Israeli Prime Minister Benjamin Netanyahu had high praise for President Obama for leading the coalition attacking Islamic militants in Syria, and criticized those who condemned Israel for its war with Hamas in a speech to the United Nations Monday. Speaking at the annual U.N. General Assembly meeting in New York, Netanyahu said the threat of Hamas and ISIS reaches far beyond Israel as Islamic militants across the globe share the same goal of world domination. “Last week, many countries here rightly applauded Obama for leading the effort to confront ISIS. Weeks before, some of those same countries opposed Israel for confronting Hamas. They don’t understand that ISIS and Hamas are branches of the same poisonous tree, and both seek to impose power well beyond the territory under their hold,” Netanyahu said. Avigdor Lieberman, Israel’s foreign minister, told reporters before Netanyahu’s speech Monday that it’s clear that Palestinian leader Mahmoud Abbas has no intention of making peace with Israel, calling his speech to world leaders last week “a message of hatred and incitement.” Lieberman also questioned Abbas’ legitimacy to speak on behalf of the Palestinian people, saying he doesn’t control the Gaza Strip, where Hamas remains in charge of security and elections have been postponed for more than four years.

Headline: ‘Smart Fence’ to Be Built Around Gaza Belt
The Defense Ministry and the IDF have decided to build a fence enclosing the Gaza Belt region, after both a survey of the long-term damage of Operation Protective Edge on the bloc and in light of two terrorist infiltrations there within a 48-hour period. But the fence is no ordinary fence. Security sources told Walla! News Monday that the barrier will be a “smart barrier,” with an alarm system designed to alert the Gaza Belt Regional Council and the Gaza Division of the IDF at any suspected infiltration attempt. A similar system is in place near the Palestinian Authority and in Judea and Samaria. “Work has already begun in [Gaza Belt] communities,” the source, an officer in the Southern Command, revealed. “The goal is to become more alert to infiltrations as they happen on the ground, in face of threats from [nearby] Gaza – and there are many of them.” “Some infiltrations are terror attacks, and some are merely Gazans looking to find jobs,” he noted, “[but] for us, those who cross the fence are, first and foremost, terrorists.” “Now, if he crosses the fence, we will have further information on whether or not he entered a community,” he added. Defense Minister Moshe Ya’alon is directly behind the decision, an additional security source told the daily, which is also in tandem with measures to strengthen public institutions against rocket fire in those communities – especially schools. For now, the source noted, funding for the barrier fence is not from the separate project to strengthen buildings, but directly from the IDF’s own budget.

Headline: Rosh Hashanah Arab Arson on Towns North of Jerusalem
Firefighting forces conducted an investigation into the blaze that broke out last Friday night between Rosh Hashanah (Jewish New Year) and Shabbat on laand adjacent to Dolev, a town located in Samaria just north of Jerusalem. The result of their investigation found the fire to be caused by arson. The investigation detailed that firefighters found molotov cocktails on the scene of the fire, giving further evidence to the criminal nature of the blaze. Residents have reported in more detail the events last Friday, when Arab aronists lit large fires adjacent to Dolev by throwing molotov cocktails at the Jewish community. It took three hours of intense fighting to put out the blaze, not before it burned a large strip of land adjacent to Dolev into ash. Dolev was not the only place targeted by Arab arsonists during Rosh Hashanah – Psagot, also to the north of Jerusalem, suffered having its security barrier apparently lit on fire by Arab attackers. In Psagot it took four hours to control the raging fire. The region has come in for frequent attacks in recent weeks, with the forest adjacent to Dolev targeted by arson three times in the last bit of time. Massive firefighting forces, aided by firefighting planes, were required to put out the fires. In addition to arson, two months ago an electric tower was attacked, knocking out the electricity to the local communities Dolev, Talmon, Nahliel, Neria and Harsha for six hours.

