Headline: Netanyahu Says Israel Will Not Cede Land to Palestinians

Prime Minister Benjamin Netanyahu says Israel will not cede territory due to the current climate in the Middle East, appearing to rule out the establishment of a Palestinian state. Netanyahu said “any evacuated territory would fall into the hands of Islamic extremism and terror organizations supported by Iran. Therefore, there will be no concessions and no withdrawals. It is simply irrelevant.” The statement was released by his Likud party Sunday. Netanyahu is seeking to appeal to hard-liners ahead of elections next week. Party spokesman Elie Bennett says Netanyahu’s 2009 speech calling for a Palestinian state alongside Israel is not currently relevant. The international community has long pushed for the creation of a Palestinian state on lands captured by Israel in the 1967 Mideast war. Netanyahu’s spokesman declined comment.

Headline: PA Threatens Lawsuits Over ‘Settlements’, Gaza War

The Palestinian Authority (PA) is revving its motors, announcing that it is actively preparing legal documents against Israel in the International Criminal Court (ICC). The PA joined the Hague in December. Qais Abd al-Karim, Deputy Secretary General of the ”Democratic Front for the Liberation of Palestine” (DFLP) terror organization and a member of the National Commission in charge of ties between the PA and ICC, stated Monday that the Commission continues to vigorously prepare legal cases against Israel for Operation Protective Edge in Gaza – during which Israel defended itself from over 3,000 rockets from Hamas – and against “settlements” on Jewish areas of Judea and Samaria. Karim added that the Commission collects “data and evidence” with the help of human rights organizations and is preparing the legal arguments to be presented to the ICC after it is declared “the State of Palestine” by the court on April 1, 2015. He said the Palestinian Authority believes that it has strong legal arguments over whether the communities are “war crimes”, and it will use this against ministers, Knesset members and army officers who lived or still live in Judea-Samaria in what it claims is “contrary to international law.”

The visit, encouraged by Obama administration policy, showed one of America’s oldest Sunni Arab allies, recognizing the direction of the trending regional reality to jump the lines over to Tehran. Iran’s grab for Middle East influence is now reaching from four capitals, Baghdad, Damascus, Sanaa, Beirut to a fifth, Amman. Our sources report that Royal Jordanian Air Force fighter jets escorted the Iranian general’s armored motorcade as it drove from Baghdad to Amman through the main highway connecting the two Arab capitals. It is not known whether the king gave Soleimani an audience, but the possibility is not ruled out. His talks with Jordan’s intelligence and military heads ranged widely over the battles in Iraq and Syria against the Islamic State in Iraq and the Levant-ISIS. This suggests that Jordan has shown willingness to take the first step towards coordinating its policies and military operations with Tehran – not just with Washington as hitherto. Some 12,000 American soldiers are posted to Jordan, most of them members of elite US combat units. Their primary task is to safeguard the throne against threats from Syria and Al Qaeda and its affiliates.

Headline:   SYRIAN JIHADISTS SIGNAL INTENT FOR LEBANON

Both the Islamic State of Iraq and al-Sham (ISIS) and the al-Qaeda affiliate Jabhat al-Nusra (JN) plan to conduct attacks in Lebanon in the near term. Widely presumed to be enemies, recent reports of an upcoming joint JN and ISIS offensive in Lebanon, when coupled with ongoing incidents of cooperation between these groups, indicate that the situation between these groups in Lebanon is as fluid and complicated as in Syria. Although they are direct competitors that have engaged in violent confrontation in other areas, JN and ISIS have co-existed in the Syrian-Lebanese border region since 2013, and their underground networks in southern and western Lebanon may overlap in ways that shape their local relationship. JN and ISIS are each likely to pursue future military operations in Lebanon that serve separate but complementary objectives. Since 2013 both groups have occasionally shown a willingness to cooperate in a limited fashion in order to capitalize on their similar objectives in Lebanon. This unusual relationship appears to be unique to Lebanon and the border region, and does not extend to other battlefronts. Despite recent clashes that likely strained this relationship in February 2015, contention between the groups in this area has not escalated beyond localized skirmishes. This suggests that both parties have a mutual interest in preserving their coexistence in this strategically significant area. In January 2015, JN initiated a new campaign of spectacular attacks against Lebanese supporters of the Syrian regime, while ISIS has increased its mobilization in the border region since airstrikes against ISIS in Syria began in September 2014. Conditions favor a continued limited détente between JN and ISIS past March 2015.

