants during cleanup operations

Afghan security forces have killed 121 Taliban militants and detained nine others during separate cleanup operations across the country over the past 24 hours. The Afghan Interior Ministry said in a statement on Wednesday that the militants were killed and arrested during a series of operations carried out in the provinces of Farah, Ghazni, Helmand, Herat, Kandahar, Kunduz, Nangarhar, Sari Pul, Takhar, Uruzgan and Zabul. The statement added that 23 foreign nationals were among the slain militants, noting, “The Taliban suffered the heaviest casualty in Khak Afghan district of Zabul Province.” It, however, did not mention whether there were any casualties on the side of the Afghan forces. Taliban have not yet made any comments on the issue.

Headline:    Sources: More than a dozen ISIS operatives in Libya, but no US authority to strike

More than a dozen Islamic State fighters from Iraq and Syria — some with direct ties to the group’s leader Abu Bakr al-Baghdadi — are now in Libya working on behalf of the terror group, according to U.S. and European sources. And the U.S. has no authority to take them out. The fighters are in addition to dozens of ISIS sympathizers in the country. The situation is raising fresh security concerns, as the U.S. and its allies struggle to keep tabs on the many arms of the ever-expanding ISIS network. One source, who is not authorized to speak on the record given the sensitivity of the data, said they would not be surprised “if the next 9/11 came out of Libya.” An ISIS presence has been flagged in Benghazi, Derna and Sirte, in addition to training camps providing a steady flow of recruits.

Islamist militants are reported to have seized two oil fields in central Libya, as rival groups fight for control of the country. Forces guarding the Bahi and Mabruk sites retreated after running out of ammunition. It is not clear which group seized the oil fields. Libya’s internationally recognised government in Tobruk and its rivals Libya Dawn also conducted air strikes on each other’s positions. “Extremists took control of the Bahi and Mabruk fields and are now heading to seize the Dahra field following the retreat of the forces guarding these sites,” said Colonel Ali al-Hassi, a spokesman for the oil industry security service. A gun attack on Mabruk in February left 11 people dead. At the time witnesses said the attackers had claimed to be from a militia which has joined Islamic State. The Islamic State militia, which controls the town of Derna, has not commented. The BBC’s Rana Jawad in Tripoli says the seizure of these fields will put more pressure on Libya’s oil-reliant economy, already barely functioning because of the battles between rival forces driven by political differences and local grievances.

Tunisian police killed two Islamist militants during clashes near the Algerian border, where the military has been targeted previously in ambushes, the army said on Wednesday. The fighting came after army and police launched a major operation this week to flush out militants from a base in the Chaambi mountains near Algeria. “Our special forces killed two members of the terrorist group in Chaambi mountains in an exchange of fire,” said army spokesman Bel Hassen Ouslati. “The Tunisian army seized weapons, after the confrontation with terrorists,” he added. Last month, four Tunisian police were killed in a militant attack in the same central region of Kasserine.

Forty police officers were wounded on Sunday in clashes with demonstrators opposed to shale gas exploration in the Algerian Sahara, the Interior Ministry announced. “The town of In Salah saw incidents involving public order, initiated by a group of young people protesting against shale gas operations in the region,” the ministry said in a statement. It said the clashes “caused injuries to 40 police officers, including two who were seriously injured.” Protesters set fire to the headquarters of In Salah district and the residence of the district chief, as well as part of a police dormitory and a police truck. The security forces managed to “take control of the situation and bring calm to the city,” the statement said.

But the copyright expires at the end of the year, and all 16 German states have agreed that the book can be re-released, as long as it contains annotations. But even with the 4,000 or so expected footnotes, there has been protest. A spokesman for the Jewish Forum For Democracy Against Anti Semitism in Berlin asked “can you annotate the devil?”

The appeals have gone unanswered.”

We know where he is. If he doesn’t give himself up he will suffer the same fate as his compatriots,” Deby told a news conference. “He was in Dikwa two days ago. He managed to get away but we know where he is. It’s in his interests to surrender,” Deby said, referring to a town in northeastern Nigeria held by Boko Haram that fell to Chad’s army earlier this week. The Chadian army is considered one of the best in the region and is backed by a strong air force. It first deployed to help Cameroon fend off Boko Haram and is now pressing southwest into Nigerian territory after capturing the border town of Gambaru last month.

The Treasury Department will exhaust its capacity to borrow in October or November if the debt limit isn’t raised, the Congressional Budget Office estimated Tuesday. The non-partisan CBO had previously estimated that “extraordinary measures” Treasury could use to continue borrowing would last until September or October. Read CBO’s latest estimate. The debt limit is suspended until March 15. After that date, so-called extraordinary measures available to the Treasury to keep borrowing include deferring new investments in federal retirement and disability funds. Wall Street analysts have also estimated the Treasury will likely have until the fall to raise the debt ceiling. The Republican-led Congress would need to take a vote to increase the borrowing limit. Senate Majority Leader Mitch McConnell, a Kentucky Republican, has pledged not to let the government default on its obligations. But some in the GOP could call for spending cuts in exchange for raising the borrowing limit and force negotiations to go down to the wire.

U.S. District Judge Joseph Bataillon issued a preliminary injunction in the case brought by seven same-sex couples in the state, calling Nebraska’s ban an “unabashedly gender-specific infringement of the equal rights of its citizens.” Bataillon denied a state request to stay his decision but said his injunction would take effect on March 9 to assuage Nebraska officials’ concerns of possible administrative turmoil. Nebraska state officials quickly appealed the ruling to the 8th Circuit U.S. Court of Appeals. “The definition of marriage is an issue for the people of Nebraska, and an activist judge should not substitute his personal political preferences for the will of the people,” Governor Pete Ricketts said in a statement. Nebraska voters in 2000 adopted a state constitutional amendment that defines marriage as only between one man and one woman and does not recognize civil unions, domestic partnerships or similar relationships for same-sex couples.

A report released Wednesday by the International Narcotics Control Board revealed that Mexican drug cartels have extended their reach to Japan, where methamphetamine seizures have doubled compared to the previous year. The Control Board, a United Nations organization, released its annual report Wednesday and concluded that Mexican drug cartel influence has also created a “significant” increase in crime associated with the drug. Although most of the methamphetamine abused in east and southeast Asia is produced within the region, sources for methamphetamine have originated from Africa to Iran. “In a worrying development, trafficking of amphetamine-type stimulants through East Africa (e.g. Ethiopia and Kenya) for onward shipment by plane to east and southeast Asia has continued,” the Control Board states. “The latest reports from the authorities in Japan suggest an increasing influence of Mexican cartels on its domestic methamphetamine traffic.” The Attorney General’s Office of Mexico suspects gangs in Hong Kong are making deals with Mexican drug cartels by helping give the cartels the precursor chemicals to making meth.

The volcano, located near the popular tourist resort of Pucon around 750 km (460 miles) south of the capital Santiago, is one of South America’s most active. It last erupted in 2000. A column of ash and rock particles shot up to 3 km (nearly 2 miles) into the night sky at around 3 a.m., said the national geological service Sernageomin. Some 3,385 people had been evacuated as a preventative measure, said Interior Minister Rodrigo Penailillo.