Headline: International crowdfunding campaign to build Third Temple raises over $100,000
A 60-day international crowdfunding campaign to finance the construction of a modern Third Temple on the Temple Mount garnered $105,000 worth of donations from over 900 donors around the globe by Rosh Hashana, the Temple Institute said Sunday. According to a statement from the right-wing organization – dedicated to educating world Jewry about the centrality of the Temple Mount to Jewish life and “recreating every aspect of the Holy Temple” – its crowdfunding campaign received the donations from 30 countries.
“The funds raised from the campaign will be used to continue the research of the Institute and to commission additional architectural plans,” the statement said. “The architects will fuse Jewish law with modern technology to prepare for a fully modern Third Temple, Kosher to the letter of the law…” Featuring a website with a three-minute promotional video depicting a digital incarnation of the planned Third Temple, the institute said the site was viewed by over 160,000 people and received over 10,000 shares on Facebook. Rabbi Chaim Richman, the international director of the institute, said the organization utilized the crowdfunding campaign after initially finding success with YouTube, Facebook and Twitter. “We are constantly looking for ways to include as many people as possible in our mission to rebuild the Holy Temple,” said Richman. “This is not about one group or organization – it’s about bringing about a spiritual reunification of mankind. Today, with the help of the Internet, our message is resonating across the globe.”

Islamists across the political and religious spectrum in Jordan have been deeply divided by the country’s participation in US-led air strikes against the Islamic State (IS) in neighbouring Iraq and Syria, balancing concerns for the country’s security against what some perceive as a wider war against Islam, or civilian deaths. The Muslim Brotherhood became the first movement to come out in opposition to Jordan’s participation in the US-Arab coalition-led air strikes against IS, issuing a statement dismissing the campaign as “not Jordan’s war”. The Brotherhood’s deputy leader Zaki Bani Rsheid called on supporters to pressure the government to withdraw from the coalition on the grounds that the air strikes serve as a boost to Syrian President Bashar Assad, whose regime has historically stood as an arch foe of the Brotherhood. Yet far from politics and in the realm of religion, Islamists are more deeply divided, as various schools of Islamic thought and clerics grapple with opposing views over the religious legitimacy and moral consequences of the air strikes. The families of the Lebanese soldiers kidnapped by jihadists continued their protests Friday, as the Al-Nusra Front said it was cutting off negotiations after an unprecedented army raid in Arsal. On Friday, the families continued to block the highway running through Dahr al-Baydar, which links the Beqaa to coastal Lebanon, and met with Health Minister Wael Abu Faour, who backs exchanging Islamist detainees in Roumieh prison for the kidnapped soldiers. “[We need to] resolve this issue and accept the principle of swapping [detainees]. Enough hesitation,” Abu Faour said following his meeting with the families. A member of the committee representing the families echoed calls for a prisoner swap. “Why do they not want to swap detainees? Since when is the Lebanese judiciary so honest?” Layal Dirani told NOW. She vowed that the families would continue their protests, which have seen demonstrators block major roads into the Beqaa. Dirani added that on Thursday the families received audio recordings of the hostages. Negotiations between the Lebanese state and jihadists, currently being mediated by Qatar, had previously stalled over the issue of a prisoner swap, but the army’s massive raid of a Syrian refugee camp outside Arsal has now threatened to derail the talks entirely. On Thursday the Lebanese army arrested more than 200 people in a dramatic morning raid of a refugee camp outside the town, sparking criticism as pictures circulated across social media of dozens of men laying on the ground with their hands tied behind their backs. The Al-Nusra Front—which has already executed one hostage and threatened to kill another— has declared that due to the army’s actions they will no longer negotiate. “There will be no negotiations after what happened in Arsal,” an Al-Nusra Front commander told the Lebanese daily Al-Akhbar, in comments published Friday.