Headline:  Saudi Arabia Prepares for Iranian Nuclear Deal

Saudi Arabia is quietly preparing for an international nuclear agreement with Iran that it fears will rehabilitate its Shiite Persian rival. King Salman bin Abdul-Aziz Al Saud’s approach eschews the public spectacle of Israeli Prime Minister Benjamin Netanyahu’s speech to Congress (indeed, the Saudis don’t want any association with Israel) and instead focuses on regional alliances to contain an emergent Iran. The Saudis publicly welcomed US Secretary of State John Kerry’s assurances in Riyadh last week that Washington will not accept a bad nuclear deal with Iran, and that a deal will not inaugurate a grand rapprochement between Washington and Tehran. They remain deeply skeptical about the negotiations, however, and are preparing for any outcome in the P5+1 process. The Saudis recognize that a successful deal between Iran, the US, Russia, China, Britain, France and Germany will enjoy broad international backing and United Nations endorsement. Riyadh has no interest in being isolated in a dissenting minority with Netanyahu against a deal backed by a global majority. The royal family despises Israel, and Netanyahu is regarded as a war criminal by most Saudis. Any hint of mutual interest with Israel is unpalatable in the kingdom. So the Saudi approach is to strengthen its regional alliances for long-term confrontation with Tehran. Most immediately, this means strengthening the unity of the Gulf Cooperation Council (GCC). It has strong allies in Abu Dhabi and Manama. In Riyadh’s eyes, there are two weak links in GCC collusion against Iran: Oman and Qatar. Neither is likely to give up their bilateral lucrative ties to Iran, but Salman is pressing both to adhere to GCC unity and not facilitate Iranian subversion.

Headline: Official: Roadside Bomb Kills 3 Soldiers in Egypt’s Sinai

A series of bombings killed one person and injured nine in Egypt’s second city of Alexandria on Sunday and an attack by unidentified gunmen in another province wounded two others, security and medical sources said. Sunday’s first blast killed one person and wounded five others outside a supermarket in the Seyouf district of eastern Alexandria, Magdy Hegazy, undersecretary at the health ministry said. A bomb blast outside Harambe police station in central Alexandria wounded four more, while security forces disarmed a third bomb device in the vicinity, security sources said. A fourth bomb went off near the Bab Sharq police station without injuring or killing anyone, Hegazy said. In Qalyubia province, north of Cairo, one policeman and one civilian were wounded in the attack by unidentified gunmen, security sources said.

Syria Headline:  Air strike on Islamic State-run refinery in Syria kills 30: monitor

A U.S.-led coalition air strike in Syria hit an oil refinery run by the Islamic State militant group near the border with Turkey on Sunday, killing 30 people, the Syrian Observatory for Human Rights reported. Rami Abdulrahman, who runs the Observatory, said the dead were refinery workers and Islamic State militants. The targeted refinery was just northeast of the town of Tel Abyad near the Turkish border, he said. Asked about the report, a spokesman for the U.S. Combined Joint Task Force overseeing the fight against Islamic State, said: “When an allegation of civilian casualties caused by U.S. or coalition forces is determined to be credible, a thorough investigation would be launched to determine the accuracy of the claim and any circumstances surrounding it.” The spokesman said U.S. and coalition forces had implemented “significant mitigation measures within the targeting process and during the conduct of operations to reduce the potential of civilian casualties and collateral damage.”