The Lebanese army clashed with jihadists trying to infiltrate Lebanese territories at dawn Monday, leaving many dead and injured among their ranks, Voice of Lebanon radio (93.3) reported. The infiltration attempt was made on the outskirts of the northeastern border town of Arsal, which last month witnessed bloody clashes between the army and militants from al-Qaida-linked al-Nusra Front and the Islamic State group. The jihadists took with them hostages from the military and police, and killed three of them. The military has so far stopped several infiltration attempts after it blocked dirt roads near Arsal to stop the militants, who are taking refuge in the town’s outskirts and on the porous Lebanese-Syrian border, from receiving supplies. VDL also reported that militants, taking the Syrian border towns of Serghaya and Asal Alward as their base, are trying to smuggle arms to Lebanon. The gunmen are led by a Palestinian identified as Hatem al-Hassan, the radio station said, adding that his deputy is Ahmed al-Rifai, a Syrian. The armed groups are taking the weapons and ammunition to caves in the town of Maaraboun, which similar to Arsal lies in Baalbek district, to hand them over to Lebanese fighters, VDL stated. Officials in Egypt are demanding an immediate and total boycott of Turkish goods, and even a breakoff of diplomatic relations between the two countries, Egyptian media reports said. The call is the latest chapter in the steady and ongoing decline in relations between the two countries, with Turkey accusing Egypt’s President Abdel Fattah al-Sisi of everything to “illegitimacy” to “terrorism” to “war crimes.” The sour relations between the two countries have their roots in the overthrow of former Egyptian President Mohammed Morsi by the al-Sisi led Egyptian army several years ago. Since then, Turkey has slammed al-Sisi as being a “dictator” who is “persecuting Muslims.” Just last week, Turkish President Recep Tayyip Erdogan said he would welcome seven top Muslim Brotherhood figures being forced to leave Qatar, indicating his strong ties with the Islamist group – and by extension with its Gaza offshoot Hamas. “In the event that they request to come to Turkey, then necessary investigations will be carried out. …If there are no obstacles, the mandatory convenience provided to everyone will also be provided to them,” Erdogan said on returning from an official trip to Qatar, reports the Turkish Hurriyet Daily News.

Libyan militants are holding a number of Egyptian trucks and drivers near the eastern city of Tobruk in an effort to pressure Egyptian authorities into releasing several Libyans held in Egyptian police custody, a Libyan security official said Monday. “The militants have set up tents near Tobruk and are holding Egyptian trucks and taken the drivers hostage,” Mustafa Abu Fajra, head of national security in Libya’s northeastern city of Ajdabiya, told Anadolu Agency. Abu Fajra could not give the exact number of Egyptian trucks being held by the militants. He noted, however, that a “large number” of trucks entered Libya each day from Egypt. The militants, he said, were holding the trucks and their drivers captive in order to pressure the Egyptian government into releasing Libyans held in Egyptian jails for alleged involvement in smuggling activities. “Some local elders from Ajdabiya attempted to mediate the drivers’ release, but the militants shunned the mediation bid,” Abu Fajra said. He said the militants had conditioned the release of the Egyptian drivers and vehicles on the release of their detained relatives in Egypt. Egyptian authorities have yet to comment on the issue.

Following sustained attacks by Islamic State (IS) militants on the Kurdish city of Kobani in Syrian Kurdistan, the fall of the city is getting closer. A source from Kobani has told BasNews that there are only two villages left between IS insurgents and Kobani. A Kurdish journalist in Kobani, Mustafa Adib, has told BasNews, “By noon on Monday, IS insurgents had taken control of both Sheran and Kazikan villages, located to the east of Kobani and just three kilometers from the center of the city.” Adib said that People’s Protections Unit (YPG) fighters are reinforcing their bases in the center of Kobani to fight the militants. “Following the fall of Sheran and Kaziakn, there are only two villages left between Kobani and the IS militants; Dihaban and Mazraita are two kilometers from Kobani,” said Adib. Commenting on the situation inside the city, he stated, “Kobani has been emptied of the children, women and older people who fled to Kurdish cities in Turkey.” “The Kobani people who have weapons and the ability to take up arms have gone to the front line to fight hand in hand with YPG fighters against Islamic State,” added Adib. He said that people in Kobani continue to ask the international community and Kurdistan Region political parties to send them weapons in order to defend the city and themselves against IS militants. “They aren’t only asking for humanitarian aid, but also weapons from the international community and Kurdistan Region,” Adib said. He claimed that 10 mortars had landed in Kobani on Sunday, but the level of damage was as yet unknown.

British warplanes flew their first mission over Iraq since parliament authorised strikes against Islamic State jihadists, but returned without bombing on Saturday, the Ministry of Defence in London said. Royal Air Force Tornado GR4 combat jets returned to Britain’s RAF Akrotiri base on Cyprus without dropping any of their load of Paveway IV laser-guided bombs, after a seven-hour mission that began before dawn from the Mediterranean island. “On this occasion no targets were identified as requiring immediate air attack by our aircraft,” a ministry spokesman said. However, the jets’ surveillance gathered information that will “help acquire potential targets for future operations, either by aircraft or Iraqi ground forces,” the spokesman said.

Iraq Headline: Iran threatens to attack Islamic State “deep into Iraqi territory”
A general in the Iranian military said Saturday that his forces are prepared to attack inside Iraqi territory to strike at militants of the self-proclaimed Islamic State, also known as Daesh, ISIS or ISIL, should they come too close to Iran’s western border. Iranian media reports that army commander Brigadier General Ahmad Reza Pourdastan said that “If the terrorist group Daesh comes near our borders, we will attack deep into Iraqi territory and we will not allow it to approach our border.” Lieutenant Commander of the Army Ground Force Brigadier General Kioumars Heidari told IRNA in August that Iranian army forces have had a large presence in the western border area, and that IS forces were “not counted a threat to Iranˈs military might.”

Iraq Headline: ISIS Ramps Up Activity in Northwestern Baghdad
Reports Monday said that Islamist fighters for ISIS, the Islamic State, which has already conquered large areas of Lebanon and Iraq, are at the gates of Baghdad. Despite the aerial attacks being carried out by the US and its allies, the group’s fighters have been steadily progressing, and are said to be barely a mile from the city. The report in the Independent newspaper, published in London, quoted officials of the Foundation for Relief and Reconciliation in the Middle East. According to the officials, Islamic State terrorists could basically enter the city at will, as there is little substantial defense to prevent them from doing so. “The Islamic State are now less than 2km away from entering Baghdad,” the spokesperson said. “They said it could never happen and now it almost has. [US President Barack] Obama says he overestimated what the Iraqi Army could do,” the report quoted the spokesperson as saying.

Iraq Headline: Islamic State Overruns Iraq Army to Seize Towns, Official Says
Islamic State fighters seized two towns in western Iraq, after besieging hundreds of soldiers, according to a regional official. The militant group has captured Albu Etha (a village near Ramadi) and al-Hamdhiya, Faleh al-Issawi, deputy head of Anbar provincial council, said by phone today. He said some Iraqi troops were killed and others deserted their posts, without giving details. Earlier the head of the Anbar council, Sabah Karhout, had said that at least two battalions of the Iraqi army, or 260 men, were trapped near Albu Etha, and that efforts were being made to send reinforcements and enable them to break the siege. The clashes are taking place in a region where U.S.-led airstrikes are seeking to roll back the insurgents’ advance. Karhout and al-Issawi said that Islamic State controls at least half of the city of Ramadi, the provincial capital, though they said that elsewhere in Anbar the airstrikes have enabled security forces to recapture territory. Islamic State’s Sunni Muslim militants are reported to have carried out several massacres of troops belonging to Iraq’s Shiite-dominated army since they surged across northern parts of the country in June. The Iraqi government said last week that more than 1,000 soldiers were missing after an attack on a military base, according to CNN television.

A Shiite armed force will be sent from Iraqi Capital Baghdad to Kirkuk, and will base itself in the south of the city. A source from Kirkuk told BasNews that the armed group consists of a number of Iranian military experts, who have entered the region with the support of the Shiite Badr army. #1: A Taliban suicide attacker killed four civilians and injured two near Kabul airport on Monday. “We can confirm a suicide bomber on foot detonated near the airport, killing four people and wounding two,” said a spokesman for the police investigation department.
#2: A fighter detonated a explosives laden vehicle at the entrance of a district headquarters in Paktia’s Zurmat district on Monday, leading to a heavy exchange of gunfire between the Taliban and security officials which resulted in three of the other fighters being killed. At least eight other people, including four police officers, two intelligence staff and two civilians were killed in the attack, police said. The Taliban has claimed responsibility for the attack.
#3: Five militants were killed and four others were injured on Monday in a blast in the remote Tirah Valley of Khyber Agency. #9: A civilian was killed and seven others were injured following an explosion in northeastern Takhar province of Afghanistan. Shots were fired outside the Embassy of Ethiopia in D.C. on Monday afternoon. It happened around 12:15 p.m., according to the U.S. Secret Service. Officers responded immediately after hearing reports of shots being fired, and they detained and questioned an Ethiopian guard who works at the embassy. He is believed to have fired the shots. An Ethiopian television network caught the shooting on camera while they were covering a protest at the embassy. At least six Libyans were gunned down in Benghazi on Friday (September 26th), just one week after a bloody string of assassinations, Libya Herald reported. Sixteen citizens were slain on September 18th alone. Fifteen more were killed in the next two days. One rocket landed on a car and killed the female driver. As for Tripoli, it has been dominated by militias from Misrata. After seizing control of large swaths of the capital, they then turned to Warshefana, which they bombarded with Grad rockets and howitzers. Ahmed Amin, a 36-year-old lawyer, noted: “In the past few days, the air force increased its strikes on the nests of extremists where they have ammunition and weapons stored.” “Even their convoys from across the desert have been destroyed, and ships loaded with weapons and extremist mercenaries were bombed in the sea,” he added. “This raised the wrath of the extremists, who hence resorted to assassinations and killings.”