Syria Headline:  Air strike in Syria hits Nusra Front camp

An air strike in northwestern Syria hit a camp used by the al Qaeda-linked Nusra Front on Sunday, killing at least nine of its fighters, a monitoring group said, in the second big attack on the group there in four days. The Syrian Observatory for Human Rights said four of the dead were foreign fighters. The air strike hit close to Atimah at the Syrian border with Turkey in Idlib province. Last week, the Nusra Front’s top military commander and several other leaders were killed in an air strike in Idlib. The Syrian army said it carried out the attack. The leader of a mainstream rebel group said the latest air strike appeared to have been carried out by the U.S.-led alliance that has been attacking Islamic State in Syria, citing the precision of the strike and the strength of the explosion.

Iraq Headline: ISIS hang bodies of dead soldiers at entrance to city they plan to make new HQ

A senior Kurdish military official has said they have information that Islamic State (IS) militants are withdrawing from the strategic town of Hawija in southern Kirkuk, seen as the strongest base of IS in Kirkuk Province. Peshmerga Deputy Minister Anwar Haji Osman told BasNews on Monday that the IS militants have lost confidence and withdrawn from a number of frontlines in the south and east of oil-rich Kirkuk Province. “IS militants can’t defend themselves and are fleeing from a number of frontlines in the area. We have received information that they have withdrawn from Hawija as well and are fleeing toward Mosul,” said Osman. He also said that most of the weapons that IS had in Hawija are now in the hands of Peshmerga forces. “They have also left behind numerous bodies of dead IS militants and a lot of armored vehicles,” added Osman. The Kurdish Commander also revealed that the Peshmerga plan to launch an operation to take Hawija, and IS stronghold.

Iraq Headline: Iraq Praises Iran’s Help in Fight Against ISIS

The top US military official said Monday he is “a bit concerned” about whether the international coalition fighting the Islamic State is sustainable for the longer-term challenge of confronting extremists in other regions. Army Gen. Martin Dempsey, chairman of the U.S. Joint Chiefs of Staff, told reporters traveling with him that the basis of his concern is the possibility of continued sectarian divisions in Iraq. Dempsey said that in military terms the campaign against IS is “on path.” But he put equal emphasis on the importance of sustaining the coalition for the longer term. Shiite dominance in Baghdad upsets predominantly Sunni countries like Saudi Arabia and the United Arab Emirates. “It won’t be enough to defeat (the Islamic State) just inside Iraq,” Dempsey said after a series of meetings with top government officials, including Prime Minister Haider al-Abadi, who assumed power last September, and Defense Minister Khalid al-Obeidi. Sunni Arab nations, in particular, need to be retained as partners against IS, Dempsey said. “And on that basis I came away with some concerns because the coalition has some concerns about” weak Iraqi governance. “I came away a bit concerned that it’s going to be difficult to sustain the coalition for the rest of the challenge, which is trans-regional, unless the government of Iraq can form that national unity platform to which they committed.” Highlighting those concerns at an earlier joint news conference al-Obeidi said his government is comfortable asking for and receiving help from Shiite-led Iran, a major U.S. adversary and an enemy of key U.S. allies in the Gulf, in its fight against Islamic State militants. “We are in a state of war,” al-Obeidi said, which requires Iraq to seek foreign assistance.

Headline: French PM warns that 10,000 Europeans may swell ISIS ranks by end of 2015

The number of Europeans swelling the Islamic State group’s ranks could reach 10,000 by the end of 2015, French Prime Minister Manuel Valls suggested on Sunday in an interview with French television, AFP reported Sunday. “There are 3,000 Europeans in Iraq and Syria today. When you do a projection for the months to come, there could be 5,000 before summer and 10,000 before the end of the year,” Valls warned, addressing the near three-fold increase of foreign born Islamic State militants. “Do you realize the threat this represents?” he asked. “There have already been nearly 90 French people who have died out there with a weapon in their hand, fighting against our own values.” Different organizations have provided various estimates of how many fighters have joined the Islamic State and other groups like it. According to the Tel-Aviv-based  Meir Amit Intelligence and Terrorism Information Center, approximately between 6,000 and 7,000  fighters have traveled to Syria alone in order to fight the Assad regime. Meanwhile, the  US State Department has suggested that as many as 20,000 fighters from one hundred different countries have passed through both  Syria and Iraq.