It sounds like something out of a spy novel: A government ensures the release of dozens of hostages from the world’s most notorious terror group, without even a nosebleed. The government, in this case, is that of Turkey. It freed 49 Turkish consulate workers last week who the Islamic State—a jihadi organization commonly known as ISIS—had kidnapped in Mosul. After spending 100 days in captivity, the hostages have now been home for more than a week. But many here in this nation of 77 million are still questioning if Ankara is telling the truth about what happened. In the early hours of Sept. 20, the mood across Turkey was festive as Prime Minister Ahmet Davutoglu and his entourage met the freed hostages—46 Turks and three Iraqis—in the southern city of Urfa. Davutoglu called their release a major diplomatic success. But President Recep Tayyip Erdogan later weighed in and credited the MIT, Turkey’s spy agency, for releasing the hostages, calling it an “operation.” This seemed to contradict Davutoglu’s earlier remarks. As the media pressed him on the matter, however, Erdogan said Turkey freed the hostages through some sort of prisoner swap with ISIS, but declined to provide more information. The details remain murky, but reports in the Turkish media indicate that Liwa al-Tawhid—a rebel group fighting ISIS in Syria—agreed at Turkey’s request to release 50 ISIS members in exchange for the Turkish consulate staff. The papers did not elaborate on what Turkey gave the Liwa al-Tawhid rebels in return. Statistics reviewed by The Associated Press and interviews with experts and those on the scene of one of the worst health disasters in modern history show how great the needs are and how little the world has done in response. Some foreign medical workers have bravely fought on, a few even contracting Ebola themselves as they cared for patients. Experts warn that the window of opportunity to snuff out the dreaded disease may close unless promises of additional assistance immediately become reality. The existing bed capacity for Ebola patients in Liberia, Sierra Leone and Guinea and Nigeria is about 820, well short of the 2,900 beds that are currently needed, according to the World Health Organization. Recently 737 beds were pledged by countries. Yet even after the promised treatment facilities are built, they will still be at least 2,100 beds short. The shortage of health workers is also great. WHO has estimated that 1,000 to 2,000 international health workers are needed in West Africa. More than local 200 health workers have died of Ebola trying to save patients, complicating recruitment efforts. Doctors Without Borders, which has more Ebola clinics than anyone, currently has 248 foreign aid workers in the region.

Health officials are investigating nine cases of muscle weakness or paralysis in Colorado children and whether the culprit might be a virus causing severe respiratory illness across the country. The Centers for Disease Control and Prevention on Friday sent doctors an alert about the polio-like cases and said the germ — enterovirus 68 — was detected in four out of eight of the sick children who had a certain medical test. The status of the ninth case is unclear. The virus can cause paralysis but other germs can, too. Health officials don’t know whether the virus caused any of the children’s arm and leg weaknesses or whether it’s just a germ they coincidentally picked up. “That’s why we want more information,” and for doctors to report similar cases, said the CDC’s Dr. Jane Seward. The cases occurred within the last two months. All nine children are being treated at Children’s Hospital Colorado in Aurora, and most are from the Denver area. A hospital spokeswoman said the patients’ families didn’t want to talk to the media. The nine children had fever and respiratory illness about two weeks before developing varying degrees of limb weakness. None seems to have a weak immune system or other conditions that might predispose them to severe illness, but the cases are still being investigated, Seward said. Investigators don’t think it’s polio — eight of the nine children are up to date on polio vaccinations. It’s not known whether the limb weakness or paralysis is temporary or will be long-lasting.