Headline: Islamic State earns $1 billion in drug trafficking

Heroin traffic through Iraq from Afghanistan is earning the Islamic State over $1 billion dollars a year, Russia’s drug control chief said. Viktor Ivanov, head of the Russian Federal Drug Control Service (FSKN), said Friday, “The transit of heroin from Afghanistan though the Islamic State-controlled territory is huge financial sponsorship. According to our estimates, IS makes up to $1 billion on Afghan heroin trafficked through its territory.” In November the agency reported that half of all Europe’s heroin supply is brought through Iraq and through some African countries, in each case employing IS militants in the delivery stream. Transfer of heroin has become a reliable income source for IS, the agency said, adding that drug routes across the Gulf of Aden to African countries have increased the number of drug kingpins and pirate gangs. “The area of poppy plantations is growing,” Ivanov said. “This year, I think, we’ll hear news about record-high poppy harvest [and] therefore the high yield of opium and heroin. So this problem should be raised not only in Moscow, but also in the U.N. in general, because this is a threat not only to our country, but also European security.”

Headline: US says 3,000 troops on exercise in Baltic states

Headline:  Putin reveals secrets of Russia’s Crimea takeover plot

The United States has begun to deploy 3,000 troops on a three-month exercise to reassure Russia’s nervous neighbors in the Baltic, military officials said Monday. Operation Atlantic Resolve will see major NATO forces working alongside their allies in Latvia, Lithuania and Estonia — former Soviet republics now members of the Western alliance. Pentagon spokesman Colonel Steven Warren said vehicles, helicopters and heavy equipment had begun arriving in the Latvian capital Riga and that the exercises would last 90 days. Warren said the deployed unit was a “Brigade Combat Team” — around 3,000 frontline soldiers. According to a US military source, speaking on condition of anonymity, the equipment would remain behind in the region after the troops of the Third Infantry Division return to base. Earlier, in Riga, US General John O’Connor told AFP the deployment would “demonstrate resolve to President (Vladimir) Putin and Russia that collectively we can come together.”

Headline: Republican senators warn Iran in open letter

Republican senators want to give Iranian leaders — and the president — a refresher on the constitutional balance of power. In a highly unusual move, a group of 47 Republicans in the upper chamber has written to Iran’s top leaders to let them know that any nuclear deal they reach with the United States would be “nothing more than an executive agreement.” Freshman Sen. Tom Cotton (R-Ark.) organized the letter, which features signatures from top Republican Senate leadership and potential presidential candidates such as Sens. Marco Rubio of Florida, Ted Cruz of Texas and Rand Paul of Kentucky. The following Republican senators did not sign the bill: Lamar Alexander of Tennessee, Dan Coats of Indiana, Thad Cochran of Mississippi, Susan Collins of Maine, Bob Corker of Tennessee, Jeff Flake of Arizona and Lisa Murkowski of Alaska. Democrats blasted the letter, with Minority Whip Dick Durbin calling it a “cynical effort” that lays bare partisan rancor for the world to see. “Understand that if these negotiations fail, a military response to Iran developing their nuclear capability becomes more likely,” Durbin (D-Ill.) said in a written statement. “These Republican Senators should think twice about whether their political stunt is worth the threat of another war in the Middle East.” Responding to the missive on Monday, White House press secretary Josh Earnest told reporters that “writing a letter like this that appeals to the hardliners in Iran is frankly just the latest in an ongoing [Republican] strategy – a partisan strategy – to interfere” in foreign policy.