The total number of dengue cases in the national capital this year has reached near 100, with an increase of 30 per cent in the last week alone. A total of 98 cases had been reported in Delhi till September 27, while the figure stood at 75 till September 20, according to a report released by South Delhi Municipal Corporation on Monday. While figures for various corporations in Delhi are — 18 (north corporation), 39 (south corporation) and 13 (east corporation), 15 cases were reported from regions in Delhi outside the jurisdiction of the three municipal corporations and 13 from neighbouring states, the report said. Over 5,500 dengue cases and six deaths were registered in the national capital last year, according to SDMC, which compiles report for vector-borne diseases in the city.

While the disease, called chikungunya, usually is not fatal, the epidemic has overwhelmed hospitals, cut economic productivity and caused its sufferers days of pain and misery. And the count of victims is soaring. In El Salvador, health officials report nearly 30,000 suspected cases, up from 2,300 at the beginning of August, and hospitals are filled with people with the telltale signs of the illness, including joint pain so severe it can be hard to walk. “The pain is unbelievable,” said Catalino Castillo, a 39-year-old seeking treatment at a San Salvador hospital. “It’s been 10 days and it won’t let up.”
Venezuelan officials reported at least 1,700 cases as of Friday, and the number is expected to rise. Neighboring Colombia has around 4,800 cases but the health ministry projects there will be nearly 700,000 by early 2015. Brazil has now recorded its first locally transmitted cases, which are distinct from those involving people who contracted the virus while traveling in an infected area. Hardest hit has been the Dominican Republic, with half the cases reported in the Americas. According to the Pan American Health Organization, chikungunya has spread to at least two dozen countries and territories across the Western Hemisphere since the first case was registered in French St. Martin in late 2013.

A new strain of avian influenza virus in poultry in south-east Asia represents a serious threat to animal health and livelihoods in the region, and must be closely monitored, the UN’s Food and Agriculture Organisation (FAO) has warned. Chinese authorities first reported the high pathogenic H5N6 strain in April 2014, but it has since spread to other countries in the region. The most recent outbreak was on a poultry farm in the Quang Ngai province of eastern Vietnam, where birds suffered 30% mortality. “Influenza viruses are constantly mixing and recombining to form new threats,” said FAO’s chief veterinary officer Juan Lubroth. “However, H5N6 is particularly worrisome, since it has been detected in several places so far from one another. Because it is so highly pathogenic, infected poultry quickly become sick and death rates are very high.” The World Organisation for Animal Health (OIE) is also monitoring the situation closely.

The latter represents the amount of water you are allowed to use per day. If you don’t know it, you probably should. Not knowing could cost you money. As California’s severe drought moves into a fourth year, state and local water agencies are working on something called “allocation-based rate structures,” a kind of precursor to water rationing that’s all the rage in Sacramento and in some areas such as Santa Cruz, Irvine and Santa Monica. Here’s how it works: Your local water company, special district or city assigns you and your household a number in gallons — a daily water allocation. Usually, one number applies to maximum indoor water use, i.e. showers, kitchen and bathroom faucets, dishwashers, clothes washers, etc., and an extra allocation is assigned for outdoor use such as lawn irrigation. Using census records, aerial photography and satellite imagery, an agency can determine a property’s efficient water usage. At the Irvine Ranch Water District, number of residents, amount of landscaping and even medical needs are factored into a household’s water allocation or water budget. “We want you to stay within that budget. That way we know you are using water in an efficient way,” according to an instructional video on the Orange County water agency’s website.

At least eight people have died in an earthquake in southern Peru, officials announced on Sunday. The 4.9-magnitude quake hit the Cusco region in the early hours of Sunday. Worst affected was the remote Andean village of Misca, where 45 homes collapsed killing four children and four adults, emergency workers said. The authorities have declared a state of emergency and President Ollanta Humala has said his government will help rebuild the village.