Headline: Libyan general sworn as top commander as his planes hit Tripoli airport

Militants from Libya’s Islamic State affiliate beheaded eight Libyan guards in an attack on a central oil field last week during which the extremists abducted nine foreigners, a Libyan spokesman said Monday. In the Philippines, authorities said Monday that four of their nationals were among the nine abducted from the oil field. An Austrian, a Czech, a Bangladeshi and a Ghana national were also taken while one hostage remains unidentified. Friday’s attack on the al-Ghani oil field near the town of Zalla, some 750 kilometers (470 miles) southeast of the capital, Tripoli, was part of a series of deadly assaults on Libya’s oil lucrative infrastructure by the Islamic State group. The attacks in recent weeks have forced Libya to declare 11 fields non-operational, including al-Ghani, and invoke a force majeure clause that exempts the state from contractual obligations. Libya’s military spokesman, Ahmed al-Mesmari, warned that Islamic State militants’ long-term goal is to take over Libya’s petroleum industry. “This is the lifeline of the Libyan people,” he said Monday, adding the consequences of such a loss would be dire. During the attack on al-Ghani, an employee watched the beheadings of the eight oil guards and subsequently died of a heart attack, al-Mesmari also said. He not elaborate on how the army knew about the beheadings but the force serving as oil guards is closely allied to the Libyan military, which answers to the eastern-based government, one of Libya’s two rival governments. In the Philippines, Department of Foreign Affairs spokesman Charles Jose said Manila was working with the employer of the nine, Austrian-owned VAOS Oil Service, the Libyan government and embassies of the other foreigners abducted. The incident brings the total number of Filipinos missing in Libya to seven. Three others were snatched in another oil field on Feb. 3 and their whereabouts also remain unknown.

Headline: Saudis trying to woo Turkey into joining anti-Iran axis

Turkish sources say that the president dined with Saudi King Salman without bothering to have his food checked. What did grab attention, however, particularly in the Egyptian press, was the reception the Saudis afforded Erdogan in comparison with the welcome committee that greeted Egyptian President Abdel Fattah al-Sissi, who was in the country at the same time. The Saudi king received the Egyptian leader in person whereas Erdogan, on his arrival at the airport, was greeted by the local governor and some aides. Clearly the Saudis are able to convey diplomatic messages without being vocal about it. Nevertheless, the very fact of Erdogan’s visit is a milestone in the foreign relations of the two countries. Unlike Salman’s predecessor, King Abdullah, who viewed Erdogan as a rival and Turkey as a country whose influence and power in the Arab Middle East needed to be reined in, Salman apparently has other ideas. Several Saudi commentators who wrote about the two state visits welcomed Erdogan’s trip to the country and noted that Egypt will not dictate Saudi foreign policy or whether Saudi Arabia advances ties with Turkey or not. Saudia Arabia under King Salman is hinting, and not so subtly, that it was King Abdullah’s foreign policy that led to the spread of Iranian influence in the region; that Iran, more than Saudi Arabia, is considered an active combatant against the Islamic State, the organization also known as ISIS and ISIL; and that Saudi mishandling of the situation in Yemen brought about the seizure of power in Yemen by the Houthis, who are supported by Iran. Commentators suggest that Saudi Arabia is seeking to establish an anti-Shi’ite and anti-Iranian axis in which Turkey would play a central role. Such an alliance, however, could not exclude Egypt, which is acting in concert with the Saudis and the leaders of the Gulf states to establish a rapid-deployment joint Arab force that would be comprised of 40,000 soldiers.

And it represents a 10% jump from the 53,615 in shelters on de Blasio’s Inauguration Day. To reduce these distressing numbers, the city has tried to move families into scarce permanent housing, but has been forced to continue using much-criticized apartments known as “cluster sites.”

Islamic State militants strategically targeted Assyrian Christian villages in northeastern Syria in a series of brutal attacks on Saturday, causing clashes with Kurdish militia in the area. Most of the fighting occurred on the northern banks of the river as ISIS attempted to capture Tal Talmr, a crossroad 35 km from the city of Hassakeh. By capturing the crossroad, ISIS would have a direct corridor to the eastern border of Iraq. The ISIS offensive in the town of Tal Tamr has advanced to numerous surrounding areas.
